
Inside the factions of the new left
Aware of the project's vast potential, the often fissiparous British left has united behind it, although the details of how it will work – politically, strategically, organisationally – are to be decided. Private conversations among socialist leaders and operators have yielded various questions about the party's internal structure and external orientation. It now falls to its activist base, who will gather at its inaugural conference this autumn, to confront them.
First, there is debate about whether a party organised along traditional lines is even what's needed. Jamie Driscoll, the former North of Tyne mayor, has cautioned that building a new party straight away 'is not realistic… It will have to start as an alliance, so independents can come in.' Andrew Feinstein, the former ANC politician who ran an insurgent campaign against Keir Starmer in Holborn and St Pancras last year, has made similar remarks: 'If we just create another party,' there's a risk of alienating the increasing numbers of people 'fed up with politics as we know it'. His answer is to 'build from the local, from the grassroots up'.
In one sense, this kind of coalitional structure would fit with the fragmented state of progressive civil society. How else could a single organisation tie together a wide range of leadership figures, labour struggles and social movements? Yet a loose federation also threatens to institutionalise such fractures. A group called Collective, directed by Corbyn's former chief of staff Karie Murphy and the politician Pamela Fitzpatrick, believes that only a cohesive, unified party would be capable of channelling public opposition to the status quo. Its goal, a spokesperson said, is to establish 'a party with an inclusive and democratic leadership structure' and a firm 'class-based politics', in which 'unions would play a fundamental part'. They insist that bureaucracy should be kept to a minimum at national level, and decision-making should be decentralised, but that this basic structure needs to be in place to harness grassroots energies effectively.
Two other figures who have been participating in the discussions are James Schneider and Andrew Murray. Both previously worked for Corbyn's Labour, and both are agnostic on the alliance-vs-party question. The first, says Schneider, risks a 'loosey-goosey umbrella of independents that offers no governmental perspective for real change', the second a 'reheated Labourism with better politics but a similar party form'. What's needed instead is a highly coordinated vehicle, 'based mostly outside Westminster', whose aim is to diffuse power through society. By supporting extant popular institutions (organised labour, cooperatives, anti-war groups) and building new ones (bill-payers' unions, boycott campaigns), it could lay the foundations for an effective socialist electoral challenge.
Murray likewise warns that an 'umbrella alliance' could fail to articulate a coherent oppositional politics, while a 'centralised party' could struggle to incorporate independent forces. A party with an 'affiliation model' might be one way of squaring this circle. But whereas Schneider envisions a largely extra-parliamentary organisation, Murray hopes to establish a credible parliamentary bloc that could use its national profile to mount a genuine 'systemic challenge'. It should maintain a close relationship with social movements and popular institutions, but its main goal should not be to create such forms of associational life. 'Rather than using the party to reconstitute the working class, the party could create the space for the working class to reconstitute itself.'
Where do the party figureheads stand? While Corbyn has been accused of dithering over the launch, a more charitable reading is that he is moving cautiously in his attempt to harmonise these competing visions. Sources close to him say he is sympathetic to the idea of a more federated structure – although for both him and Sultana the main point is that the model should be participatory, whatever that looks like in practice. She argues that an immediate aim should be to convert its supporters into organisers, who can fight on a range of different fronts yet remain part of a single national project. Divisions between the two have been overstated by destructive anonymous briefings against Sultana from those who oppose the idea of her co-leadership. In reality, the pair have almost identical political priorities, and agree that the leadership system should be determined democratically at the upcoming conference.

There are further problems to resolve: alliances with other parties, relations with the unions, developing a programme that can hold together the left's disparate coalition, potential rows over who should lead, and so on. But we can be confident that these discussions will not check the party's momentum. Under different circumstances, the plurality of views outlined above could have prevented such an organisation from forming. But in Britain today, the need for it is so apparent, and the popular pressure so overwhelming, that it's charging forwards.

David Lammy to host JD Vance as US vice-president arrives for UK holiday
The Foreign Secretary is expected to host Mr Vance on Friday at Chevening, his official country retreat in Kent, as the vice-president begins a summer holiday with his family in the UK. They will discuss UK-US relations in a bilateral meeting before being joined by their families. The pair are said to have developed a warm friendship, bonding over their difficult childhoods and Christian faith. Mr Lammy is reported to have attended Mass at the vice-president's Washington residence during a visit in March, and now plans to repay the favour with the stay at Chevening. Built in the 17th century, Grade I-listed Chevening was previously the home of the earls of Stanhope, before it was gifted to the state in 1959. Friday's meeting comes at a time of persistent global uncertainty, with Israeli Prime Minister Benjamin Netanyahu suggesting an expansion of his country's campaign in Gaza and Russian President Vladimir Putin reportedly preparing to meet Donald Trump in the coming days. The US and UK have found themselves at odds on Gaza, with Sir Keir Starmer's pledge to recognise a Palestinian state if Israel does not agree to a ceasefire drawing criticism from Washington. On Ukraine, Mr Trump said on a visit to the UK last month that he would bring forward the deadline for Mr Putin to agree a ceasefire or face higher tariffs to Friday. But speaking in the White House on Thursday, the US president would not commit to taking action when the deadline expires, saying only that it was 'up to' Mr Putin. Kremlin officials claimed that a meeting between the US and Russian presidents had been agreed and could take place as early as next week, despite Moscow showing no sign of relenting in its attacks on Ukraine. Liberal Democrat leader Sir Ed Davey urged Mr Lammy to use his meeting with Mr Vance to press for new American sanctions ahead of any meeting between the presidents. He said: 'We've been here before: Putin stalling and trying to curry favour with Trump through promises of a ceasefire – before rocking Ukraine with even more bombs. 'With his self-imposed deadline elapsing tomorrow, Trump needs to put his money where his mouth is and introduce the sanctions he promised on Russia. It would be a disaster if Trump lets himself be fooled by Putin again.' The vice-president and his family are also expected to visit Hampton Court Palace during their trip to the UK, the bulk of which will be spent in the Cotswolds.

Charity rowing crew mistaken for Channel migrants by Norfolk MP
Rupert Lowe, elected as a Reform UK MP but now sitting as an Independent, posted a picture on social media on Thursday night showing a boat near some wind turbines off the Norfolk coast. He included the message: 'Dinghies coming into Great Yarmouth, RIGHT NOW. 'Authorities alerted, and I am urgently chasing. The crew – Matthew Parker, Mike Bates, Aaron Kneebone and Liz Wardley – said they had been contacted by the coastguard and asked if they could see a dinghy nearby. Mr Bates, a former Royal Marine and British record holder for rowing across the Atlantic solo, told the PA news agency it soon became clear the coastguard was asking about his own boat. 'I looked to my right and there was maybe a dozen individuals stood on the shoreline staring at us,' he said. After satisfying the coastguard that their boat was not carrying migrants, they continued, but several hours later were contacted again by the coastguard as the police had 'asked if they could send a lifeboat out to check who we were'. Eventually, a friend forwarded Mr Lowe's post, which Mr Bates said provided 'a moment of light relief'. He said: 'We found it hilarious. I've not been mistaken for a migrant before. 'The best comment was the one asking where the Royal Navy were when you need them. I'm a former Royal Marine, so the Royal Navy were on the boat.' He added: 'But it was almost like a vigilante-style, people following us down the beach. They hadn't twigged that we were parallel to the shore for hours and not trying to land.' The quartet set off from Land's End on July 25 and initially headed north into the Irish Sea before bad weather forced them to stop at Milford Haven in Wales. They then decided to return to Land's End and start again, this time heading in the other direction, which Mr Bates said had been 'about us showing resolve and resilience and hope'. The journey is the first of four challenges over four years, with the group aiming to row from John O'Groats to Land's End next year, from California to Hawaii in 2027 and New York to London in 2028, with a target of raising £57 million for MND research. So far, they have raised £107,515 for the charity. Mr Bates said: 'We're rowing for hope, we're rowing to find a cure, and hopefully we'll raise £57 million. 'We certainly will if MPs keep talking about us. Maybe Rupert will give us a donation.'

Households living near new pylons could get £250 a year off bills for a decade
New transmission cables and pylons are needed across Britain to upgrade ageing electricity networks, connect up new wind and solar farms, nuclear power plants and large scale battery storage, and reinforce the grid to cope with the planned rise in electric heat pumps and car charging in homes. The Government says around twice as much new transmission network infrastructure will be needed by 2030 as has been built in the past decade. But building new pylons and cables through the British countryside has faced a backlash, with homeowners and campaigners concerned about the visual impact and disruption to local areas and beauty spots. The Government has pledged to deliver clean energy by 2030, as part of efforts to boost the economy, cut climate emissions and reduce Britain's exposure to volatile fossil fuel prices. It hopes cash benefits to local people will reduce opposition and planning delays to the infrastructure needed to deliver the clean energy plans. The launch of the consultation comes alongside reforms which place new obligations on energy companies to improve smart meters, and improving connectivity across Scotland and northern England including rolling out 4G services to allow more households to benefit from getting meters installed. The Department of Energy Security and Net Zero is launching a consultation into proposals included in the Planning and Infrastructure Bill to provide payments to households affected by the new developments. Households within 500 metres (a third of a mile) of new or upgraded electricity transmission infrastructure could receive a discount of up to £250 via their electricity bill every year for 10 years, totalling £2,500. The discounts, which would be assigned to the home, and applied to the occupant, could be provided in instalments of £125 every six months. Minister for energy consumers Miatta Fahnbulleh said: 'As we build the infrastructure we need to deliver homegrown, affordable energy, communities must be given a stake. 'That is why we are teaming up with communities hosting new pylons to ensure they receive direct, tangible benefits. 'We are on the side of those who want Britain to get back to what it does best: building for the future, driving innovation and putting communities first.' Labour also accused opposition parties of backing higher energy bills by demanding cables be buried underground rather than attached to pylons. Describing this as 'ideological opposition' to pylons, the party pointed to analysis from the National Energy System Operator suggesting it would cost billions more and could raise household bills by up to £850. A Labour spokesperson said: 'Ideological opposition to vital energy infrastructure projects holds back our economy and pushes bills higher. Yet that is what Reform, the Tories, Lib Dems and Greens are doing when they oppose the infrastructure needed to get energy into people's homes and businesses.' Shadow energy minister Andrew Bowie said it was 'right that communities get some payback for pylons – with this scheme following initiatives started by the last Conservative government'. But he added that the public should 'be in no doubt' that more communities would see pylons built nearby 'as a consequence of Labour's net zero by 2050 zealotry'. Mr Bowie said the Government was now having to 'scramble to try and build the infrastructure needed to support their mad green projects' and urged more investment in nuclear power rather than solar. Proposals to improve smart meters from Ofgem, which are set to be introduced next year, include requirements to cut times for installation appointments and to fix meters that have stopped working in smart mode within 90 days – or provide consumers with automatic compensation. Officials said the measures would help households get lower bills through better management of their energy use and access to more flexible tariffs, such as paying less to use power off-peak or benefiting from free electricity offers when excess power is available on the grid. Charlotte Friel, director of retail pricing and systems at Ofgem, said: 'Millions of consumers rely on their smart meter every day for accurate billing, cheaper tariffs, automatic meter readings and real-time data to help keep track of spending. 'But we know many customers that want a smart meter wait too long to get one installed or face delays on repairs when it stops working – this needs to change. 'These new rules are about setting clear expectations of suppliers, incentivising them to boost smart meter standards, and protecting consumers from poor service if things go wrong.'
