Bihar Cabinet nod for 35% reservation for native women, Rs 100 subsidy for farmers, Youth Commission
Bihar Chief Secretary S Siddharth said, 'Today, 43 agendas have been stamped in the Council of Ministers, in which the most important agenda is the formation of the Youth Commission. This commission is related to the youth of 18-45 years, which will have one chairman, two vice-chairmen and seven members.'
'The beneficiary group related to this includes migrants working and studying outside the State, students pursuing higher secondary education, students pursuing degree courses, unemployed youth, economically weak meritorious students and any other group of youth on which the Youth Commission deems worthy of intervention.'
The Cabinet has approved 35 per cent horizontal reservation for women native to Bihar in state government services.
'The second important decision related to general administration is that only women native to the state will be allowed 35 per cent horizontal reservation on all posts in direct appointment in all government service cadres of Bihar state,' Siddharth told reporters.
Taking into consideration irregular monsoons and drought, a diesel subsidy of Rs 100 crore has been approved for farmers.
'The subsidy will be applicable for paddy, maize, barley, oilseeds and jute crops, and seasonal vegetable and medicinal plants,' he said.
Apart from this, the cabinet approved a Divyangjan Civil Seva Protsahan Scheme, under which differently abled people will be given Rs 50,000 and Rs 1 lakh on passing the prelims of UPSC and BPSC exams.
Under the Road Construction Department, the cabinet has given the nod to Hisua bypass. Worth Rs 35.29 crore, it will be about 2.9 km long and is expected to give relief against traffic jam at Hisua Baazaar.
Earlier today, Bihar Chief Minister Nitish Kumar announced the Bihar Youth Commission stating that move is aimed at providing more employment opportunities to the youth.
Sharing a post on X, Nitish Kumar wrote, 'I am pleased to inform that with the aim of providing more and more employment opportunities to the youth of Bihar, training them, and making them empowered and capable, the state government has decided to form the Bihar Youth Commission, and today the cabinet has also approved the formation of the Bihar Youth Commission.'
He added that the commission will coordinate with government departments to ensure better education and employment for the youth.
'This commission will play a significant role in advising the government on all matters related to improving and uplifting the condition of youth in society. The commission will also coordinate with government departments to ensure better education and employment for the youth,' Kumar wrote in the X post.
'The Bihar Youth Commission will consist of one chairperson, two vice-chairpersons, and seven members, with a maximum age limit of 45 years. This commission will monitor that local youth of the state are given priority in private sector employment within the state, while also protecting the interests of youth studying and working outside the state,' the X post read.
The Chief Minister stated that the commission will also prepare programmes to tackle the issues of alcohol and other intoxicants.
'Preparing programs to prevent social evils such as alcohol and other intoxicants and making recommendations to the government in such matters will also be its important task. The objective of this visionary initiative of the state government is to make the youth self-reliant, skilled, and employment-oriented through this commission so that their future is secure,' Nitish Kumar said. Govt aiming to take number of 'Lakhpati Didis' to 20 mn by Aug 15: Chouhan
Union Agriculture and Farmers' Welfare Minister Shivraj Singh Chouhan on Saturday said 1.5 crore women have already become Lakhpati Didis in India and his ministry is aiming to take the figure to 20 million by August 15. 'Lakhpati Didi' refers to a woman member of a Self-Help Group (SHG) who earns an income of Rs 1 lakh or more per year. Chouhan visited the Indian Council of Agricultural Research - Directorate of Groundnut Research in Junagadh town of Gujarat, where he reviewed its activities and interacted with farmers and Lakhpati Didis of SHGs, the Press Information Bureau (PIB) said in a release. In his address, Chouhan said Prime Minister Narendra Modi has taken a resolve to make every woman a Lakhpati Didi. "Why should any woman remain poor? This campaign is being run across India. Till now, 1.5 crore women have already become Lakhpati Didis and my department is constantly taking steps to make 20 million women Lakhpati Didis by August 15," he said. In Junagadh, there are women who are already earning more than Rs 10 lakh per year, he said. "Women living in rural areas have proven that they can do wonders if they are provided with some opportunity, training and bank linkage. These women are the true torchbearers of 'Vocal for Local'. I am confident that these women will build a Viksit Bharat as envisioned by PM Modi," said the minister, who also handles the Rural Development portfolio. Chouhan lauded women for their contribution. "Keep pushing forward with courage. PM Modi himself stands with you to ensure all possible support. Plans are underway to increase women's participation in the industrial sector. The hard work of women will help build a Viksit Bharat as envisioned by the PM," he said. Stating that agriculture is still the backbone of Indian economy and for him, the Union minister said serving farmers is equal to worshipping God. "I don't just sit at my Delhi office. Instead, I visit agricultural fields, interact with farmers and try to provide a solution to their problems. Our PM also gives highest priority to agriculture," he said in his address. Earlier during the day, Chouhan offered prayers at the famous Somnath temple in Gir Somnath district and then visited Devaliya Safari Park near Gir National Park at Sasan.

He threatened to replace Assamese with Bengali following the state government's eviction drive in had said, "Language cannot be used as a tool for blackmail. All India Trinamool Congress (AITC) affiliated workers' union, the Indian National Trinamool Trade Union Congress (INTTUC), staged a protest march against the National Register of Citizens(NRC) in Siliguri, condemning the alleged harassment and pushback of migrant Bengali-speaking individuals from several BJP-ruled states. Muslims comprise 34% of the 3.12 crore population of Assam, of which 4% are indigenous Assamese Muslims and the remaining are mostly Bengali- speaking Muslims.

Anti-sacrilege bill: Punjab Speaker forms 15-member select committee led by Inderbir Nijjar to consult stakeholders
IANS After three hours of intense debate of allegations and counter allegations, the Punjab Vidhan Sabha on Tuesday unanimously decided to refer the highly emotive Punjab Prevention of Offences Against Holy Scriptures Bill of 2025 to a select committee for consultation with all stakeholders. Punjab Assembly Speaker Kultar Singh Sandhwan on Saturday formed a 15-member select committee of the House for wider consultations with stakeholders on an anti-sacrilege bill. The move came days after the Punjab Assembly unanimously decided to refer the Punjab Prevention of Offences Against Holy Scripture(s) Bill, 2025, proposing punishment up to life imprisonment for sacrilege acts against religious scriptures, to a select committee of the House. The panel will submit its report on the bill within six months. The 15-member panel will be headed by AAP MLA from Amritsar South and former minister Inderbir Singh Nijjar, according to a notification issued by the Punjab Vidhan Sabha secretariat on Saturday. The members of the committee are -- AAP MLAs Ajay Gupta, Amandeep Kaur Arora, Inderjit Kaur Mann, Jagdeep Kamboj, Neena Mittal, Baljinder Kaur, Budh Ram, Bram Shanker Jimpa, Madan Lal Bagga, and Mohammad Jamil Ur Rahman; BJP MLA Jangi Lal Mahajan, Congress legislators Tript Rajinder Singh Bajwa and Balwinder Singh Dhaliwal; and Shiromani Akali Dal legislator Manpreet Singh Ayali. Punjab Advocate General Maninderjit Singh Bedi will be the ex-officio member of the committee. The anti-sacrilege bill was introduced on July 14 in the House. The bill mandates strict punishment, extending up to life imprisonment, for the desecration of holy scriptures, including the Guru Granth Sahib, Bhagavad Gita, Bible and Quran. According to the bill, any person found guilty of sacrilege may face imprisonment ranging from 10 years to life. The guilty shall also be liable to pay a fine of Rs 5 lakh, which may extend up to Rs 10 lakh. Those attempting to commit the offence may be sentenced to three to five years and shall also be liable to pay a fine which may extend up to Rs 3 lakh. Individuals found abetting the crime will be punished in accordance with the offence committed. Under the Bill, offence means any sacrilege, damage, destruction, defacing, disfiguring, de-colouring, de-filling, decomposing, burning, breaking or tearing of any holy scripture or part thereof. Sacrilege has been an emotive issue in Punjab. There has been a demand from various quarters for stringent punishment for sacrilege after the incidents of desecration of the Guru Granth Sahib in 2015 in Faridkot. In the police firing at anti-sacrilege protesters in October 2015, two persons were killed in Behbal Kalan, while some persons were injured at Kotkapura in Faridkot.
