In a powerful and far-reaching order, the Madurai Bench of the Madras High Court has condemned caste-based discrimination in access to public water resources and directed statewide implementation of equitable practices. Justice Dr RN Manjula passed the order in response to a bail petition where a 65-year-old woman from the Scheduled Caste community highlighted discriminatory practices in Thalaivankottai village, Tenkasi district.
Calling the denial of water based on caste "pathetic and surprising in this scientific age," the court termed access to clean drinking water a fundamental right and integral to the right to life.
The court had earlier directed the Tenkasi District Collector to ensure Scheduled Caste residents were not made to wait until others had taken water. A compliance report filed on July 31 confirmed installation of 17 new public taps and the formation of a committee to monitor equal access.
Appreciating the swift response, Justice Manjula emphasized that authorities should not wait for complaints to act, noting that caste discrimination often goes unreported due to fear or apathy.
Invoking Sections 3(1)(za) and 21 of the SC/ST (Prevention of Atrocities) Act, the court reminded the government of its constitutional duty to ensure that common public resources like water are shared without discrimination.
In a significant directive, the judge ordered the Director of Municipal Administration, Director of Town Panchayats, and District Collectors across Tamil Nadu - under the supervision of the Chief Secretary and in coordination with the Director General of Police - to implement the "Thalaivankottai model" in every village and urban area within three weeks.
The case will be heard next on August 21. The court also urged that committees be formed at the panchayat level to proactively monitor equal access to public resources and promote caste harmony.

JAMMU: A special NIA court in Jammu framed charges against three Jamaat-e-Islami (JeI), J&K, operatives and a trust on Tuesday, for allegedly raising and utilising funds to further the activities of the proscribed outfit in violation of the Unlawful Activities (Prevention) Act (UAPA), 1967. The accused are Amir Mohammad Shamsi from Rajouri's Rehtal; Abdul Hamid Ganai (alias Abdul Hamid Fayaz) from Shopian's Nadigam, and Pakistan-based Mushtaq Ahmad Mir (alias Mushtaq Ahmad Zargar) from Rajouri's Darhal. Rajouri-based organisation Al-Huda Educational Trust — an alleged front for JeI's illegal transactions — was named the fourth accused. JeI was first declared a banned organisation by Indian govt in Feb 28, 2019, for its activities against the security, integrity and sovereignty of the Union of India. On Feb 27, 2024, the prohibition for the 'unlawful association' was extended for five more years under UAPA Section 3(1). Special NIA judge Sandeep Gandotra noted that while disclosure statements recorded before executive magistrates were inadmissible, independent evidence — including statements of trustees and local donors under CrPC Section 164 — substantiated the prosecution's case. The court held that cumulative evidence, including trust deeds, money transfers, and corroborative witness testimonies, justified the framing of charges under IPC Section 120B (criminal conspiracy) and UAPA Sections 10, 13, 20, 22C, 38, and 39. Meanwhile, proceedings under CrPC Section 512 have been initiated against fugitive accused Mir, who is believed to be operating from Pakistan.

Ahmedabad: The Gujarat Anti-Terrorism Squad (ATS), which arrested four alleged Al Qaeda operatives from Modasa and Ahmedabad on July 23, has made further revelations in its investigation, focusing on their alleged handler, Shama Parveen. According to ATS officials, Parveen allegedly operated multiple social media handles to promote radical ideology for Al Qaeda in the Indian Subcontinent (AQIS). She reportedly posted content appealing to Pakistan army chief Asim Munir to lead a unified military campaign under a project named "Khilafat", particularly during a period of India-Pakistan tensions from May 7 to 10. The ATS said it retrieved posts and videos in which Parveen advocated for an armed revolution in India, and shared speeches by controversial clerics, who publicly supported the idea of establishing a Khilafat system in the country. Investigators claimed Parveen also circulated provocative content targeting Indian democratic institutions, including videos referencing demolition actions in Gujarat. These posts and videos have been seized as digital evidence and will be included in the chargesheet, the ATS officials said. Officials added that the investigation is currently focused on uncovering foreign linkages and identifying the digital platforms used to disseminate radical content. The arrest of the four suspected AQIS operatives last month led investigators to Parveen, who was allegedly directing their activities online. The ATS stated that Parveen ran several social media accounts to spread extremist content and incite violence. Her online activity, which intensified during geopolitical flashpoints, included the sharing of incendiary speeches, videos, and text messages. She has been booked under the Unlawful Activities (Prevention) Act (UAPA).

Surat: City police's special operations group (SOG) busted a mephedrone smuggling and peddling racket and seized 111g of the narcotic drug, which is commonly called 'MD', worth Rs 11.83 lakh, along with two loaded pistols. Twenty-seven cops raided a house deep inside the winding lanes of Panchsheel Nagar 1 in Salabatpura on Tuesday, to catch Shivrajsinh Zala alias Shiva Darbar. Zala is a history-sheeter with 16 FIRs against him for serious offences such as murder, abduction, extortion and violations of the Arms Act and the Narcotic Drugs and Psychotropic Substances (NDPS) Act. SOG police inspector Ashok Chaudhary had received a tip-off about stock of mephedrone stored at the location. As the place is crowded with narrow lanes, police used two-wheelers to carry out the raid. The 26 cops accompanying Chaudhary covered all the lanes of the neighbourhood. At the house, police allegedly found Zala in possession of 111 grams of mephedrone and Rs 16 lakh in cash, the proceeds of drug sales. Two loaded pistols with 13 live cartridges were also seized. Zala employed many smaller peddlers, including Mohsin Chhatri and Imran Gaddi. Police have arrested Chhatri, while Gaddi is absconding. Bought luxury cars, lived lavishly Investigators say Zala's drug sales brought in Rs 1.5 lakh a day, and he had made Rs 3 crore in six months. He bought the latest models of vehicles such as Innova Crysta, Scorpio and high-end motorcycles. He celebrated his birthday lavishly and would give away money at parties in the neighbourhood, to gain popularity. He took care of the locals to prevent opposition. Police found Zala was fond of expensive liquor. Walkie-talkies used during deliveries Zala's drug sales had reached such a level that his men would use walkie-talkies to make deliveries. Their modus operandi was to instruct customers to wait a few meters away from the house. Men would be sent to deliver the drugs and they kept him updated via walkie-talkie. Four walkie-talkie sets have been seized. They were also used by lookouts to alert Zala. Umra police did not arrest him Zala's drug racket thrived for six months under the nose of Surat police. He could have been stopped earlier if Umra police had arrested him for an abduction case filed on June 2. As law enforcement did not pursue him, he could continue running his drug business.
