Rahul Gandhi writes to PM over delays in scholarships for students from marginalised communities
In a letter dated June 10, the Congress leader detailed a crisis in scholarships programmes, citing Bihar as an example where the scholarship portal allegedly remained non-functional for three years, resulting in no scholarships being disbursed during the 2021-22 academic year.
He noted a sharp decline in beneficiaries, and said, 'The number of Dalit students receiving scholarships fell by nearly half, from 1.36 lakh in FY23 to 69,000 in FY24,' while adding that 'students further complain that the scholarship amounts are insultingly low'.
The Lok Sabha leader of opposition cited his visit to the Ambedkar Hostel in Darbhanga, Bihar, where students reported severe overcrowding, with '6-7 students forced to share' single rooms, coupled with unhygienic toilets, unsafe drinking water, absent mess facilities, and no access to libraries or the internet.
Gandhi claimed that these issues were not isolated to Bihar but 'represent a nationwide failure', hindering education for the vast majority of students from marginalised backgrounds.
He called for immediate government action, a comprehensive audit of all hostels serving these communities to ensure basic infrastructure, sanitation, food, and academic facilities, backed by adequate funding; and systemic reforms to ensure timely scholarship disbursement, increased amounts, and improved execution in coordination with state governments.
'India cannot progress unless youth from marginalised communities progress,' Gandhi said.
HT had reported in February that the Union Budget 2025 slashed funding for several scholarships. Funding for the National Fellowship and Scholarship for ST students was slashed by 99.99% (from ₹240 crore in 2024 RE to ₹0.02 crore in 2025 BE). The Pre-Matric Scholarship for Minorities saw a 72.4% reduction, and the Post-Matric Scholarship for Minorities was cut by 69.9%. The National Overseas Scholarship Scheme faced a 99.8% cut.
HT had also reported last week that over 1,400 PhD scholars under the Maulana Azad National Fellowship (MANF) face severe financial hardships as stipend payments have been stalled since January 2025 due to administrative hurdles following a change in nodal agency from UGC to NMDFC.
The MANF scholars had also written to Gandhi asking for help regarding the disbursal of stipend.
Separately, the National Fellowship for Scheduled Castes (NFSC) selection process for June 2024 is also in troubled waters. After initially releasing a selection list of 865 scholars in March 2025 and issuing award letters, the National Testing Agency published a revised list in April, reducing selections to 805 and removing 487 previously chosen candidates.

When India earns respect, Congress feels the pain: Shivraj Singh Chouhan
Union Agriculture Minister Shivraj Singh Chouhan on Monday lashed out at the Congress and other opposition parties over their uproar in the Lok Sabha. 'Why is it that whenever India's global standing rises, Congress seems to suffer discomfort?' he asked pointedly. The Lok Sabha was scheduled to hold a discussion on 'India's First Astronaut on the International Space Station: The Role of the Space Programme in Making India a Developed Nation by 2047'. However, the session was disrupted by heavy sloganeering and chaos led by the Congress and other opposition MPs. In a video message, Chouhan expressed deep disappointment and said, 'There are moments in a nation's journey that should transcend political divisions. Whenever India has experienced a moment of pride, the entire country has rejoiced — but Congress has cried foul, raised doubts.' He cited examples, including India's successful Chandrayaan mission landing on the Moon's South Pole, the surgical strikes by the Indian Army, and Operation Sindoor, saying that while the nation stood united in pride, Congress chose to question and criticise. 'Be it air strikes or our military's decisive operations, while the whole country applauds our forces, Congress keeps asking: 'But how much damage was done?' he said. Referring to India's scientific achievement during the COVID-19 pandemic, Chouhan said: 'Our scientists developed a vaccine, and under the Prime Minister's leadership, over 100 countries received it. Lives were saved. But Congress dismissed it as 'Modi's vaccine' and warned people against taking it.' Highlighting the recent space mission, Chouhan lauded Shubhanshu Shukla, India's astronaut who visited the International Space Station, calling him a symbol of national pride. 'At a time when the nation was ready to welcome him with open arms and Parliament was to discuss his historic achievement, Congress created chaos in the Well of the House. Shouldn't all parties, regardless of affiliation, have united to honour him?' He added, 'The world is looking at India with amazement as we progress and grow — was it too much to expect Congress to participate constructively in such a discussion?' Taking a sharp dig, Chouhan remarked, 'Why does Congress experience pain whenever India's global prestige grows? Their noise, protests, and doubts only serve to dishonour those who bring glory to the country. Is this what they call patriotism? The entire nation is watching — and Congress will have to answer.'

The Veep Election: BJP's Tamil Nadu Pick, INDIA Bloc's Response, The Numbers
New Delhi: The 'battle' to replace Jagdeep Dhankhar as Vice President of India won't be much of a contest given the ruling Bharatiya Janata Party-led National Democratic Alliance has the votes (with nearly three dozen to spare) to ensure its nominee - Maharashtra Governor CP Radhakrishnan - carries the day. Between the Lok Sabha and the Rajya Sabha, the BJP has 422 MPs, including those from NDA members, and can count on support from non-aligned partners, including ex-Andhra Chief Minister Jagan Reddy's YSR Congress Party. Mr Radhakrisnan and the BJP need only 394 votes to win. The opposition, i.e., the Congress-led INDIA bloc, will still name a candidate, of course, with DMK Rajya Sabha MP Tiruchi Siva on the shortlist, as is ex-ISRO scientist Mylswami Annadurai. But if there is little chance an opposition candidate can win, then why bother with an election? The opposition has said it will field a candidate to underscore democratic principles and unity within its ranks ahead of crucial elections in Bihar later this year and in Tamil Nadu, Bengal, and Assam in 2026. READ | India Bloc Meet On To Discuss Joint Vice President Candidate Also, the INDIA bloc knows it needs to respond to the BJP selecting a Tamil Nadu politician as a Vice President candidate. Sources told NDTV picking Mr Radhakrishnan - a veteran BJP leader from Tamil Nadu - was meant to allow the party to corner the state's ruling DMK into either supporting its pick (and breaking rank with the Congress and its INDIA bloc allies) or risk being bashed as 'anti-Tamil'. Publicly the DMK has pooh-pooed any notion that selecting a Vice President from its state makes the BJP pro-Tamil. Privately, sources said, the party has urged INDIA allies to counter Mr Radhakrishnan with a Tamil face of its own. The Congress has reportedly agreed to this tactic. To that end, earlier today there were rumours that Tiruchi Siva, a five-time parliamentarian, would be selected to stand against Mr Radhakrishnan. But a sticking point soon emerged. READ | BJP Veep Pick Will Cause Cracks In Opposition Bloc? It Depends On... Bengal Chief Minister Mamata Banerjee's Trinamool - which refused to back the Congress' Margaret Alva in the 2022 Veep election, because it wanted a non-political face - has made a similar demand. Three years ago, refusing to give in, the Trinamool abstained, and Mr Dhankhar romped to an outsized win. This time around, aware it needs all the votes it can get, the INDIA bloc is likely to be more open to the Trinamool's demands, which may be why Mr Annadurai, a scientist, is on the shortlist. For the BJP, nominating Mr Radhakrishnan works on multiple levels. It sets up possible rifts between the DMK and the rest of the INDIA bloc if a Tamil face is not chosen, or between the Trinamool and the rest of the bloc if a non-political face is chosen. Either way the BJP has the numbers to make Mr Radhakrishnan - whom Prime Minister Narendra Modi praised as someone who "distinguished himself with his dedication, humility and intellect" - the third Vice President (and second with that surname) from Tamil Nadu.

‘When INDIA bloc wins…': Rahul Gandhi's stark warning to EC ahead of Bihar polls
Congress leader Rahul Gandhi on Monday launched a scathing attack on the Election Commission and the BJP, accusing them of orchestrating a new form of "vote theft" and said voters will give them a befitting reply in the Bihar assembly election. Leader of Opposition in Lok Sabha and Congress leader Rahul Gandhi with RJD leader Tejashwi Yadav during Voter Adhikar Yatra. (ANI) Taking aim at both Prime Minister Narendra Modi and the country's poll panel, Gandhi said, "Like PM Modi talks of a special package, the EC brought a special package for Bihar named SIR, a new form of vote theft." He also warned the three election commissioners that the INDIA bloc would take action against them once in power, promising to expose what he described as systematic electoral fraud. Leader of Opposition in Lok Sabha, Gandhi, made the remarks during the 'Voter Adhikar Yatra' in Bihar's Gayaji hours after the opposition leaders hit back at the Chief Election Commissioner Gyanesh Kumar for his statements during the ECI presser. Opposition parties issued a joint statement regarding the Election Commission (EC) press conference, saying that the apex poll body has 'completely failed in discharging its constitutional duties.' Here are the top quotes from Rahul Gandhi's speech today: 1- "I want to tell three election commissioners that when there will be an INDIA bloc government in the country, we will take action against the Election Commission's involvement in vote theft," said Rahul Gandhi. 2- "Give us some time, we will catch your theft in every assembly, Lok Sabha seat and put it before people," Congress MP warned the poll body. 3- "People of Bihar will tell election commissioners, BJP leaders in one voice that 'vote chori' cannot be done in the state," Gandhi warned. 4- "Like Prime Minister Narendra Modi talks of a special package, EC brought a special package for Bihar named SIR, which means a new form of vote theft," Rahul Gandhi alleged. 5- "I want to tell the Election Commission, the whole country will ask you to give an affidavit," said Rahul Gandhi during 'Voter Adhikar Yatra' in Bihar's Gayaji.
