Jaipur: Chief minister Bhajan Lal Sharma Monday stated that the newly announced Rajasthan Township Policy 2024 is not only aimed at building townships but also at creating ecosystems that are green, inclusive, and growth-oriented.

"This policy is a blueprint for Rajasthan's urban future," said Sharma in an official statement.
The policy mandates inclusion of parks, green zones, and public utility spaces in all residential townships. Each project must earmark 7% of its land for parks and playgrounds and 8% for community services and utilities. Additionally, rainwater harvesting and wastewater recycling systems will be compulsory for all new developments.
A major highlight is the policy's Antyodaya vision, which prioritises affordable housing for the economically weaker sections (EWS) and lower-income groups (LIG). To further ease the lives of workers, industrial projects will now be required to reserve 5% of their land for labour housing, reducing commute times and enhancing productivity. To protect consumer interests, the policy introduces developer accountability mechanisms.
Developers must retain 2.5% of project land as collateral to ensure infrastructure maintenance for at least five years or until the handover to a Residents' Welfare Association (RWA).
Acknowledging the limitations of land in urban centres, the policy promotes vertical development and encourages high-rise residential projects, alongside mixed land-use plans. Group housing, plotted schemes, flat systems, commercial hubs, sub-city centres, and community spaces will be part of this integrated approach.

For better urban mobility, the policy paves the way for the construction of large sector roads, following the Jaipur Development Authority's model. Land acquisition for these projects will be based on mutual consent to minimise disputes. In a significant push for renewable energy, the policy removes earlier restrictions on setting up solar and wind energy plants, even on land without formal road access in revenue records.

New Delhi: Bajaj Auto Ltd is using light rare earth magnets as an alternative to get production of electric 2- and 3-wheelers back on track, as manufacturing suffered in June and July due to a shortage of heavy rare earth magnets fuelled by China's curbs on exports. The management said on Wednesday that Bajaj's production of EV 2-wheelers will be 60% of the earlier planned output for the months of August and September, while 3-wheelers will see 75% of the planned output in the same period. 'Our production impairment started in June due to which our sales were also hit in Q1. Production was hit up to 50% in July,' Rakesh Sharma, executive director at Bajaj Auto Ltd, said at a media interaction after the release of April-June quarter results on Wednesday. As a result of the crisis, the company said it has delayed several launches of electric 2-wheelers which were planned in the July to September period. Sharma added that the Pune-based company has started moving towards light rare earth magnets from heavy rare earth magnets, which has helped in getting production back on track with situation improving month on month. Rare earth magnets are classified into light and heavy categories. While heavy rare earths have been restricted by China, light rare earth magnets continue to be exported. The heavier the magnet, the better the performance of the motor running the vehicle. Engineering teams of automakers are working on matching the performance using light rare earth magnets as companies have no visibility on resumption of heavy rare earth imports. 'We have no information from the government or suppliers when the flow of heavy rare earth magnets will resume,' Sharma said. After the Bengaluru-based Ather Energy Ltd, Bajaj becomes the second 2-wheeler maker to move towards light rare earth magnets. Earlier, company's managing director Rajiv Bajaj had said that August could be a zero-production month for its flagship Chetak EV 2-wheeler due to a shortage of rare earth magnets. On Monday, Ather's management told Mint that its dispatches to dealers will suffer an impact worth seven days of its volumes due to constraints on production in the second quarter. The commentary on production hits comes during the period in which festive season is expected to boost sales of vehicles as consumers loosen their purse strings. The country's third-largest 2-wheeler maker, TVS Motor Company, said last week that it is just able to manage 'day-to-day production' as it is currently exploring alternatives to limit the impact of rare earth magnet shortage. Despite the hiccups in the past few months, Bajaj Auto managed to post a 14% year-on-year rise in net profit to ₹ 2,210 crore in the June quarter, while revenue increased 11% to ₹ 13,642 crore. The rise in profits came on the back of expansion in consolidated operating margin to 21% from 20% last year due to a 14% growth in exports and rising average selling price of vehicles. The double-digit growth in exports to 419,447 units in the first quarter helped the company offset a 9% decline in domestic sales to 529,344 units. The average selling price of vehicles is higher compared to the domestic market. The management indicated that sales during the first quarter were hit due to the rare earth magnet crisis. 'The outlook on exports remains positive with expectation of 14-15% growth during the year,' Sharma told reporters. Moreover, Bajaj Auto's rival and the country's largest 2-wheeler manufacturer Hero MotoCorp also announced its results on Wednesday. Hero saw its net profit surge by 65% to ₹ 1,706 crore while its revenue slipped 0.3% to ₹ 10,037 crore during the first three months of the current financial year. The surge in profits came on the back of listing of its associate company Ather Energy Ltd, which resulted in a ₹ 722-crore gain due to dilution of stake in the company. 'Our profitability and margins remained resilient, supported by strong demand for our entry & deluxe motorcycles and 125cc scooter segments. We are witnessing good traction in our electric mobility business (VIDA), and global operations also remained ahead of industry, reflecting the strength of our brand in international markets,' Vivek Anand, chief financial officer, Hero MotoCorp, said in an earnings release. While TVS, Bajaj Auto, Ola Electric and Ather have provided updates about the rare earth magnet crisis, Hero has so far refrained from addressing the situation publicly. The discussions on the company's situation are expected to take centre stage during a call with investors on 7 August. Bajaj Auto shares closed 0.6% lower at ₹ 8,177 apiece on the BSE on Wednesday, while those of Hero MotoCorp slipped 1.5% to ₹ 4,474.50 each.

China's curb on rare-earth magnet export has started to hit the automakers in India, as Bajaj Auto has halved its electric two-wheeler production plan for August and September. The Pune based two-wheeler major has also slashed the electric-three wheelers production by up to 75 per cent for these months. Executive Director Rakesh Sharma told reporters in post-earnings call that they have already cut their e-2W production by as much as 50 per cent in July, and anticipates a similar production cut for August and September also. 'Our impairment of production started towards the end of June. In July, the production was affected to the extent of 50 per cent. We were expecting the output to be zero in August, but it is not going to be so. August production will be better than July production, though we will still be at about 50-60 per cent of the plan,' he said. The Chinese government put certain restrictions on rare earth magnets, critical for electric vehicle production, around April. Sharma said that their vendors had put up applications before the Chinese authorities. Around 30 applications were submitted in May but after that there is no visibility on when these could be approved. China controls 90 per cent of the world's rare earth refining capacity and also produces 60 per cent of the world's rare earth elements. Bajaj Auto was one of the first auto majors in India who had raised an alarm about the supplies. The company is now actively working on two alternative plans, one idea is to replace the heavy rare earth elements (HRE) with light rare earth elements (LRE) which are more readily available; and secondly work on developing new magnet technologies that do not rely on rare earths at all as a longer term solution. Moreover, the company is also looking for alternative sourcing other than China, but Sharma said that it could take six to nine months to work something out. Meanwhile, July sales numbers of e-two wheelers have already been impacted as a result of rare earth shortage, the industry said. Retail numbers are yet to be released.

Operating revenue rose 28% year-on-year (YoY) to Rs 1,918 crore, led by an 18% growth in payment services revenue to Rs 1,044 crore and a doubling of financial services revenue to Rs 561 crore.'Beyond payments, we see massive opportunities in cross-selling financial services. Our merchant loan portfolio has delivered strong results for lending partners and is bringing financial inclusion to those who were underserved so far,' Sharma this year, Paytm launched a Rs 250 systematic investment plan (SIP) with SBI Mutual Fund . The company intends to expand into insurance and other wealth solutions, Sharma company is exploring opportunities in cross-selling financial services and international expansion, Sharma said.'Consumer and merchant payments in India remain a large and growing opportunity. 'The model is now becoming structurally viable with MDR (merchant discount rate) on select instruments and subscription revenues flowing across the ecosystem. These developments contribute to a sustainable business model,' he wrotePaytm is also building value-accretive services for merchants, the Paytm CEO said. 'These are products that extend our stack and unlock monetisation beyond transactions.''These solutions are already showing promise in India, and we're beginning to explore international opportunities where small businesses remain underserved. Our international expansion will be deliberate, with a long-term view and a 1,000-day commitment to meaningful results,' Sharma currently offers Unified Payments Interface (UPI) in certain countries, including the UAE, Singapore, France, Mauritius, Bhutan, and Nepal, where the digital payment mode is accepted.
