PAGCOR rolls out website to check legit online games

The Philippine Amusement and Gaming Corporation (PAGCOR) on Wednesday launched a website where the public can check the legitimacy of online gaming providers.
In a news release, PAGCOR said the 'PAGCOR Guarantee' site (www.pagcor.ph/pagcorguarantee) was meant to crack down on illegal online games and bolster player protection.
The gaming industry regulator said the initiative was aimed at providing a transparent and reliable reference for players and stakeholders amid the proliferation of fraudulent online gaming sites.
'This new website will help our players easily identify and verify whether the online gaming sites are duly licensed before playing or making any payments,' said PAGCOR chairman and CEO Alejandro Tengco.
'By providing the public with a quick and accessible way to check a site's legitimacy, we are empowering them to make informed decisions and avoid falling victim to fraudsters and scammers,'added Tengco.
The PAGCOR Guarantee site features a regularly updated list of licensed internet gaming platforms under the agency's oversight.
Players can also directly enter the gaming sites through the page.
'Illegal online gaming sites not only endanger players but also erode public trust and deprive the government of vital revenues,' said the PAGCOR chief.
'The PAGCOR Guarantee is a key component of our regulatory framework to protect both the industry and the Filipino people,' said Tengco.—LDF, GMA Integrated News

At least five significant reforms will be enforced by the House of Representatives in the scrutiny and enactment of the budget for fiscal year 2026, Speaker Ferdinand Martin Romualdez said Wednesday. Romualdez made the commitment during the turnover of the P6.793 trillion National Expenditure Program to the lower chamber, which was witnessed by House leaders and Department of Budget and Management officials. Budget Secretary Amenah Pangandaman turned over the NEP to the House leadership. Romualdez pointed out that the reforms seek to ensure full transparency and to involve the public through people's organizations, noting that the budget is the people's money. 'A budget is not just a spending plan—it is a mirror of our priorities and a measure of our accountability to the people. And because this is the people's money, the process of crafting it must be transparent, inclusive, and worthy of public trust,' Romualdez said. The NEP is more than numbers on paper, according to Romualdez, saying that it is the government's plan ''to make the vision of a Bagong Pilipinas real—roads that connect communities, markets where food is affordable, schools that open doors to opportunity, hospitals that save lives, and safe, secure communities for every Filipino.'' Among the reforms is the removal of the 'small committee' that collated institutional amendments. 'Bukas ang talakayan. Lahat ng amendments, alam ng mamamayan,'' the Speaker said. (The discussions are open. The public should know all amendments.) Also, the House will open the Bicameral Conference Committee on the budget to the public and the media. The chamber will also invite civil society, people's organizations, and the private sector to join budget hearings. ''Ang pambansang budget ay hindi pag-aari ng mga politiko; ito ay pera ng bawat Pilipinong nagbabayad ng buwis,'' Romualdez said. (Politicians do not own the national budget. This is the money of every Filipino who pays taxes.) Romualdez further said the chamber would strengthen oversight—requiring timely reports from agencies and enabling real-time tracking of major projects. He vowed that lawmakers would also prioritize investments that truly change lives including: agriculture for food security, infrastructure for connectivity and jobs, education for opportunity, health for all, and defense and disaster preparedness for national safety. SEC orders ‘declassification' of common shares

In a statement, the SEC said it issued SEC Memorandum Circular (MC) No. 10, Series of 2025, providing for the 'Repeal of the Rules Allowing the Trading of 'B' Shares on the Regular Board and Requiring Buyers to Accept either 'B' or 'A' Certificates.' The Securities and Exchange Commission (SEC) on Friday announced it has directed all listed companies to discontinue the classification of common shares, which was previously imposed to monitor foreign ownership limits in a bid to ensure efficiency in executing and settling equity trades. In a statement, the SEC said it issued SEC Memorandum Circular (MC) No. 10, Series of 2025, providing for the 'Repeal of the Rules Allowing the Trading of 'B' Shares on the Regular Board and Requiring Buyers to Accept either 'B' or 'A' Certificates.' The corporate regulator said the latest guidelines repeal an old rule issued by the SEC back in 1973 'to monitor strict compliance with the 40% foreign ownership limit of stocks.' Under the said 1973 rules, Class A shares can only be issued to Filipino citizens, while Class B shares may be issued to Filipinos and foreigners alike. However, it said the classification resulted in unfair disparity in price between Class A and B shares. 'Such classification has also been the source of administrative inefficiencies for trading participants and the Securities Clearing Corporation of the Philippines,' it said. 'Further, technological advancements in the Philippine Stock Exchange's trading system—which enables strict monitoring and enforcement of foreign ownership limits—have already rendered the classification obsolete,' it added. The SEC said it has directed the declassification of such shares of listed companies as early as 1997. 'However, shares that were already classified as Class A and B remained as such due to the prospective application of the order,' it said. With this, the corporate regulator said that to ensure efficiency in executing and settling equity trades, 'the classification of common shares into Class A and Class B of all listed companies shall be discontinued.' Under the memorandum circular, listed companies that have Class A and B shares are required to amend their respective articles of incorporation (AOI) to reflect the mandated declassification of shares within one year from the effectivity of the rules. 'During the period to amend AOI, buyers on the regular board shall accept the delivery of the specific class of shares that they have purchased and paid for, and shall not be compelled to receive an alternative class of shares,' the SEC said. 'In the event that a trade resulted in a breach of allowable foreign ownership limits, the foreign buyer, through its broker, shall immediately dispose of the excessive shares, as soon as practicable, upon discovery of the breach at the prevailing market price,' it added. The proceeds shall be returned to the foreign investor, according to the SEC. 'If the breach is found during trading hours, the shares exceeding the foreign ownership limit should be disposed of immediately upon discovery, within the same trading day. Otherwise, the disposition should be done upon the opening of trading on the immediately succeeding trading day,' the corporate regulator said. 'Violation of the MC shall be subject to appropriate penalty, after notice and hearing, under Section 54 of Republic Act No. 8799, or the Securities Regulation Code,' it said. –NB, GMA Integrated News

Online betting operators, licensed under the Philippine Amusement and Gaming Corp. (PAGCOR), have formed an alliance to combat illegal online gambling as the sector faces scrutiny from policymakers. Nineteen licensed gaming firms announced the formation of PlaySafe Alliance of the Philippines, describing their group as 'a unified industry association committed to responsible gaming, regulatory compliance, consumer protection, and combating illegal gambling.' (MegaPerya) The launch of the industry association came as the local online gambling sector faces scrutiny with lawmakers, regulators, and industry leaders.. Several other lawmakers have also called for either the total ban or strict regulation of online gambling, citing its negative impact on Filipinos who have become addicted to it. PAGCOR Chairman Alejandro Tengco earlier noted that the gaming industry regulator recently signed a memorandum of understanding with the Ad Standards Council (ASC) to strengthen the monitoring of gambling-related advertisements across all platforms. It also recently ordered the takedown of all gambling ads in public spaces and primetime TV by August 15 this year. Malacañang, on the other hand, said proposals to ban online gambling should be studied thoroughly, including their possible impacts on the country. 'Ang tunay na kalaban sa usapin ng online gambling ay ang ilegal na market. Walang lisensya, walang kontrol—puwedeng maglaro ang menor de edad, walang bayad na buwis, at hindi sumusunod sa mga patakaran. Sa halip na protektado, nalalagay sa panganib ang publiko,' said Mike Defensor, appointed spokesperson of the industry association and President of World Platinum Technologies Inc. 'Sa kasalukuyan, tinatayang 70% ng online gambling market ay ilegal, habang 30% lamang ang legal na sumusunod sa regulasyon at nagbabayad ng buwis sa gobyerno. Strengthening Responsible Gaming Measures – Implementing robust KYC (Know-Your-Customer) processes, age verification, and self-exclusion programs. Combating Illegal Gambling – Launching initiatives to help deter illegal and unlicensed operators. Consumer Education – Launching public awareness and health campaigns on safer gambling and the risks of playing on unregulated platforms. Gambling Harm & Addiction Support – Investing in nationwide research, education, prevention & treatment (REPT) programs for online gambling, including a 24/7 National Gambling Helpline. 'This alliance is not about competition—it's about collaboration,' said Eusebio Tanco, founding member of PlaySafe Alliance and Chairman of DigiPlus Interactive Corp. 'By working as one, we can ensure that online gambling in the Philippines will be more secure, transparent, and beneficial to both players and the nation,' said Tanco. The PlaySafe Alliance said it will soon elect its officers and thereafter be organized into various 'strategic committees' to work on 'focus areas, including but not limited to Player Protection, Advertising & Marketing Governance, Financial Risk Control, and Combating Illegal Gambling.'
