Centre To Study Cloudburst After Himachal Suffers Rs 1,000 Crore Damage
CM Sukhu met Union Home Minister Amit Shah in New Delhi on Tuesday and apprised him that the state had suffered damages amounting to around Rs 1000 crore, even as the monsoon had just begun.
Speaking to the media, the CM said, "A discussion was held with the Home Minister regarding the disaster that struck Himachal Pradesh. The disaster has caused significant damage. The Home Minister stated that he will personally visit Himachal Pradesh in the coming days. He has instructed the concerned official that there is a need to study the cloudburst incidents. A central team will soon visit Himachal Pradesh to study the cloudburst and the damage caused by the disaster. I have also raised the issue of a special relief package, and the Home Minister said that it would be considered after the central team visit."
During the meeting, CM Sukhu informed Home Minister Shah that precious lives had been lost and key infrastructure, including roads, bridges, buildings, irrigation schemes, water supply schemes and electricity supply systems, had been severely affected during this disaster.
The Chief Minister requested support from the Central Government for relief and restoration works.
He further said that natural disasters had become a recurring phenomenon since 2023 and the state had incurred cumulative losses of approximately Rs 21,000 crore over the last three years, as per the release.
He added that the state government was making every effort to provide relief to the affected people through the State Disaster Response Fund (SDRF) and the National Disaster Response Fund (NDRF). However, due to the repeated occurrence of such disasters, it had become increasingly difficult for the state to undertake restoration works and rebuild infrastructure with its limited resources.
CM Sukhu also held a discussion with Union Minister Nitin Gadkari regarding the NH road projects.
CM Sukhu said, "We had a discussion with Union Minister Nitin Gadkari regarding the National Highway and NHAI. We have asked the minister that, as a disaster has hit the state, we should get funds under the Central Road Fund (CRF). The minister has said that he will consider all the issues."

Live Events The minister launched the Jeevika E-Learning Management System app, aimed at providing accessible learning for women, and unveiled the publication titled 'Shashakt Mahila, Samriddh Bihar', which celebrates women's contributions to the state's progress. The Union minister elaborated on the Modi government's comprehensive approach to women empowerment , built across four key pillars. "The first phase - access and inclusion in institutions - marked a historic shift in India's educational and military landscape. Girls were admitted for the first time into sainik schools and the prestigious National Defence Academy (NDA), breaking age-old barriers. Combat roles in the armed forces were opened to women, with the country now anticipating its first woman army chief, an unprecedented milestone in gender-inclusive leadership", he said. According to the minister, the second phase - scientific and technological empowerment - has empowered women through targeted schemes such as WISE (Women in Science and Engineering), GATI (Gender Advancement for Transforming Institutions), CURIE, and the Women Scientist Programme. "These initiatives are designed to help women re-enter STEM careers, especially after career breaks. In a focused effort, Patna Women's College in Bihar is set to be adopted under the CURIE scheme for financial and technological support, further advancing the state's leadership in women's empowerment," he added. Singh said the third phase - economic and social empowerment - has witnessed a massive scale-up of women's access to financial resources. "Over 48 crore Jan Dhan accounts have been opened for women, while more than 60 per cent of Mudra Yojana beneficiaries are women entrepreneurs. The creation of over three crore 'Lakhpati Didis' through Self-Help Groups (SHGs) is transforming rural economies. Under the Pradhan Mantri Awas Yojana, homes registered in women's names are providing not just shelter but also financial and social dignity," he added. The fourth phase - Workplace Reforms and Legal Sensitivity - has introduced compassionate and inclusive governance measures, he added. Singh reiterated that these four pillars collectively represent the Modi government's unwavering commitment to making women not just beneficiaries, but leaders of India's growth story. Singh commended Bihar for its pioneering reforms in advancing women's empowerment, highlighting initiatives such as 50 per cent reservation for women in panchayats and urban local bodies, and 35 per cent reservation in the state police and civil services. He noted that over 30 lakh women in the state have been financially empowered through targeted schemes, with cumulative support exceeding Rs 5,000 crore. He urged the Indian Institute of Public Administration (IIPA) to document Bihar's successful women-centric governance model into a replicable manual, so that other states across the country can draw inspiration and implement similar transformative reforms.

IANS After three hours of intense debate of allegations and counter allegations, the Punjab Vidhan Sabha on Tuesday unanimously decided to refer the highly emotive Punjab Prevention of Offences Against Holy Scriptures Bill of 2025 to a select committee for consultation with all stakeholders. Punjab Assembly Speaker Kultar Singh Sandhwan on Saturday formed a 15-member select committee of the House for wider consultations with stakeholders on an anti-sacrilege bill. The move came days after the Punjab Assembly unanimously decided to refer the Punjab Prevention of Offences Against Holy Scripture(s) Bill, 2025, proposing punishment up to life imprisonment for sacrilege acts against religious scriptures, to a select committee of the House. The panel will submit its report on the bill within six months. The 15-member panel will be headed by AAP MLA from Amritsar South and former minister Inderbir Singh Nijjar, according to a notification issued by the Punjab Vidhan Sabha secretariat on Saturday. The members of the committee are -- AAP MLAs Ajay Gupta, Amandeep Kaur Arora, Inderjit Kaur Mann, Jagdeep Kamboj, Neena Mittal, Baljinder Kaur, Budh Ram, Bram Shanker Jimpa, Madan Lal Bagga, and Mohammad Jamil Ur Rahman; BJP MLA Jangi Lal Mahajan, Congress legislators Tript Rajinder Singh Bajwa and Balwinder Singh Dhaliwal; and Shiromani Akali Dal legislator Manpreet Singh Ayali. Punjab Advocate General Maninderjit Singh Bedi will be the ex-officio member of the committee. The anti-sacrilege bill was introduced on July 14 in the House. The bill mandates strict punishment, extending up to life imprisonment, for the desecration of holy scriptures, including the Guru Granth Sahib, Bhagavad Gita, Bible and Quran. According to the bill, any person found guilty of sacrilege may face imprisonment ranging from 10 years to life. The guilty shall also be liable to pay a fine of Rs 5 lakh, which may extend up to Rs 10 lakh. Those attempting to commit the offence may be sentenced to three to five years and shall also be liable to pay a fine which may extend up to Rs 3 lakh. Individuals found abetting the crime will be punished in accordance with the offence committed. Under the Bill, offence means any sacrilege, damage, destruction, defacing, disfiguring, de-colouring, de-filling, decomposing, burning, breaking or tearing of any holy scripture or part thereof. Sacrilege has been an emotive issue in Punjab. There has been a demand from various quarters for stringent punishment for sacrilege after the incidents of desecration of the Guru Granth Sahib in 2015 in Faridkot. In the police firing at anti-sacrilege protesters in October 2015, two persons were killed in Behbal Kalan, while some persons were injured at Kotkapura in Faridkot.
