Karnataka raises legal age for tobacco consumption to 21, prohibits hookah bars
Earlier, the legal age to buy tobacco products in the state was 18 years.
The new law prohibits the sale of cigarettes or other tobacco products to a person below the age of twenty one years, and has also increased the fines for smoking in a public place and for sale of tobacco to people aged 21 and below, from ₹ 200 to ₹ 1,000.
The notification was issued on May 30, following the Cigarettes and Other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) (Karnataka Amendment) Bill, 2024, receiving the assent of the President on May 23.
The Act that prohibits the use of tobacco products in public places says, no person shall use tobacco products in any public place. As per the Act, the 'use' of tobacco means smoking and spitting of tobacco.
However, in a hotel having thirty rooms or a restaurant having seating capacity of thirty persons or more and in airports, a separate provision for smoking area or space may be made, it added.
The section 4A of the Act, prohibits opening or running of hookah bars.
"No person shall either on his own or on behalf of any other person shall open or run any hookah bar, in any place including the eating house or pub or bar or restaurant by whatever name it is called," it said.
According to the Act, "hookah" bar means an establishment or place where people gather to smoke tobacco or other similar products from a communal hookah or narghile, which is provided individually.
Regarding punishment for running hookah bar, the Act says, whoever contravenes the provisions of section 4A, shall be punishable with imprisonment for a term which shall not be less than one year but may extend to three years and with fine which shall not be less than fifty thousand rupees but may extend up to one lakh rupees.
'No person shall sell, offer for sale or permit the sale of cigarettes or any other tobacco products to any person who is under the age of twenty one years. It cannot be sold in an area within a radius of one hundred meters of any educational institution; and it cannot be sold in loose or in single sticks,' the Act added.

NIA court convicts 3 men for smuggling fake Indian currency notes from Malaysia
Mumbai, Aug 14 (PTI) Three accused have been convicted and sentenced to rigorous imprisonment (RI) by the National Investigation Agency (NIA) court here for involvement in smuggling of high-quality counterfeit notes from Malaysia into India, an official statement issued on Thursday said. Danish Haji Mohammed Petiwala and Sarasvati Dattaram alias Muskan have been sentenced to five years, six months and two days of RI and a fine of Rs 6,000 each, it said. J Kaleel Rahman will undergo RI of five years, five months and 18 days along with a fine of Rs 5,000, according to the orders of the court, which held all three guilty under various provisions of the Indian Penal Code (IPC) and the Unlawful Activities (Prevention) Act, said the NIA statement. The 2020 case emanated from information received by the Customs Department, Mumbai, regarding the import of a parcel from Malaysia containing fake Indian currency notes (FICNs) of a total face value of Rs 68,000 (Rs 2,000 × 34 notes), it said. The parcel was addressed to one Sangita Kapoor at her Goregaon (West), Mumbai, address, the NIA said. Investigations revealed the involvement of Danish Haji, a resident of Mahim, Mumbai, and his girlfriend Sarasvati, along with a Malaysian resident, Amir Mirza alias Rafiq Shaikh, a wanted absconder against whom a non-bailable warrant was also issued in September 2020. The Customs officials also recovered one FICN from Hotel Adya International, Andheri East, where Danish and Sarasvati had stayed before their arrest, the NIA said. After taking over the case, which exposed the use of banking channels and postal services to transfer FICNs in exchange for genuine currency, the NIA found that Danish and Sarasvati had conspired with Amir and Kalil to smuggle high-quality counterfeit currency from Malaysia to India, with the intent of destabilising India's financial system, it added. Women and Child Development department has initialised dowry prohibition portal, HC told
The State government informed the Kerala High Court that the Women and Child Development (WCD) department has initialised a dowry prohibition portal where aggrieved persons can directly file their complaints to the court. In addition, a standard operating procedure to handle cases relating to the Dowry Prohibition Act is being prepared, it said, in an affidavit filed with regard to a public interest litigation (PIL) filed by Ernakulam native Tellmy Jolly, challenging the Constitutional validity of Section 3 of the Act, on the ground that it also penalised the giving of dowry. The penalising of the dowry giver – often the victim or a family member – acts as a deterrent to reporting dowry-related harassment for fear of self incrimination. The affidavit further says that the government has appointed district-level dowry prohibition officers. The Director of Women and Child Development department will serve as the chief dowry prohibition officer to administer and coordinate dowry prohibition activities. The government is also taking earnest efforts to see that the evil of seeking and giving dowry is prohibited. The case has been adjourned to September 16, after the counsel for the Union government sought more time to file a counter affidavit.
