India to be 3rd-largest economy by 2028, to reach $10.6 trillion by 2035: Morgan Stanley
Embedded in this forecast is the likelihood that three to five states (Maharashtra, Tamil Nadu, Gujarat, Uttar Pradesh and Karnataka) will have an economy of nearly $1 trillion each, ranking in the top 20 global economies between 2030 and 2035, the report projected.
"Based on the latest data, the top three states are Maharashtra, Gujarat and Telangana. The states showing significant improvement in ranks over the past five years are Chhattisgarh, Uttar Pradesh and Madhya Pradesh,' the report noted.
India will drive a fifth of global growth in the coming decade and become essential to earnings growth for many multinational companies.
'To secure this outcome, among other things, the role of India's 28 states and eight Union Territories is critical. States not only play a pivotal role in fiscal management but also compete for investments by creating suitable policies and incentives, easing business conditions (ultimately, a business or factory is set up in a particular state),' said economists from the global financial institution.
They have independent political cycles with varying mandates that can affect growth positively or negatively and are empowered by law to control factors of production.
'The success of India's competitive federalism will help decide whether she becomes a factory to the world, doubling her per capita income in the coming seven years – and whether the stock market continues its strong performance,' the report emphasised.
States are economically important as India becomes a $10.6 trillion economy by 2035, wielding considerable political and legislative power. Their policy frameworks are capable of influencing India's rise as a global manufacturing hub.
In the past decade, there has been a concerted push for development of physical infrastructure – the Central government doubled its capex to 3.2 per cent of GDP in FY2025 from 1.6 per cent of GDP in FY2015. This has led to significant infrastructure growth across states.
'Highways rose 60 per cent, airports doubled, and metro network quadrupled. Infrastructure programmes spearheaded by the Central government -- such as PM Gati Shakti, the National Infrastructure Pipeline, Bharatmala, Sagar Mala, and UDAN -- have been promulgated alongside state-specific initiatives,' said the report.
States collaborate with the Centre on these projects and play a crucial role in planning and implementation. Further, state governments are also responsible for investments in areas related to power, water, and urban development, it mentioned.

Collective seeks farmer-friendly system for issue of pattas based on field verification
The Bangaru Vaickal Neeradhara Koottamaippu, a farmers' and water users' rights collective has urged the Puducherry government to ensure a farmer-friendly system for issuing land document or patta based on field verification. In a letter addressed to Lieutenant Governor K. Kailashnathan, the president of the Collective, V. Chandrasekhar, said that in compliance with the Central government's instructions to register the details of lands under cultivation with the Agristack portal, arrangements were made to register through the Agriculture department's 'Uzhavar Udhaviyagam' from 2022. 'It is mandatory for the farmers to have a patta in their names. But Puducherry has not had a robust patta issuing system. This is in contrast to the neighbouring States where, whenever a land sale is held, patta is issued with immediate effect,' Mr. Chandrasekhar said. The government also announced that the applications for change of lease could be submitted to the 'Uzhavar Udhaviyagam' for examination by the Agriculture department officers. Though over 500 applications have been submitted by farmers seeking change of lease, no action has been taken till date, he said. While in neighbouring States like Tamil Nadu and Karnataka, the land title was changed instantly, there were no clear-cut guidelines and systems in place in Puducherry, he added. The government should immediately intervene and take action on the pending applications. It should bring in a system for immediate issue of pattas and put in place a farmer-friendly system for issue of lease documents based on field verification. It should also revamp the Agristack portal registration, the collective demanded.

4.08 crore LPG connections blocked to curb misuse of subsidy
The Direct Benefit Transfer of LPG (DBTL) of the Centre, under which domestic cooking gas subsidy is paid into the bank account of consumers has helped block, suspend or deactivate 4.08 crore duplicate, fake/non-existent or inactive liquefied petroleum gas connections. The DBTL or PAHAL scheme has played a crucial role in identifying and blocking 'ghost' accounts, multiple accounts, and inactive LPG connections, thus curbing diversion of subsidised LPG for commercial use, Petroleum Minister Hardeep S. Puri said in a written reply to a question in the Rajya Sabha. Sharing details as on July 1, 2025, the Minister said the scheme, whose implementation began in January 2015, has contributed to transparent and effective disbursal of subsidies across the country. Besides the scheme, other initiatives like Aadhaar-based verification, biometric authentication and the weeding out of ineligible or duplicate connections resulted in significantly strengthening the system of transfer of targeted subsidies. All domestic LPG cylinders are sold at non-subsidised prices and the subsidy transferred directly to the respective bank accounts under the DBTL scheme, he said. Common database The government has also introduced a Common LPG Database Platform (CLDP) through which duplicate connections are identified and removed from the database. Deduplication is carried out using Aadhaar number, bank account details, AHL TIN number, ration card details, name, and address as key parameters. Aadhaar-based authentication for DBT schemes enables accurate, real-time and cost-effective identification, authentication and de-duplication of beneficiaries, ensuring targeted delivery of benefits. Public sector oil marketing companies have been advised to undertake and complete biometric Aadhaar authentication of PMUY and PAHAL beneficiaries. As of July 1, biometric Aadhaar authentication has been completed for 67% of Pradhan Mantri Ujjwala Yojana (PMUY) beneficiaries. All new PMUY consumers have to undergo biometric authentication before release of connections, a release from the Ministry on Mr .Puri's reply said. Out of a total 33.05 crore active LPG consumers, 92.44% have their Aadhaar seeded in the OMCs' database. 86.78% of the total 30.63 crore DBTL consumers are Aadhaar-transfer compliant. While most subsidy transactions are completed successfully within two days of refill delivery, certain issues have led to transaction failures, including deseeding of Aadhaar from bank accounts, bank mergers, inactive Aadhaar numbers and account closures or transfers. Focused efforts are being made to ensure all consumers become Aadhaar transfer compliant, the Minister added.

Big boost for Indian Armed Forces: DAC clears ₹67,000 crore proposals to enhance operational capability
The Defence Acquisition Council under the chairmanship of Defence Minister Rajnath Singh on Tuesday cleared proposals worth nearly ₹ 67,000 crore to enhance operational capability of armed forces, the Centre said. The proposals include several defence equipment requirements for the Indian Army, Navy and the Air Force. The DAC gave an Acceptance of Necessity (AoN) to the Indian Army to procure Thermal Imager-based Driver Night Sight for BMP. 'This would enhance night driving capability of BMP and provide higher mobility and operational advantage to the Mechanised Infantry,' the defence ministry said in a press release. The council, headed by Rajnath Singh, also accorded an AoN to the Indian Navy whereby it can procure the Compact Autonomous Surface Craft, and BrahMos Fire Control System and Launchers. A proposal to upgrade the BARAK-1 Point Defence Missile System was also cleared. The procurement of Compact Autonomous Surface Craft will provide the capability to the Indian Navy for detection, classification and neutralisation of threats in anti-submarine warfare missions, the Centre said. For the Indian Air Force, AoN for procurement of Mountain Radars and Upgradation of SAKSHAM/SPYDER Weapon System was accorded. The procurement of mountain radars will enhance the air surveillance capability along and across the borders in the mountainous region. The upgradation of the SAKSHAM/SPYDER System for integration with the Integrated Air Command and Control System will enhance the Air Defence capability, the ministry said. An AoN was accorded for procuring Medium Altitude Long Endurance (MALE) Remotely Piloted Aircraft (RPAs) for the three Services. The proposed MALE RPAs can carry multiple payloads & weapons and operate at longer ranges for long endurance missions. They will significantly enhance the round-the-clock surveillance and combat capability of the Armed Forces. In addition, DAC has also accorded AoN for the sustenance of C-17 and C-130J fleets and a comprehensive annual maintenance contract of the S-400 Long Range Air Defence Missile System.
