
Salary overpayments to Revenue staff reached almost €1.7m in 2023
The audit report revealed that 61 Revenue employees had received overpayments above €5,000, while a further 424 staff members had been overpaid sums of between €1,000 and €5,000 during 2023.

Overpayments of €55,645 were identified as having been paid to 100 individuals who had not taken up employment as expected.
Revenue auditors also described guidelines governing work processes, procedures and controls for the management of overpayments were 'dated and fragmented.'
They concluded that only 'partial assurance' could be provided that Revenue's governance and procedures for monitoring and managing overpayments were robust and in line with civil service guidelines.
The audit report, which was released under freedom of information legislation, found that no money had been repaid and/or no recoupment plan was in place for 212 out of 400 overpayment cases dating from 2002 to 2017.

The value of salary overpayments linked to these cases amounted to €296,642
In addition, money had only been recouped from 25 out of 188 remaining legacy cases that were classified as 'in progress.'
The audit report shows that the salary overpayment balance in December 2023 was €1,679,140, representing approximately 0.45 per cent of the total wage bill for Revenue staff of €374.1 million that year.
The total number of salary overpayment cases at the end of 2023 was 1,430.

They included 900 overpayments which had arisen during the course of the year to the value of €1.16 million – representing an average overpayment of just under €1,300.
The report highlighted that no repayments had been made at the time in relation to 682 cases, while a further 28 cases had been deferred.
Revenue reported that a total of 1,048 recoupment plans were in place during 2023, which resulted in repayments of €1.02 million and 767 cases being closed.
The latest figures available show the outstanding balance for collection for overpayments at the end of June 2024 had increased to almost €1.8 million and involved a total of 1,611 cases.

At the time, 853 staff had not made any repayments to the tax authorities for overpayments to the value of €920,968.
Revenue said the audit particularly focused on the effect that allowances, retirements, parental leave and promotions have on payroll.
Auditors also examined payroll to identify potential risk indicators such as duplicate bank accounts, staff not taking any or the required minimum annual leave and cases that appeared to be on emergency tax for a prolonged period of time.
The audit was carried out as an integrated audit with internal auditors from the National Shared Services Office (NSSO) – the Government's HR and payroll administration service.

Revenue's auditors said they had found 'evidence of a range of good work practices and internal controls in operation within Revenue regarding the management and monitoring of salary overpayments.'
They noted that Revenue operates a dedicated overpayments unit with its staff actively managing cases on a day-to-day basis.
However, the report accepted that there were 'opportunities for improvement.'
The auditors also acknowledged that there was a lack of clarity on the responsibilities and requirements of Revenue and the NSSO in relation to some elements of managing cases of overpayments.
An examination of a sample of 55 recent cases of overpayments found 58 per cent related to late applications by Revenue to the NSSO for parental leave or delayed notification by Revenue of events or changes that affected staff salary.
Revenue auditors issued four recommendations as a result of the report, including one high-priority finding which called for a review of legacy overpayment cases 'with a view to actively progressing recoupment where possible.'
Under a circular issued by the Department of Public Expenditure and Reform, monies owed by all civil servants, including retired employees, as a result of salary overpayments should be repaid to the Exchequer as soon as possible.
Revenue said the most common causes of overpayments to its staff were allowances, parental leave, certified sick leave and resignations.
All recommendations made in the report were accepted by Revenue management.

‘I've been surviving on handouts': Chaos as 120,000 UK drivers left stranded by ‘do not drive' cars
Hundreds of thousands of UK drivers have been left stranded without transport as a nationwide recall of several popular car models continues to cause chaos. Around 120,000 vehicle owners have been forced off the roads after car manufacturer Stellantis issued a 'do not drive order' for many of its Citroen and DS models on 20 June. The company says it is recalling the affected vehicles for repair in stages. However, the unprecedented scale of the action has left some garages and dealerships admitting that their repair backlog now extends well into next year. In the mean time, owners of the affected models are unable to drive their vehicles – many without alternative modes of transport. The stop-drive order means they also cannot sell their cars, while ignoring it can lead to legal issues such as a fine, driving ban, or points on licence. Stellantis has now been urged by Which? to take urgent action to fix the faults or offer motorists appropriate compensation. The consumer rights group says too many people have been left stranded without any means of transport, causing major disruption to their lives. One customer, Petra*, describes how she has tried many times to get help from Citroen, an is now nearly £900 out of pocket already due to having to hire a car. Her partner has terminal cancer, so she relies on the vehicle to get him to hospital for essential treatments. 'That's my month's money gone,' she told Which?, 'I have to wait for my next benefit payment now, and have been surviving on many handouts from my family for food.' Stellantis has also confirmed that no compensation is being offered to affected drivers, and that courtesy cars can be requested with priority given to customers with 'the most urgent need.' Under consumer laws, any refund or reimbursement for faulty goods must be sought independently from the retailer where the car was purchased, not the manufacturer. This process is independent of the manufacturer, and if unsuccessful the only recourse to take the complaint to court. Eva, a software engineer from Cardiff, had planned to drive to the Netherlands for a camping trip in mid-August, having booked non-refundable ferry and Eurotunnel shuttle bookings. Her DS3 car no longer being drivable meant Eva was forced to consider alternative options, or risk losing £1,000. She was then given a repair date that clashed with a major surgery she was having in London. Faced with missing her surgery and holiday, Eva decided to buy a new car which set her back £10,000. 'This has been a gigantic headache and Stellantis has been resoundingly unhelpful throughout," she said. All the affected car models are equipped with airbags manufactured by Takata, an automative parts company that went bankrupt in 2017. Its airbags inflators are being recalled globally due to chemicals they contain which can deteriorate over time, meaning the airbag can deploy improperly and cause injury. Vicki is a new mother who has a premature baby that requires frequent visits the hospital. After he was born, she drove the child home before learning that the recall was in place. She has been told the soonest her car can be fixed is October. 'I'm a little lost as to what we can do considering we need a car for trips to the hospital,' she said. Which? has urged Stellantis to confirm formal compensation scheme, improve its helpline performance, and provide clearer instructions to its network of garages. Sue Davies, Which? Head of Consumer Protection Policy, said: 'From people left stranded with no means of transport, to those paying out a fortune to hire cars and taxis, the emotional and financial burden of this recall has fallen squarely on those least able to absorb it. 'Stellantis must urgently confirm it will pay compensation for alternative transport as well as offer practical solutions such as offering at-home repairs or towing affected cars to garages. If not, many people will see no alternative but to continue driving cars that are potentially very dangerous. 'The government needs to step in and hold them to account to ensure UK consumers have much greater clarity of what they need to do and what they are entitled to - and are never left in this position again.' A Stellantis spokesperson said: 'The Company's focus remains on completing the replacement of airbags in affected vehicles as swiftly as possible. Our Citroën network is fully engaged in maximising the number of cars that can be completed every day and, to increase our repair capacity even further and minimise as much as possible the impact on customers, our Peugeot network is now authorised to replace airbags on these cars in addition to at home options. 'For each and every customer, we discuss options to support mobility, recognising that every driver has specific requirements. These options include replacement airbags at a dealership or at home, courtesy car, support for other mobility options and recovery. We give priority to those with the most urgent needs.' A DVSA spokesperson said: 'DVSA is supporting Citroën's decision to issue an immediate 'stop drive' recall of (certain models of) the C3 and DS3 and will assist them where needed. 'We are working with Citroën to make sure that everyone with these vehicles knows that they can't use this model of car until the necessary repair work has been carried out. 'To check if your vehicle is affected, car owners can use the checker on Citroën's website.'

Used car market almost back to pre-Covid levels
The UK's used car market has bounced back to near pre-pandemic levels, figures show. Some 4,017,106 cars changed hands in the first half of 2025, the Society of Motor Manufacturers and Traders (SMMT) said. That is up 2.2% from a year earlier, and is only 37,274 transactions below the same period in 2019, before the coronavirus crisis began. SMMT chief executive Mike Hawes said: 'Surpassing the four million half-year milestone for the first time since 2019 shows the UK's used car market is building back momentum. 'That's good news for the industry and for motorists who benefit from more choice and affordability across a range of higher tech, cleaner vehicles, notably in the emerging electric vehicle (EV) sector. 'To maintain this trajectory, a thriving new car market must be delivered across the segments, along with accelerated investment into the charging network to give every driver the ability to switch.' The UK's new car market grew by 3.5% to 1,042,219 units in the first half of 2025, but remained 17.9% below the level in 2019. Between April and June, petrol was the best-selling used car fuel type, with transactions rising by 1.5% to 1,134,387 units. Diesel declined by 4.3% to 664,644 units. The combined market share of petrol and diesel models was 90.1%, while 9.7% of cars changing hands were electrified. James Wilson, chief operating officer of used car marketplace Motorway, said: ' Momentum is building in the used car market. 'New car supply issues and cost-of-living pressures continue to push buyers towards more affordable used options, particularly EVs. 'Price parity between EVs and ICE (internal combustion engine) cars has arrived. 'This shift, combined with rising consumer confidence, will accelerate EV adoption.' James Hosking, managing director of AA Cars, said: 'The UK's used car market has kept up its strong momentum, as budget-conscious buyers continue to turn to second-hand vehicles. 'Used cars offer a sweet spot for drivers looking to stretch their money further, especially as prices have started to settle following the record highs of the past few years. 'This is opening the door to electric motoring for thousands more drivers. 'As more ex-lease and ex-fleet models hit the market, we expect this trend to continue.'
