NEW DELHI: The Delhi forest department has informed the
Supreme Court
that a 'fake permission' was fraudulently issued in the name of the deputy conservator of forests, allowing tree felling in the ecologically sensitive Ridge area of Vasant Kunj for a housing project.
The disclosure came in an affidavit submitted in response to a petition filed by environmental activist Bhavreen Kandhari.
The plea alleges that the land falls within a morphological ridge protected under the Supreme Court's May 9, 1996 order, which mandates prior permission for any tree felling or land diversion.
"It is pertinent to mention that it had come to the attention of the answering respondent that a fake permission was issued for tree felling in the name of the office of the deputy conservator of forests/tree officer West Forest Division, which was found issued to Rakesh Kumar Sharma...,"
the affidavit stated.
The affidavit, filed by the deputy conservator of forests (West Division), said a letter was written on December 13 to the Station House Officer of Vasant Kunj Police Station, seeking registration of an FIR over the alleged forgery.
According to the forest department, the assistant sub-inspector handling the FIR later responded that the forged document was illegible, the location could not be traced, and the accused Rakesh Kumar Sharma denied any wrongdoing.

"The assistant sub-inspector has requested an original copy of the forged permission to process the matter further; otherwise, the complaint shall be closed. It is pertinent to mention that the same issue is sought by the Central Empowered Committee (CEC)... and the intimation of the same has already been sent on March 3, 2025," the affidavit added.
The forest officer also informed the court that on March 13, 2025, he replied to the SHO, stating that the copy of the alleged forged permission shared earlier was the only one available with the department.
The petition further alleges that despite no court approval, construction activities were carried out on the disputed land for residential buildings. The petitioner claimed the
Municipal Corporation of Delhi
had sanctioned the building plans and that 'officials of the Forest Department, GNCTD and the Ridge Management Board took no action to prevent the said activity or stop the same.'
The Ridge area in Delhi, known for its ecological significance, is divided into five zones: Northern Ridge, Central Ridge, South Central Ridge, Southern Ridge, and Nanakpura South Central Ridge.
The Supreme Court and other authorities have issued multiple orders for its protection over the years.
On May 7, the apex court issued a show-cause notice to relevant authorities, questioning why contempt proceedings under the Contempt of Courts Act, 1971, should not be initiated for the alleged violation of its 1996 order. The matter is scheduled to be heard on July 21 by a bench led by Justice Surya Kant.

The petitioner accused the HCA office bearers of inflating the construction costs of the RGI Cricket Stadium at Uppal from 30.26 crore to 108 crore, alleging willful negligence and kickbacks from the successful bidder. The petitioner claimed that HCA paid 910 per bucket chair instead of the market rate of 450, resulting in an excess payment of over 2 crore to the supplier. The second case registered on the complaint of D Manikyam, accused Shivlal Yadav, P Yadagiri, Arshad Ayub, K John Manoj, G Vinod, and others of misappropriating funds for the construction of the RGI Cricket Stadium, and the purchase of floodlights, refrigerators, generators, and bowling machines. Plea in Supreme Court critcises Centre, Delhi Police for non-registration of FIR in Justice Varma incident

A petition has been filed in the Supreme Court criticising the Centre for not initiating 'an effective and meaningful investigation' into allegations of discovery and removal of 'burnt' cash from the residential premises of High Court judge, Justice Yashwant Varma, in Delhi following a fire. 'The Central government, which is in charge of the Delhi Police, on it being reported that there has been an incident of huge volumes of currency notes, burned and partially burned, being found and clandestinely removed from the official residence of Justice Varma, was duty-bound to direct the Delhi Police to register an First Information Report (FIR). It amounts to a great failure in the discharge of its sovereign function, nay, duty to investigate crimes and secure punishment to those who violate the law,' advocate Mathews J. Nedumpara, petitioner-in-person, submitted in a petition. In fact, the petition echoed the very report of the in-house inquiry committee constituted by the Chief Justice of India, Justice Sanjiv Khanna, which had also criticised the Delhi Police for its lack of quick action. The inquiry committee had concluded that the police and fire authorities were 'slipshod' for not lodging an FIR or preparing a seizure memo recording exactly what they came across at the scene of the fire on March 14-15. The committee said the 'higher police officers' had sought to explain their inaction by pointing to reasons like the 'sensitivity of the issue' and the absence of Justice Varma at his residence at the time of incident. The judge was in Bhopal at the time of the blaze. Justice Varma, who has himself approached the apex court anonymously in a petition, too has focussed his defence on the lack of any material evidence to base the allegations raised against him. He has attempted to discredit the conclusions reached in the in-house inquiry report by contending they were entirely based on presumptions. There was not even a formal complaint about the 'discovery' of cash. Neither was the alleged cash seized or panchnama prepared. The whole series of events banked on photos and videos privately taken by some officials, his petition in the apex court said. The inquiry committee had submitted a confidential report in early May, affirming the presence of cash and recommending the removal of Justice Varma from office. The then CJI, Justice Sanjiv Khanna, had forwarded the report to the President and the Prime Minister to commence the processes of a removal motion in the Parliament. Mr. Nedumpara's petition is the third in a series filed by the advocate in the apex court for registration of an FIR. It has coincided with both Justice Varma approaching the apex court and the opening of the Monsoon Session of the Parliament, in which the Opposition is poised to raise a debate on the removal motion. On the first instance, Mr. Nedumpara had been asked by the top court to await the outcome of the in-house inquiry by a fact-finding committee of three judges appointed by the Chief Justice of India. 'After the committee had submitted its report, no FIR was registered. The petitioner filed yet another writ petition and was asked by the court to approach the President and the Prime Minister… To the petitioner's knowledge no FIR has been registered till date,' the petitoner-advocate submitted. The petition urged the apex court to direct the Centre/Delhi Police to register an FIR and cause or in the alternative to direct the Police/Union government to seek permission of the Chief Justice for the registration of an FIR… what is at stake is the concept of the rule of law, equality before law and equal protection of law,' the petition argued. The advocate intends to make an oral mentioning in court for an early hearing of his petition.

The actress said, 'He kept giving excuses. But we had to repay those we borrowed from. We also mortgaged another flat and pawned my mother's jewellery to manage repayments. Though we filed a complaint with the Mumbai police, we asked them to hold off, hoping Shyam would come through. ' Puja and Kunal claimed they tried to settle the matter privately in May, but were shocked when Shyam's wife, Malabika Dey, filed a complaint accusing them of kidnapping, extortion and assault in Goa and an FIR was registered. 'We only wanted our money back. We stayed at a villa that Shyam arranged because we couldn't afford a hotel. He even returned `10 lakh, which gave us hope. So, we were shocked when his wife filed an FIR against us. Later, she filed another zero FIR in Kolkata, which was transferred to the Goa police,' said Puja. Talking about why they took so long to present their side of the story, Puja shared, 'We waited a month and a half to come forward because we were not in the right mental state. When the first FIR was filed against us, I broke down. Even though I knew the case was fake, I feared being arrested and separated from my child. For nights, I couldn't sleep and would cry while holding him. I've been on medication for panic attacks and blackout episodes. ' On July 16, Puja filed a complaint against Shyam for cheating and breach of trust, and an FIR was registered. The couple is now battling `40–50 lakh in debt, lost work opportunities and emotional trauma. 'We're financially ruined and mentally broken. Yet, we still believe justice will prevail,' said Kunal.
