Bengaluru stampede: Justice D'Cunha Commission told to focus on events at M. Chinnaswamy stadium
The seven-point Terms of Reference (ToR) for the one-man judicial inquiry commission of former High Court judge Michael D'Cunha to probe the stampede that killed 11 persons limits the scope of the inquiry to happenings at M. Chinnaswamy Stadium, and not the entire celebrations in Bengaluru on June 4.
The police have argued that the open-air event on the grand steps of the Vidhana Soudha, organised by the government of Karnataka and Royal Challengers Bengaluru (RCB), followed by the unilateral announcement by the RCB of a victory parade despite denial of permission by the police, brought lakhs of people to the streets, eventually causing overcrowding and stampede at the stadium.
The ToR asks the Justice D'Cunha Commission to probe whether required permissions and clearances were obtained, and norms followed, while organising the event at M. Chinnaswamy stadium, based on the sequence of events what and who all were culpable for the stampede that killed 11 persons at the stadium, and precautionary measures taken to prevent such a mishap at the stadium, and lapses, if any, and whoever is responsible for the same.
The commission has also been told to recommend measures to be taken to prevent such mishaps in the future.
The government order constituting the inquiry commission under The Commission of Inquiry Act, 1952, asks the commission to submit its report within one month, and also authorises Justice D'Cunha to rope in a retired Indian Police Service (IPS) officer and a retired Indian Administrative Service (IAS) officer for technical and legal help, if needed.

Delhi HC grants interim bail to woman suffering from cancer
New Delhi [India], June 7 (ANI): The Delhi High Court has granted interim bail to a woman whose condition is serious due to cancer. She is an accused in a drug case registered by the Delhi Police Crime Branch under the NDPS Act. Justice Tushar Rao Gedela granted petitioner Jyoti interim bail until June 15. The High Court will hear the application on June 13. While issuing notice to the state, the bench has asked the Investigation Officer to verify the medical documents and a status report be filed within 3 days. Keeping in view the extreme and terminal medical condition of the applicant and in view of the humanitarian medical crisis which has arisen, the court allowed the application seeking interim bail. 'The applicant is enlarged on interim bail on medical grounds till.15.06.2025, subject to the applicant furnishing a personal bond of Rs . 1,00,000 with one surety of the like amount, subject to the satisfaction of the Jail Superintendent/Trial Court,' Justice Gedela ordered on June 4. Petitioner is an accused in an NDPS Act and was granted interim bail on May 19, 2025 till June 5 on the medical grounds in view of her condition. However the trial court refused to extend the interim bail as her regular bail is pending before the High court. Thereafter, an application seeking interim bail was moved before the High Court. Senior advocate Amit Chaddh,a counsel for the applicant, submitted that as per the Diagnosis Report dated 02.06.2025 of the hospital, the applicant Jyoti, aged 39 years, is suffering from Chronic Lymphocytic Leukaemia. This is an uncommon and rare kind of cancer. It was further submitted that on an application seeking further extension of the interim bail, on 04.06.2025, the Sessions Judge was not inclined to extend it further and had rejected the interim bail application holding that he had no jurisdiction, since the regular bail plea is pending before this Court. Karnataka CM increases compensation for Bengaluru stampede victims' families to Rs 25 lakh each
Bengaluru (Karnataka) [India], June 7 (ANI): Karnataka Chief Minister Siddaramaiah has ordered an increase in the compensation announced for the families of those who died in the Chinnaswamy Stadium stampede in Bengaluru to Rs 25 lakh each. Earlier, the government had announced a compensation of Rs 10 lakh each. Union Minister Pralhad Joshi demanded that CM Siddaramaiah and Deputy Chief Minister DK Shivakumar should 'resign right now' in connection with the June 4 stampede near Bengaluru's Chinnaswamy Stadium that claimed 11 lives and left dozens injured. Joshi told reporters, 'The state government should bear moral responsibility. Deputy Chief Minister DK Shivakumar should not continue on his position even for a moment. CM and Deputy CM should resign right now.' Earlier, top senior officials of Karnataka State Cricket Association (KSCA), Secretary A Shankar and Treasurer ES Jairam, tendered their resignations, taking 'moral responsibility' for the stampede that took place near M Chinnaswamy Stadium on Wednesday ahead of Royal Challengers Bengaluru (RCB) team's felicitation after winning their Indian Premier League (IPL) title by defeating Punjab Kings (PBKS) in a tight final on Tuesday. Meanwhile, a Bengaluru Sessions Court on Friday remanded four individuals, including senior Royal Challengers Bengaluru (RCB) official Nikhil Sosale and three event managers, to 14 days of judicial custody in connection with the stampede. They were arrested in a joint operation by the Cubbon Park police and the Central Crime Branch (CCB) at Kempegowda International Airport in the early hours of June 6 (Friday). Earlier in the day, the Karnataka High Court granted interim relief to the office bearers of the Karnataka State Cricket Association (KSCA), who had approached the court seeking the quashing of the FIR registered against them in connection with the an interim order, the court directed the state police not to take any coercive action against them until further orders. The High Court adjourned the case to June 9. KSCA President Raghu Ram Bhat, Secretary A Shankar, Treasurer ES Jairam, and other KSCA office bearers moved the High Court seeking to quash the FIR. Nikhil Sosale also approached the High Court to challenge his arrest. He claimed that he was arrested without any materials and even before the police had conducted a preliminary enquiry. He has thus sought to declare his arrest as illegal. On Thursday, the Bengaluru police registered an FIR against the RCB franchise, DNA Entertainment Pvt. Ltd., an event management company, and the Karnataka State Cricket Association (KSCA) for culpable homicide, illegal assembly, and other serious charges. A day after the stampede , the Karnataka police suspended multiple IPS officers, including the Bengaluru city police Commissioner, B Dayananda. Apart from Dayananda, Additional Commissioner of Police Vikash Kumar Vikash, Deputy Commissioner of Police (Central) Shekhar HT, Assistant Commissioner of Police Balakrishna and Cubbon Park Police Inspector Girish AK were also suspended with immediate effect. Bengaluru stampede: KSCA Secretary, Treasurer resign after emergency meeting
Bengaluru (Karnataka) [India], June 7 (ANI): Two top Karnataka State Cricket Association (KSCA) officials -- secretary A Shankar and treasurer ES Jairam -- resigned from their posts during an emergency managing committee meeting held on Saturday, accepting 'moral responsibility' for stampede near M Chinnaswamy Stadium in Bengaluru. The incident occurred during celebrations following Royal Challengers Bengaluru's (RCB) maiden IPL title win and claimed 11 lives and left dozens injured. KSCA President Raghuram Bhat confirmed the development, saying that the resignations were discussed and accepted during an emergency meeting on Saturday. 'I had called an emergency managing committee meeting. Two of our members -- the secretary and treasurer -- have resigned on moral grounds. The committee has accepted their resignations. So far, nothing has come in. When the inquiry takes place, we have already told the government and the High Court that we will never shy away from anything that is there. We are ready to cooperate with the investigation,' Bhat told reporters. Speaking to ANI later, the KSCA said, 'The two resignation letters have been accepted by the managing committee. Today, it was important to accept the resignations as it has already come into the public domain.' The stampede occurred during the celebrations following Royal Challengers Bengaluru's (RCB) maiden Indian Premier League (IPL) title win on Wednesday, June 4. The incident sparked widespread concern regarding crowd management and safety arrangements at major public events. The stampede left 11 people dead and several others injured. Communicating to KSCA on Friday night, both Shankar and Jairam wrote as quoted by ESPNCricinfo, 'Due to the unforeseen and unfortunate events that have unfolded in the last two days, and though our role was very limited, but owing moral responsibility, we wish to state that last night we have tendered our resignation to our respective posts as secretary and treasurer of the KSCA.' The Bengaluru Police also filed a first information report (FIR) against the popular IPL franchise on Thursday, as per ESPNCricinfo. The police have said that RCB was not given permission to conduct the event at the stadium. RCB has been listed as the first accused in the FIR, along with DNA Entertainment, the franchise's event partners, and the KSCA, which is in control of the stadium. On Friday, the cops also confirmed the arrest of RCB's marketing and revenue head Nikhil Sosale, while acting on directives of newly appointed police commissioner SK Singh, who took over after his predecessor was removed by the chief minister Siddaramaiah after the incident. Later that day, a writ petition was filed by KSCA, arguing that the FIR against them was a move made under pressure of state government by the police and hence a 'knee-jerk' reaction. KSCA said that the stampede was caused due to an unexpected crowd surge and no intent or motive could be attributed to the petitioners. They also stressed that the crowd management was a responsibility which lied with the franchise's management, event organisers and the police. The council defending the state's cricket governing body also raised concerns about Sosale's arrest, claiming that it indicated a targeted approach. Sosale also approached the Karnataka High Court and challenged his arrest, as per Bar and Bench, an Indian legal news platform. RCB is yet to issue an official statement on Sosale's arrest, though on Thursday, they announced compensation worth Rs 10 lakh for the family of each deceased and also pledged to cover the medical expenses of those who sustained injuries.
