FM: Libyan File Represents Priority for Egyptian National Security

Minister of Foreign Affairs, Emigration and Egyptian Expatriates Badr Abdelatty has underscored the priority that the Libyan file represents for Egyptian national security as a direct neighboring state.
This came during a phone call on Wednesday July 9,2025 between Abdelatty and UN Special Envoy to Libya Hanna Tetteh.
During the phone conversation, Abdelatty affirmed Egypt's support for UN efforts aimed at launching a political process to resolve the Libyan crisis, Foreign Ministry Spokesperson Tamim Khallaf said.
The foreign minister emphasized the importance of respecting Libya's sovereignty, unity, and territorial integrity, and distancing it from foreign interferences.
He stressed the necessity of concerted international efforts to implement UN resolutions calling for the withdrawal of all foreign forces, mercenaries, and foreign fighters from Libya in a way that contributes to restoring security and stability in the country.
Abdelatty also underlined the importance of unifying the Libyan executive authority on legitimate and consensual grounds that are acceptable to the Libyan people and that support relevant UN efforts.
The foreign minister asserted the need to support the inter-Libyan solution path and achieve national consensus without external impositions or interventions, and without bypassing the role of national Libyan institutions.

In his address, Madbouly stressed the government's commitment to removing any barriers hindering joint economic projects and called for identifying concrete initiatives for future collaboration. He also highlighted Egypt's favorable investment climate, noting the broad incentives offered to foreign investors, particularly U.S. companies. 'Egypt is eager to expand its economic partnership with the United States, and we are committed to creating the conditions necessary for American businesses to thrive here,' Madbouly said. In turn, Foreign Minister Abdelatty outlined the diplomatic efforts underway to strengthen bilateral ties, both on the economic front and in relation to broader regional dynamics. He underscored the Foreign Ministry's active role in promoting cooperation with Washington across multiple sectors. Joining remotely, Minister El-Wazir presented updates on current consultations with U.S. firms, particularly in the areas of port development, maritime transport, and industrial zones—sectors where Egypt is seeking strategic foreign investment. Minister Al-Mashat reviewed ongoing development cooperation programs funded by the U.S. Agency for International Development (USAID), which support key priorities in Egypt's national development plan. She noted that these programs play a vital role in education, health, infrastructure, and economic inclusion. El-Khatib, Minister of Investment and Foreign Trade, detailed recent efforts to promote trade and attract U.S. investment into Egypt's economy. He pointed to expanding opportunities in sectors such as manufacturing, clean energy, and digital innovation. CAIRO, July 20 (MENA) – The Ministry of Interior has successfully thwarted a terror plot planned by the "Hasm" terrorist organization. The national security sector, in coordination with other security bodies, managed to identify the key operatives behind the plot. The security bodies had received a tip-off regarding the involvement of leaders of "Hasm', the armed wing of the Muslim Brotherhood movement., that is currently residing in Turkey, in an attempt to reactivate the group's operations. The plot involves carrying out terror attacks targeting security and economic facilities. It also includes deploying a terror element, who had previously received advanced military training in a border country, to infiltrate Egypt illegally to carry out the plot. The plot coincided with releasing a video, widely circulated on social media, showing Hasm members undergoing military-style training in a desert area in a neighboring country, threatening to carry out terrorist attacks on the Egyptian soil. Egypt Interior Ministry foils terrorist plot by Hasm movement, kills two - Courts & Law

Egypt's Ministry of Interior announced Sunday that it had thwarted a terrorist plot by the Hasm movement, killing two suspects during a raid in Giza. Hasm (Determination), short for Harakat Sawa'd Misr (Arms of Egypt Movement), is a militant group that emerged in 2016 and claimed responsibility for a series of attacks targeting security forces, judges, and government officials. It was designated as a terrorist organization by Egyptian authorities in 2017. In a statement, the ministry said that security services had tracked an alleged plan by Hasm to resume its operations by targeting security and economic sites. 'Information was received indicating that leaders of the terrorist group Hasm—the armed wing of the Muslim Brotherhood currently residing in Turkey—were involved in preparing and planning to revive the group's activity and carry out hostile operations targeting security and economic facilities,' the ministry stated. According to the statement, one operative, identified as the fugitive Ahmed Mohamed Abdel Razek Ahmed Ghoneim, had allegedly infiltrated Egypt through desert routes after receiving 'advanced military training in a neighbouring country.' Ghoneim, the ministry added, was previously convicted in multiple terrorism cases, including a death sentence for killing a police officer and life sentences for plotting to assassinate high-ranking officials and targeting the presidential aircraft. 'The plot coincided with the group's production of a video, widely circulated on social media, showing its members conducting training exercises in a desert area in a neighbouring country, vowing to carry out terrorist attacks inside Egypt,' the ministry added. Ghoneim was reportedly staying in an apartment in Bulaq El-Dakrour, Giza, along with another suspect, Ihab Abdel Latif Mohamed Abdel Qader, wanted in connection with an attempted assassination case. During a raid on the apartment, the suspects allegedly opened fire on security forces. The ministry said both men were killed in the ensuing exchange. One security officer was wounded, and a civilian was killed. The National Security Sector, in coordination with other agencies, identified several group leaders allegedly responsible for the plot. These include Yahya El-Sayed Ibrahim Mohamed Moussa, described as a founding figure of Hasm, and four others—Mohamed Rafiq Ibrahim Menaa, Alaa Ali Ali El-Samahi, Mohamed Abdel Hafeez Abdallah Abdel Hafeez, and Ali Mahmoud Mohamed Abdel Wanis—all of whom have been convicted in absentia in terrorism-related cases. Hasm's last known operation was in 2019, when authorities accused it of orchestrating a deadly car bombing near Cairo's National Cancer Institute. Hasm's first known operation was a failed attempt to assassinate Egypt's former Grand Mufti Ali Gomaa during Friday prayers on 5 August 2016, injuring his bodyguard. The group later tried to kill Assistant Public Prosecutor Zakaria Abdel Aziz with a car bomb in September. In November 2016, Hasm also claimed responsibility for the attempted assassination of Judge Ahmed Aboul Fotouh in Nasr City—one of the judges who sentenced former President Mohamed Morsi to 20 years in prison. The group has also been linked to the outlawed Muslim Brotherhood, which Egyptian authorities have accused of providing direction and logistical support for its operations.
