
Proposal to split BBMP into five corporations sent to Governor for approval
Facing multiple legal challenges to the Greater Bengaluru Governance Act, 2024 in the High Court of Karnataka, the State government is being cautious moving ahead, sources said.
As the Greater Bengaluru Authority (GBA) area was notified with the Governor's approval, it was felt that it was better to notify the draft of the proposed five corporations also after his approval, sources added.
The BBMP will notify the boundaries of the proposed five corporations shortly after the Governor approves it and will call for public objections, sources said.
The Brand Bengaluru Committee had recently given a report proposing that the city's civic limits be split into five corporations — Central, North, East, West and South. The proposed boundaries have been drawn up with balance in revenue generation and taking care to cut the least number of Assembly constituencies into multiple corporations as the guiding principle.
Sources said the five corporations have been drawn up in such a manner that the maximum difference between the estimated revenue between these corporations is not more than ₹100 Crore. A maximum of five Assembly constituencies are cut up into different corporations. However, this has meant that the corporations have a large variance in their size and population.

Bengaluru: In what marks the first formal step taken to end the existence of Bruhat Bengaluru Mahanagara Palike, the state govt Saturday came up with a draft notification that culminates in the creation of five civic corporations in the Greater Bengaluru Area (GBA). The new civic bodies are: Bengaluru West City Corporation, Bengaluru South City Corporation, Bengaluru North City Corporation, Bengaluru East City Corporation, and Bengaluru Central City Corporation. While the total extent of the GBA would be the same as that of BBMP, at 712 sqkm, each of the new city corporations covers an area ranging between 78 sqkm and 168 sqkm. Each corporation will comprise 2-10 assembly constituencies. Five constituencies will be split between two city corporations. While Bengaluru South City Corporation will be the largest with nine assembly segments, Bengaluru East Corporation will have only two assembly seats: Mahadevapura (excluding Bellandur area) and KR Pura. In fact, Bellandur in the tech corridor, which is a maximum revenue-generating pocket, has been added to Bengaluru South City Corporation. The committee had concluded that five corporations struck the best balance between scalability, administrative manageability, and citizen convenience. Citizen convenience and easy accessibility of all services to the citizens and larger participation was also taken note of before recommending the five corporations. All the new corporations vary in area, population, and revenue. Bengaluru West is projected to have the largest population at 4.5 million, while Bengaluru Central will be the most densely populated, with 32,051 persons per sqkm. Each corporation is expected to be financially viable, with projected property tax collections ranging from Rs 543 crore (North) to Rs 912 crore (East) annually, totalling over Rs 3,400 crore across all five. Among the area, East City Corporation will be the largest spread over 168 sq km and Central Corporation will be the smallest with a 78 sqkm area. Post the final notification, the five new corporations will each have their own commissioner, council, budget, and administrative machinery. Over 15 simulations Confronted with the ground reality of lower population and higher revenue in the eastern parts, higher population and lower revenue in the western parts, the BBEC experts carried out more than 15 simulations to minimise the property tax differences across new corporations. The committee initially tried dividing five corporations with Rs 100 crore differences across all corporations but it had to be dropped as east zone lacked the one-million population mandate. Efforts to carve out corporations considering the arterial roads as boundaries resulted in disturbing the boundaries of assembly constituencies. Any objections? Bengaluru's e-khata drive exposes Rs 390-crore tax evasion by 5 lakh properties
Bengaluru: The verification process for e-khata submissions in Bengaluru has exposed large-scale property tax evasion, with nearly five lakh properties found to have misreported their details. Many of these properties remained outside the tax radar, either by under-declaring their built-up area or paying residential tax on commercial spaces. As a result, BBMP has already recovered Rs 500 crore in pending dues and expects another Rs 500 crore in additional collections. Launched on Oct 1, 2024, the e-khata system was introduced to curb tax evasion and bring transparency to property records. In just nine months, over 5.5 lakh final e-khatas were issued, while draft e-khatas for 25 lakh properties are now available online. The BBMP made it mandatory for every property under its jurisdiction to obtain an e-khata. Owners applying for one are required to submit documents such as Aadhaar number, sale deed, property tax ID, Bescom number, and a photo of the property. This process is allowing the civic body to verify the actual dimensions and usage of properties and identify discrepancies in earlier self-assessments. Many properties slipped through the tax net altogether, contributing to a significant loss in civic revenue." Despite having 25 lakh properties listed, BBMP currently collects taxes from only about 20 lakh of them. "In the financial year 2024-25, of about 20.6 lakh property owners under BBMP's ambit, almost 3.5 lakh failed to pay their taxes. This group includes close to 1.7 lakh long-term defaulters and 1.8 lakh, who skipped payments last year. In total, they owe Rs 390 crore," said the official. "So far in 2025-26, BBMP has collected Rs 2,966 crore in property tax, as against a target of Rs 6,256 crore. We believe that the e-khata verification process could contribute an additional Rs 1,000 crore in the coming months by identifying under-reported properties and ensuring their proper tax classification," the official further said.

Infighting, delayed seat talks affected MVA in polls: Uddhav
Shiv Sena (UBT) chief Uddhav Thackeray said that delayed seat talks and 'ego-driven politics' affected the Maha Vikas Aghadi (MVA) alliance in last year's Maharashtra Assembly polls and warned that continued internal discord may render the coalition meaningless ahead of the civic polls in the state. In an interview to his party mouthpiece Saamana, Uddhav spoke about the infighting and delayed seat-sharing talks within the MVA, which comprises the Sena (UBT), Congress, and NCP (SP) led by Sharad Pawar. 'If mistakes like these are repeated, there is no point in staying together. Seat-sharing discussions dragged on until the very last minute, and candidate selection was left unresolved in several constituencies. The public received the wrong message,' the Sena UBT chief said. Uddhav said that despite MVA's stellar performance in the 2024 Lok Sabha elections—where the alliance bagged 30 out of 48 seats in Maharashtra—the momentum was squandered in the Assembly polls due to a shift from collective strategy to individual party ambitions. 'The enthusiasm turned into ego-driven politics,' he remarked. Uddhav further suggested that populist schemes announced by the ruling Mahayuti ahead of the Assembly polls, such as the Ladki Bahin scheme, and allegations of manipulation in electoral processes—ranging from questionable voter lists to concerns about Electronic Voting Machines (EVMs)—dented the MVA's prospects. 'These issues need to be investigated. But it's equally important to accept our own mistakes,' he added. Slamming the BJP and the Election Commission, Uddhav also reiterated that the 'Thackeray' name is not merely a political brand but a cultural identity rooted in Maharashtra's history. 'They can snatch our symbol or give it to someone else, but not the name built by my father and grandfather. The roots of our legacy lie deep in the Marathi soil,' Thackeray said, referring to the EC's decision to award the original Shiv Sena name and symbol to the Eknath Shinde- led party. He also took veiled jibes at the RSS and BJP, accusing them of attempting to hijack the 'Thackeray brand' despite having 'built nothing in 100 years.' Uddhav's remarks came around eight months after the MVA's dismal show in the Assembly polls, where the BJP-led Mahayuti—comprising the BJP, Shinde-led Shiv Sena, and Ajit Pawar's NCP—secured a landslide victory. The BJP emerged as the single largest party with 132 seats, while Shinde Sena bagged 57 and Ajit Pawar's NCP got 41 seats. The Sena UBT, NCP (SP, and Congress managed to win 20, 16, and 10 seats respectively, bringing the MVA's total to a meagre 46 in the 288-member Assembly.
