CFA Institute Report Examines Policy Solutions to Capital Formation Barriers in Africa and the Role Private Markets Could Play in this Development

New research from CFA Institute (www.CFAInstitute.org), Capital Formation in Africa: A Case for Private Markets (https://apo-opa.co/3SqtDLz), examines the case for mobilizing private capital to support the structural investment needs of sub-Saharan Africa. The research identifies and analyses existing barriers to the development of capital markets and offers a series of policy recommendations for regulators, policymakers, the investment industry, and international institutions active in the region.
Structured as a series of market-specific chapters, Capital Formation in Africa: A Case for Private Markets (https://apo-opa.co/3SqtDLz), covers 11 African economies, with contributions from local investment industry leaders in Botswana, Ethiopia, Kenya, Mauritius, Nigeria, South Africa, Uganda, West Africa (with a focus on Côte d'Ivoire and Senegal), Zambia, and Zimbabwe.
Dr. Phumzile Mlambo-Ngcuka, Former Deputy President of South Africa, writes in her foreword to the research:

The research will be launched today in Abidjan, where the African Development Bank is holding its annual meeting, during a panel discussion (https://apo-opa.co/4kEo3Bl) moderated by Olivier Fines, CFA, Head of Policy Research and Advocacy at CFA Institute. Fines adds:
'There is historically a strong correlation in various parts of the world between capital market development and socioeconomic progress. This research seeks to consider the main barriers to capital formation in sub-Sahara Africa and whether private markets, particularly private equity and private debt, can be a catalyst for stronger capital market development in the region. The authors believe private capital is particularly suited to the region's current structural investment needs, including infrastructure and small- and medium-sized enterprise funding. The research also considers the potential for mixed finance projects and offers enduring lessons for sub-Saharan Africa based on the successes of the Asian tiger economies.'

For Regulators and Policymakers:
Offer regulatory clarity and predictability through clear roadmaps and policy consultations when making significant changes to existing legislation
Issue guidance on the regulatory treatment of private assets
Develop strong and standardized corporate governance rules to improve corporate governance practices, the bedrock of investor confidence
For Governments:
Consider forming public-private partnerships to stimulate the growth of financial infrastructure
Collaborate with local firms to deliver investor education campaigns and offer grants and scholarships to students and early-career professionals pursuing accredited professional licensing qualifications
Consider initiating projects to create endowment-like funds aimed at generating economic growth in various sectors of the economy
Coordination between public authorizers and the private sector can make clearer the objective to integrate capital markets within the economic fabric of society
For Institutional Investors and the Investment Industry in Sub-Saharan Africa:
Allocate resources and provide incentives for professionals to improve their skills; identify areas of skill deficits and recruit talent to address gaps
Consider targeting small- and medium-sized enterprises in marketing campaigns that highlight the availability of funding and capital-raising options
Develop private markets by aligning long-term and stable financing needs of SMEs and startups with private market's long-term investment horizon
Leverage local institutional investors (local pension funds, insurance firms, and sovereign wealth funds) as long-term anchor investors in capital markets

In support of implementation of the Peace Agreement Between the Democratic Republic of the Congo (DRC) and the Republic of Rwanda (Rwanda) signed in Washington, D.C. on June 27, 2025, the United States hosted two sets of meetings on July 30 through August 1, 2025, focused on implementation of the security aspects of the agreement and building a framework for regional economic growth opportunities, which together are critical to achieving long-term stability and durable peace in the Great Lakes region. This bilateral initiative is designed to unlock the immense economic potential of the Great Lakes region made possible only through the implementation of the Peace Agreement. On August 1, representatives from the DRC and Rwanda, facilitated by the United States, initialed the text of the Regional Economic Integration Framework Tenets, a requirement outlined in the Peace Agreement. Through joint coordination in areas including energy, infrastructure, mining, national park management and tourism, and public health, the DRC and Rwanda will drive economic progress and improve the lives of people and the communities where they live across the Great Lakes region. Also on July 31, DRC and Rwandan delegations held the first meeting of the Joint Oversight Committee to support implementation of the Peace Agreement Between the DRC and Rwanda, observed by the United States, the State of Qatar, the Republic of Togo (as the African Union facilitator) and the African Union Commission. The Committee serves as a platform for implementing the Peace Agreement and resolving disputes. At its first meeting, participants appointed Chairpersons to the Commission, agreed to governing terms, and prepared for the launch of the Joint Security Coordination Mechanism. This week's meetings represent a significant step forward in implementing the Peace Agreement, with the DRC and Rwanda taking meaningful actions to advance security and economic cooperation. The United States reaffirms its commitment to supporting these efforts and, as the parties make progress implementing the Peace Agreement, looks forward to hosting the Summit of the Heads of State in Washington, D.C., to drive peace, stability, and economic prosperity. Spot Ether ETFs clock $5.4B monthly inflow record amid 20-day streak

United States Spot Ether exchange-traded funds (ETFs) hit a new milestone in July, recording $5.43 billion in net inflows, their highest monthly total since launch, according to ETF tracker SoSoValue. July's performance represented a 369% increase over June's total net inflow of $1.16 billion, showing a significant surge in investor interest. It also eclipsed previous months like May's $564 million, April's $66.25 million and overturned March's outflow record of $403 million. The latest figures brought total cumulative net inflows for Ether ETFs to $9.64 billion, a 129% increase over June's total. Total net assets across all spot Ether ETFs rose to $21.52 billion, up 108% from $10.32 billion a month earlier. The new record placed spot ETH ETF performances near their Bitcoin counterparts, which recorded a monthly net inflow of $6.02 billion, a 30% increase compared to spot Bitcoin ETFs' record of $4.6 billion in June. Spot Ether ETFs extend inflow streak to 20 days Trading activity also intensified in July along with the surge in inflows. SoSoValue data showed that monthly trading volumes in July soared to $33.87 billion, up 236% from June's $10.08 billion, indicating heightened market participation and liquidity. Spot Ether ETFs also recorded 20 consecutive days of net inflows through the end of the month, with the last outflow occurring on July 2. BlackRock's iShares Ethereum Trust (ETHA) still dominated the charts with a total of $9.74 billion in cumulative net inflows. The fund now has net assets of $11.37 billion. The surge in spot ETF inflows coincided with the recent ETH July rally. During the month, the crypto asset rallied to a high of $3,933, according to CoinGecko. This marked a nearly 60% increase over its June 30 price of $2,469. Ethereum surge causes NFT revival Apart from ETFs, the Ether surge also influenced the non-fungible token sector. In July, NFTs recorded a monthly sales volume of $574 million, the sector's second-highest month in 2025. CryptoSlam data showed that the record marked a 47.6% increase over June's $388 million but still trailed January's sales record of $678 million. In addition, the ETH surge also increased the value of NFT collections on Ethereum. In July, the top 10 digital collectibles by market capitalization were Ethereum-based collections. Source:
