After being appointed as the Vice-Chancellor of Himachal Pradesh University on Monday, Prof. Mahavir Singh shared with The Indian Express that his top priorities would be establishing accountability and enhancing the standard of research. He also emphasised the need to create centres to produce skilled students, particularly in the field of Green Energy. Meanwhile, a regular Vice Chancellor of HPU Shimla was appointed after a gap of three years.
Q: What are your priorities as the V-C?
HPU is a prestigious institute, but our university lacks projects relevant to modern times. For instance, when the entire country, especially Himachal Pradesh, is talking about Green Energy, I feel HPU should have a separate wing to deliver skilled scholars in this field. Second, I believe the standard of research at the university should be improved. When I joined HPU as a faculty member, the standard of research at that time was quite higher than what we see today. Third, student exchange programmes are very important for their growth and the growth of the university.
Q: HPU had no regular V-C for three years. Do you think this has hurt the university's progress?
Besides communication gaps, there were certain shortcomings in day-to-day proceedings in the absence of a regular Vice-Chancellor. Also, the person with the additional V-C charge couldn't come to the university every day. Shortcomings include indiscipline on the part of students as well as faculty members. I will take feedback from every individual to help increase and fix accountability. There is no doubt that HPU staff and faculty members are very hardworking, but what they need is direction.
Q: How are you going to address the financial crunch issue? In 2025-26, HPU had prepared an estimated budget of Rs 300 crore but received Rs 152 crore, the same amount it had in 2024-25.
I have been a member of the HPU Executive Committee (EC) for a long time, so I understand this problem. Merely increasing the students' fees is not the solution. We have to develop means to generate revenue, like introducing professional courses. I have decided to take up the matter with Governor Shiv Pratap Shukla and Chief Minister Sukhvinder Singh Sukhu, because the past two to three financial years saw HPU receiving the same budget, approximately Rs 152 crore. The liabilities, particularly of pensioners, have been increasing every year. The university should be able to bear these liabilities.
Q: Have you been expecting your selection as the V-C?
I was among the top five shortlisted contenders. The search and screening committee interviewed me, too. I was hopeful that I would be selected for this responsibility.

CHENNAI: The Enforcement Directorate (ED) raided the houses, business premises and even the MLA hostel rooms of the state rural development minister I Periyasamy and his family members, including his son, IP Senthilkumar MLA, in Chennai and Dindigul, their hometown. Meanwhile, the secretary of the assembly secretariat, K Srinavasan, lodged a complaint with Triplicane police alleging that 'unknown persons' had trespassed into the MLA hostel. City police acknowledged the receipt of the complaint by issuing a community service receipt (CSR). Sources said authorities locked the minister's cabin in the Secretariat in anticipation that ED teams might land there too, but ED sleuths stopped with the residence and the MLA hostel. Simultaneous searches happened in three places in Dindigul: the minister's residence in Durairaj Nagar, Senthilkumar's residence at Vallalar Nagar, and the minister's daughter Indra's residence at Seelapadi. After the information about the raids spread, DMK cadres gathered in front of the houses in large numbers. While the CRPF personnel guarded the premises, state police personnel were deployed in the localities concerned to maintain the law and order situation. In Chennai, the searches were wound up in the evening, but the ED is yet to issue an official statement on the searches. DMK organising secretary R S Bharathi condemned the ED action and said the DMK and its cadress cannot be scared by the assaults of the central agencies. MDMK general secretary Vaiko also condemned the ED raids and said that the Union govt was misusing central agencies to target opposition leaders for a political motive and as a means to intimidate and stifle their voices. 'The central govt is using the Income Tax and Enforcement Departments to intimidate its opponents and stifle the voice. That is why the raid is being carried out at the house of Periyasamy. This is strongly condemnable,' he said. It may be noted that the Madras high court had recently reversed the order of the Dindigul trial court, which relieved the DMK leader and his family members in the Rs 2 crore disproportionate assets case. The case pertains to the accumulation of assets to the tune of Rs 2 crore between 2006 and 2010 when Periyasamy was the housing minister. While DVAC filed a chargesheet against Periyasamy, his wife Suseela, and sons Senthilkumar and Prabhu, the ED also registered a money-laundering case based on the DVAC FIR and interrogated Periyasamy in 2022. However, the Dindigul trial court acquitted all of them from the case. But the Madras high court set aside the trial court order in April and ordered a fresh trial.

Indore: The Madhya Pradesh Tourism Board (MPTB) is planning to involve local artisans from Kharia village in Maheshwar through choupals, aiming to transform the village into a craft and handloom hub. In Maheshwar, the board intends to develop a textile village, cafeteria, traditionally designed home stays, and restaurants that will be operated by the local community. Kharia village in Maheshwar is home to more than 100 weavers. "A choupal is planned for next week with artisans at Kharia village in Maheshwar to understand their needs and explore how the craft tourism village could help transform their lives. This initiative will give them an economic tool to enhance their income and a platform to showcase Maheshwari textile to all discerning tourists coming to see the beauty of quaint Maheshwar and expanse of grand Narmada," said tourism and culture principal secretary Sheo Shekhar Shukla. The choupal will be attended by villagers, representatives from NGOs, and senior officials from the tourism department. MPTB has submitted a proposal to handlooms development commissioner for developing "textile tourism" in Maheshwar. The villages of Kharia and Keriakhedi in Maheshwar accommodate approximately 146 weavers. The estimated cost of the project is approximately Rs 511 crore. The proposed project will also feature an experience centre, cycling tracks and common areas, alongside scenic ghats, all aimed at enhancing local infrastructure and attracting tourists. The tourism board is also working on establishing another craft village in Dhar to promote the renowned Bagh print. Kukshi and Bagh, notable areas in Dhar district, are famous for their unique Bagh print — a traditional hand-block printing technique using natural colours and vegetable dyes. Kolkata: A bridal outfit, valued at Rs 1.2 lakh, which was entrusted to a popular ride-hailing and delivery service for transportation, has gone missing. All attempts to contact the assigned delivery agent went futile after he switched off his cellphone and kept it that way for over six hours. Chirag Palriwala, CEO of a fashion firm in Salt Lake, which specialises in bridal wear, lodged a complaint at the Bidhannagar South Police Station. According to the complaint, the bridal outfit was slated for delivery on June 28 but never reached its destination. The delivery service, known for its global reach and technological prowess, was accused of negligence and failure to provide adequate customer support.
