
Ensure timely execution of power projects: CS
The meeting was attended by APGENCO's Managing Director KVN Chakradhar Babu and Directors P Ashok Kumar Reddy and M Sujaya Kumar, Director APTRANSCO AKV Bhaskar among other senior officials.
The Chief Secretary stressed on the importance of timely project execution and emphasised inter-departmental coordination in obtaining statutory/MoEF(Ministry of Environment & Forests) clearances for fast-track execution. He directed the officials to maintain momentum in achieving project milestones to meet the State's growing power demand and to ensure energy sustainability for Andhra Pradesh and said that the progress of action plan for the ongoing power generation projects will be reviewed on monthly basis.
The Chief Secretary said that the 1,350 MW Upper Sileru Pumped Storage Project works have been awarded, while other pumped storage projects at Kamalapadu, Yaganti, Rajupalem, Aravetipalli, Gadikota and Deenepalli were progressing through various stages of feasibility studies and DPR preparation.
He instructed APGENCO officials to initiate necessary arrangements for organising the foundation stone laying ceremony of the Upper Sileru project by Chief Minister Nara Chandrababu Naidu and Minister for Energy Gottipati Ravi Kumar.
Emphasising on the significance of key thermal power projects, the Chief Secretary said that wet and dry ash evacuation systems and ash disposal lines were operational and directed the officials to complete balance CHP mechanical and structural works at Dr Narla Tata Rao Thermal Power Station (Stage V – 1x800 MW) and final commissioning of the mill reject system is scheduled for mid-June 2025.
The Chief Secretary also said that at Dr MVR Rayalaseema Thermal Power Plant (Stage IV – 1x600 MW), balance CHP construction works such as the crusher house and conveyor systems were progressing steadily and structural steel fabrication and mechanical erection works were being executed. The works are set for timely execution and completion by
December 2025.
Reviewing the Hydel power projects, the Chief Secretary said that the 960 MW Polavaram Hydro Electric Project is scheduled for commissioning by
January 2027.

SC upholds SEIAA and SEAC's authority for project-level environmental clearances
NEW DELHI: The Supreme Court (SC) has clarified that the State Environment Impact Assessment Authority (SEIAA) and the State Expert Appraisal Committee (SEAC) will remain the competent authorities for granting environmental clearances at the project level. The apex court's ruling resolves a prolonged regulatory deadlock that had stalled over 493 real estate projects in Mumbai Metropolitan Region (MMR) and Pune , impacting more than 70,000 housing units, particularly within the affordable and mid-income segments. The court's intervention is expected to bring much-needed clarity to the process of obtaining environment clearances and is anticipated to restore momentum to housing construction in the region. The petitioners challenged the constitutional validity of a 29 January 2025 notification issued by the Ministry of Environment, Forest & Climate Change (MoEF&CC). This notification provided two main things in relation to Item 8(a) [Building and Construction Projects] and 8(b) [Township Area & Development Project] of the Schedule to the Environment Impact Assessment dated 14 September 2006 ('EIA 2006 Notification'): (a) exemption of industrial sheds, schools, and educational institutions from Environmental Clearance (EC) requirements, and (b) clarification that the General Condition under the EIA 2006 Notification would not apply to such projects. Under the EIA 2006 notification, projects such as Building & Construction and Township & Area Development with more than 20,000 sq meters. Built-up area (BUA) are required to procure an EC before construction can begin. The Schedule of the EIA 2006 notification includes a General Condition (GC) mandating that if a project is within 5km of a protected area, eco-sensitive zone, or inter-state/international boundary, it becomes a category A project, subject to appraisal by the Central Expert Appraisal Committee. The court upheld the constitutional validity of the 2025 notification but struck down Note 1 to Item 8(a) of the EIA 2006 Schedule, which had exempted industrial sheds, schools, and educational institutions from obtaining mandatory environmental clearances. The Court found these exemptions to be unconstitutional and ultra vires the parent notification. The SC also quashed Clause 14(a) and Appendix 16 of the 2014 and 2016 notifications that had proposed establishing an Environmental Cell under local authorities. The Court held that such provisions would cause jurisdictional overlaps and confusion, undermining the integrity of environmental appraisal processes. In its interpretation of the General Condition (GC) under the EIA 2006 Notification—which elevates certain Category B projects to Category A status if located within ecologically sensitive areas, SC reaffirmed that GC does not apply to Items 8(a) and 8(b). This settles ambiguity raised after the Kerala High Court had earlier set aside the 2014 MoEF&CC clarification on this matter in One Earth One Life v. Union of India (March 2024). Impact on real estate development The judgement brings regulatory certainty and uniformity in how environmental clearances are to be administered, particularly for projects over 20,000 sq meters built-up area, which must secure clearance before commencing construction. This decision is expected to unblock stalled housing supply, especially in regions that had been hit by inconsistent interpretations of clearance norms. Domnic Romell, president, CREDAI-MCHI, said, "We initiated this petition to bring clarity to an increasingly complex and ambiguous environmental clearance process , and we are grateful that the Supreme Court has upheld the role of SEIAA and SEAC as competent authorities." No coercion in P4, CS tells collectors
Vijayawada: Chief secretary K Vijayanand has instructed District Collectors to exercise extreme caution in identifying 'Margadarshulu' (mentors) for the 'Swarnandhra P4' programme, ensuring the process is free from any controversy or criticism. During a video conference from the Secretariat on Thursday, the chief secretary reviewed the Swarnandhra P4 Foundation, Water Bodies Repairs, Renovation & Restoration (RRR) scheme, Green Hydrogen Hub and Annadata Sukhibhava programmes with district collectors. He emphasised that as directed by the Chief Minister, 'Golden Families' (Bangaaru Kutumbaalu) should only be adopted by Margadarshulu who come forward voluntarily, without any pressure. He urged collectors to motivate well-placed individuals in society to come forward voluntarily as mentors. With the government planning a large-scale launch of the programme on August 16, he instructed collectors to achieve their defined targets by August 15. In a move to enhance state development and public welfare, the chief secretary directed district collectors to promptly submit proposals for necessary repairs and restoration work to preserve all water resources in the state. He highlighted the government's objective to develop the state's water bodies under the Central government's RRR scheme, with a 60 per cent central share and 40 per cent state share. To transform the state into a green energy hub, the Prime Minister and Chief Minister have laid the foundation stone for a Green Hydrogen project in Pudimadaka. Chief secretary Vijayanand instructed the collectors of Sri Sathya Sai, Prakasam and Anantapur districts to identify the necessary land for establishing solar power projects to supply solar energy to this joint venture between the state government and NTPC. The chief secretary also clarified doubts raised by several district collectors regarding the implementation of the Annadata Sukhibhava programme. Principal secretary, planning, Piyush Kumar, virtually participated in the meeting and explained the SOPs for collectors to follow in implementing the P4 programme.

Activist flags rampant encroachment, seeks freeze on Karnataka's forest plans
Bengaluru: The issue of forest encroachment across Karnataka is snowballing into a major controversy, now drawing the Centre's attention and threatening to derail the state forest department's working plans. Even as the Union govt continues to release crores of rupees under centrally sponsored schemes to support conservation efforts and clears forest diversion proposals, forest land in Karnataka is vanishing at an alarming pace. In a formal complaint addressed to the ministry of environment, forests and climate change (MoEF&CC) recently, Dharwad-based conservationist Raghavendra urged the Centre not to approve the draft working plans submitted by various forest divisions of Karnataka until all illegal encroachments are cleared and officials responsible are held accountable. Citing several Supreme Court orders and MoEF&CC guidelines, Raghavendra reminded the Centre of a key ministry directive issued on May 3, 2002, which made the approval of forest working plans and diversion proposals contingent on the eviction of encroachments. That directive was based on an apex court ruling on Nov 23, 2001, which sought strict enforcement of forest protection measures across all states. The trend, he noted, has continued unabated for the past 7-8 years. In 2022-23, as many as 992 fresh encroachment cases were recorded from similar regions. Blaming the forest department's inaction, Raghavendra stated, "Despite orders from Supreme Court and directions from both the Union and state govts, forest encroachments aren't being cleared in a time-bound manner — barring a few recent cases... Chief conservators of forests (CCFs) and conservators of forests (CFs) have failed to convene quarterly meetings to monitor encroachments or assist field staff in eviction efforts. " Coincidentally, in June 2025, the principal chief conservator of forests (head of forest force) had issued a circular to all forest circles, instructing deputy conservators of forests, CFs, and CCFs to clear at least 10,000 acres of encroached forest land in the 2025-26 fiscal. Forest minister Eshwar Khandre told TOI he has been maintaining zero tolerance towards forest encroachments. "There are no fresh cases; we've been cracking down on any incident of encroachment involving more than three acres and reclaiming those lands. Only in a few cases have there been delays due to legal hurdles, which we are working to resolve at the earliest," he explained.
