Digital trust starts with software quality: A wake-up call for India's public tech infrastructure

Over the past decade, India has built one of the most ambitious digital public infrastructures in the world. Platforms like Aadhaar, UPI, DigiLocker, and CoWIN have redefined access to financial systems, healthcare, education, and public services—often at population scale. These systems have not only improved convenience but also enabled inclusion for millions. But as digital services become the default channel for citizen engagement, a deeper question emerges: Can people truly trust the digital platforms they rely on daily? And beneath that question lies a more fundamental one—how strong is the quality of the software powering them?
In today's interconnected and AI-infused world, software quality is no longer a backend concern. It's a front-line issue of national significance. Digital trust is the confidence citizens place in systems to work reliably, behave ethically, and protect their interests. While most conversations about trust revolve around cybersecurity and data privacy, the reliability and integrity of the software itself is often overlooked. When digital platforms fail—whether through crashes, silent errors, broken user flows, or biased algorithms—it's not just a technical glitch. It becomes a failure of public service delivery. And repeated failures chip away at public trust.
This is where software quality assurance (SQA) steps in—not as a box-checking step, but as a discipline that ensures systems are built with rigor, tested against edge cases, and monitored in real time. Quality is what makes software trustworthy, sustainable, and resilient.
Despite impressive digital infrastructure, India faces increasing challenges when it comes to ensuring consistent software quality across government services. Several systemic issues persist:
· Speed over stability: In the push to roll out services quickly, thorough testing is often sacrificed. Quick MVPs become long-term infrastructure without ever being hardened.
· Resource imbalances: Not all departments or vendors have access to experienced quality engineers or advanced testing tools.
· Fragmented standards: There's little uniformity in how quality is defined, measured, or enforced across public-facing platforms.
· Limited public feedback loops: Many systems lack user-facing feedback or error-reporting capabilities, limiting the ability to catch quality issues post-launch.
These are not minor operational hiccups—they are signals of deeper trust risks.
In early 2023, a glitch in a digital vaccination record portal resulted in thousands of users being issued incorrect certificates. A small bug—but one that delayed travel, employment, and access to medical care for many. The cost of such errors is not just technical debt—it's reputational damage. Similarly, citizens using poorly tested grievance redressal platforms or payment portals often face dead ends, duplicate charges, or misrouted submissions. Each of these undermines confidence not just in the app, but in the public institution behind it. In a world where digital systems mediate access to rights and resources, software quality is a public trust issue.
So how do we change this? The shift must be structural, not superficial. India needs a quality-first mindset across all stages of digital governance. Here are five concrete recommendations:
1. Institutionalise Quality Roles in Public Projects
Just as most government IT projects require cybersecurity audits, they should also include software quality engineering roles by default. These teams should have the authority to delay launches if critical issues remain unaddressed.
2. Standardise Quality Benchmarks Across Platforms
Government bodies should adopt global frameworks like ISO/IEC 25010 to consistently measure aspects like usability, reliability, maintainability, and performance. These benchmarks should be made transparent and public-facing.
3. Invest in Capacity Building
Training programmes for developers and testers should go beyond basics—incorporating AI testing, accessibility testing, performance engineering, and bias detection. India has a deep talent pool; quality needs to be part of their core upskilling.
4. Encourage Public-Private Collaboration on Quality Excellence
The private sector, especially in SaaS and fintech, has made significant strides in automated testing, CI/CD pipelines, and observability tools. Bringing these best practises into public systems can accelerate maturity—without compromising on accountability.
5. Close the Feedback Loop with Citizens
Platforms should integrate mechanisms for users to report issues and track their resolution. These 'digital quality audits' from the ground up can be a powerful tool for real-time improvement and public accountability.
Quality engineering is often seen as a behind-the-scenes effort—but that mindset must evolve. When governments build digital platforms, they're not just deploying code; they're shaping public experience, equity, and trust.
In fact, quality can become a competitive advantage for India's digital diplomacy. As nations around the world look to replicate UPI-like models or digital ID frameworks, India's ability to embed ethical, reliable, and inclusive software quality practises could become a global export in itself. Imagine a future where 'Built in India' also means 'Tested and Trusted by India.'
If citizens are expected to shift to digital-first access—whether for banking, healthcare, education, or voting—the burden of trust must be met with an equal commitment to quality. When a system breaks, people lose time. But when trust breaks, people disengage. India's digital journey has been bold and visionary. Now, it's time to ensure that the quality of that vision matches its scale. Software quality isn't just about writing better code—it's about honoring the public's faith in technology.

Digi Yatra to expand to 15 more airports in India, says Siddharth Verma

Digi Yatra, an initiative co-ordinated by the civil aviation ministry to ensure seamless travel for passengers from the airport gates to boarding a flight, will be available in 15 more airports this fiscal, Siddharth Verma, head of IT operations at Digi Yatra Foundation, said. "All the metros are done and all the big airports are done. So now we are left with the smaller airports where the ministry evaluates if there is a need at all or not. Because at times you don't need such solutions if the volume is very low, or there is just one gate," he told Business Standard. Five of the new airports include Mangalore, Trivandrum, Srinagar, Chandigarh, and Nagpur. The rest are managed by the Airports Authority of India (AAI), whose infrastructure is ready but where technology integration is still under way. India has 24 of its major airports covered under Digi Yatra, covering nearly 90 per cent of outbound passenger traffic, Verma added. The upcoming airports in Navi Mumbai and Noida are not part of the 15, he clarified. Digi Yatra's technology, launched in 2022, has revolutionised travel across Indian airports through the implementation of self-sovereign identity or decentralised ID, which allows users to control their online information. Authentication is done through two documents: the Aadhaar and the boarding pass. To date, the app has been downloaded 14 million times and has facilitated more than 56 million journeys across Indian airports. 'It should be like a walk in the park, a kind of experience where nobody should ask for your documents. You just show your face and keep walking through the touchpoints seamlessly and don't have to exchange your documents with anyone.' The Digi Yatra app is linked with the UIDAI ecosystem. When a passenger downloads the app, fills in the required details — including the Aadhaar number — and receives an OTP to authenticate, UIDAI sends the Aadhaar details to the phone. 'Then your proof of presence is established by taking your selfie and matching it with the image on your Aadhaar. These two must match. We then create a verified credential (VC), which is like a digital photocopy with a digital stamp called proof value. This proof value, along with the ID document, is stored in the Digi Yatra wallet on the user's phone until it is deleted by the user.' Even with Aadhaar, Digi Yatra follows what Verma terms data minimisation. Only the passenger's name, gender, date of birth, and masked Aadhaar number are taken. 'Your address is not pulled because it is not required for this use case. Privacy by design means data minimisation must be embedded at the core.' The second step involves uploading the boarding pass. The technology pulls data from the QR code, including date of travel, name, seat number, PNR, origin, destination, and sequence number. 'When you link your boarding pass, we match the name linked earlier from your Aadhaar with the name on the boarding pass. If these match, along with the real-time facial image clicked at the airport, the gate opens. All this happens automatically. There is no human intervention,' Verma explains. Asked about data security concerns, he said data shared with the origin airport is deleted from Digi Yatra's biometric gallery within 24 hours of flight departure. 'The data becomes instantly obsolete. That's how the architecture is designed. Airports also cannot retain the data as per policy.' Digi Yatra also conducts annual audits at the enabled airports to ensure compliance with these policy guidelines and verify that systemic scripts are in place. 'Some airports delete it within four hours, some within five. Others delete it as per the policy required by the CISF and other security agencies.'

Mumbai: Paytm has introduced personalised UPI IDs aimed at enhancing user privacy by allowing payments without revealing mobile numbers. The feature enables users to create handles such as name@ptyes or name@ptaxis and is currently supported by Yes Bank and Axis Bank, with plans to extend it to other banking partners. The new UPI ID system allows individuals to send and receive money without disclosing their phone numbers, addressing concerns about personal data exposure in digital transactions. According to the company, this update offers a more secure and flexible way to use UPI for everyday payments, from settling bills with delivery agents to paying vendors or shopkeepers. A Paytm spokesperson said, 'We have introduced personalised UPI IDs to offer more choice and privacy in payments. We heard the feedback from our customers who wanted to keep their mobile numbers private and built this solution to address that need.' The company said the new system is designed to deliver greater control over personal information while maintaining seamless usability. However, Chakraborty notes, 'I have closed my ears to the term 'digital transformation' because too often it's used without clarity.' Collaboration and governance: The twin pillars What stands out in Chakraborty's narrative is the emphasis on partnerships — with industry bodies, technology vendors, and regulators. 'No new technology can be done without collaboration,' he says. The fintech space, particularly in India, thrives on ecosystem-level trust and interoperability, exemplified by initiatives like UPI which required multiple stakeholders to work in unison. Extended vendor contracts, integration complexities, and regulatory compliance are not merely operational hurdles but strategic considerations that CIOs must navigate deftly. Chakraborty explains how Airtel Payments Bank works closely with NPCI, UIDAI, and hyperscalers like AWS, Google Cloud, and Azure, alongside regulatory bodies preparing for laws like the DPDP Act. Such alliances enable the bank to deploy sensitive features such as facial recognition for customer onboarding while ensuring adherence to compliance and data privacy. Artificial Intelligence (AI), too, is approached with rigorous governance. Chakraborty shares that the bank implements MLOps practices including model version control, continuous testing, and rollback capabilities to ensure auditability and reduce risks like model drift and bias. 'AI is aggressively used, but it does not replace humans. There is always a 'man in the middle',' he stresses, highlighting the balance between automation and human oversight crucial for trust in financial services. Balancing innovation with inclusion and trust For CIOs leading fintech innovation in India, the ultimate goal goes beyond technology adoption. It is about driving financial inclusion safely and sustainably. Chakraborty describes how biometric cues such as facial authentication combined with contextual fraud scoring using machine learning models have transformed risk management, enabling safer second banking accounts for underserved populations. However, the journey is not without its challenges. The reliance on multiple data sources necessitates centralised data lakes with unified customer views, while decentralised AI models must be carefully orchestrated for effectiveness and governance. There is also the ever-present need to mitigate data bias and hallucination risks through fine-tuning and restricting AI use cases. Despite these complexities, the vision remains clear: leveraging technology not as an end but as a means to deliver trust, transparency, and inclusion. As Chakraborty poignantly puts it, 'Technology partnerships, regulatory alignment, and ethical AI governance are long-lasting journeys. CIOs who embrace this holistic view will lead India's fintech future.' As the digital financial ecosystem continues to evolve at a breakneck pace, CIOs must play a more decisive role not just in tech adoption but in shaping the very frameworks of trust, security, and long-term interoperability. For Chakraborty, the future isn't about adopting shiny new tools but ensuring the bedrock data, ethics, partnerships, and resilience is uncompromised. 'There's no shortcut to building for Bharat,' Chakraborty says. 'You need to think long-term, act collaboratively, and design for trust.'
