India on track for 500GW renewable energy by 2030, EV shift key to climate goals: MoS Harsh Malhotra

Time of India10-07-2025
New Delhi: India is aiming to achieve 500 gigawatts (GW) of renewable energy by 2030, and the push towards electric mobility will play a key role in meeting the country's climate, energy security, and economic resilience objectives, Minister of State for Road, Transport & Highways and Corporate Affairs Harsh Malhotra said on Thursday.
Speaking at the India Energy Storage Week (IESW) 2025 session on 'India's Roadmap for Vehicle Electrification' at Yashobhoomi, Delhi, the minister said, 'The transition to electric mobility is not merely a technological shift but is a national imperative to achieve climate goals, maintain economic resilience and energy security.'
He highlighted the government's support for the electric vehicle ecosystem through policies such as the
PM E-Drive
scheme and FAME-II. He also mentioned initiatives like EV retrofitting regulations and toll tax exemptions for electric vehicles aimed at making transport systems more sustainable.
Malhotra said that Multi-Modal Logistics Parks being developed by the Ministry of Road, Transport and Highways — which integrate road, rail, and warehousing — are being equipped with green energy features and EV-friendly facilities. These initiatives, he said, will help reduce logistics costs and emissions.
He called on stakeholders to develop a transport future that is 'not just electric—but safe, inclusive, and environmentally responsible,' and emphasised the need for battery storage technologies that suit India's climatic and mobility needs.
'We must recognize that battery storage technologies which are tailored to India's climate and mobility needs—will be crucial for our future,' he said, urging industry leaders to invest in R&D, manufacture locally, and adopt circular solutions like battery recycling and reuse.
Malhotra said India had witnessed remarkable industrial and business growth in the past 11 years, and this momentum is now being channelled towards achieving the 2070 Net Zero target set by Prime Minister Narendra Modi.

No U-turn yet, vehicle sales keep sliding

Agencies While two-wheeler sales fell 6.5% on-year to 1.36 million units in July this year, passenger vehicle sales declined by about 1% to 328,613 units. Total retail sales of passenger vehicles, two-wheelers, three-wheelers, tractors, and commercial vehicles in India fell 4.31% year-on-year in July to 1.96 million units, on a high base, and reflecting sluggish consumer demand. Retail sales of both passenger vehicles and two-wheelers fell during the month while commercial vehicle sales remained flat. The only exception was a double-digit increase in tractor sales, thanks to plentiful rains and robust crop sowing. Retail sales are counted as vehicle registrations. Data collated by dealers lobby group Federation of Automobile Dealers' Associations (FADA) from the VAHAN portal of the Ministry of Road, Transport and Highways (MoRTH) showed about 2 million vehicles across categories were registered in July 2024. While two-wheeler sales fell 6.5% on-year to 1.36 million units in July this year, passenger vehicle sales declined by about 1% to 328,613 units. Commercial vehicle sales were largely flat at 76,439 units last month, while three-wheelers grew 0.8% to 111,426 units. Tractors beat the subdued industry trend, posting a 11% sales increase to 88,722 units. "After three consecutive months of growth, India's auto retail sector applied the brakes in July, with overall retails declining by 4.31% YoY," said C S Vigneshwar, president, FADA. "This pullback largely stems from a high-base effect in July 2024, when an extreme heat wave was immediately followed by excessive rainfall, constraining volumes before a rebound later that month."In the two-wheeler segment, crop-sowing activity and prolonged heavy rains dampened rural footfalls more sharply than urban. Dealers are nevertheless confident of a post-monsoon uptick, with several purchase decisions deferred to August ahead of the festive season, said the passenger vehicle segment, rural markets outperformed urban. Dealer inventory is currently at around 55 days. While Maruti Suzuki kept its leadership of the domestic car market, Hyundai Motor India beat Mahindra & Mahindra to reclaim the second slot. Hyundai's retail sales stood at 43,009 units last month, ahead of M&M's 42,207 units. CV sales inched up by 0.2% in July led by some momentum in urban markets. Dealers said new-model launches, aggressive marketing support, bulk institutional orders, and timely stock availability helped drive sales. "Rural haulage demand, however, remained fragmented amid heavy rainfall, seasonal softness in cement, coal and construction logistics, and slower financier disbursements, prompting many buyers to defer purchases to the post-monsoon period," said sales grew by a robust 11%, helped by timely release of enhanced farm subsidies and favourable monsoon rains.

Inquiry panel wants FIR lodged against then Nashik Civil Hospital officials & firm for cheating govt

Nashik: A district committee led by Ashima Mittal, the then Nashik zilla parishad CEO, has uncovered irregularities amounting to Rs 11 crore in the tender process to construct a 30-bed modular ICU at Nashik Civil Hospital and a 10-bed modular ICU at Malegaon during 2021-22 and procuring of medical equipment, said Nashik civil surgeon Charudatta Shinde on Thursday. The projects were financed through Centre's Emergency Covid Response Programme-II funds. The alleged irregularities include a part payment of Rs 3.4 crore made without any provision and a payment of Rs 7.7 crore for the purchase of medical equipment — both to the same company that was not even registered with the Food and Drugs Administration. Following complaints by the then Union minister of state Bharati Pawar and Nashik Central MLA Devyani Pharande regarding the tender process, the district-level committee headed by Mittal was set up to investigate the allegations. The committee conducted its inquiry and submitted a report to the commissioner of the National Health Mission, which oversaw the construction of the ICUs. Mittal has recently been transferred to Jalna as collector. "The committee headed by the CEO in its July 23, 2025, report found that the part payment to the company was made despite there being no provisions for the same and without appropriate govt directives, for which show cause notices have to be issued to the then civil surgeon and other officials. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Meet The Lover Of Cliff Richard - Try Not To Gag Outlier Model Undo Also, the same company was engaged in the purchase of medical equipment despite not being registered with the Food and Drugs Administration and, therefore, an FIR has to be registered against it," said Charudatta Shinde. The committee noted that the company was initially awarded the construction work of the modular ICUs for Rs 9.5 crore following the tender process. However, the then commissioner of NHM questioned the work order's issuance without state approval and ordered the work to stop. A revised proposal of Rs 6.7 crore was submitted, reducing the number of cubicles instead of revising the rates. Nevertheless, the company had already received a part payment of Rs 3.4 crore. "In this case, the notice has been issued to then civil surgeon Dr Ashok Thorat and the officials concerned. Their response is expected soon," said Shinde. Additionally, the committee found that the same company supplied medical equipment worth Rs 7.7 crore through 10 different tenders without being registered with the FDA, Thane office, and had provided forged documents. "As per the reports from the FDA's Thane office, the committee has said that the company by that name is not registered. The company has provided details of another Bhiwandi-based company, which means it has forged documents and cheated govt to get the tender for supplies. Therefore, it should be blacklisted, and a criminal offence should also be registered against it. We are in the process of filing the complaint with the police," said Shinde. Dr Ashok Thorat, the then civil surgeon, said he had received the notice and would respond accordingly. "We have received the notice about the issue. We will present our say to the district committee on Monday," Dr Thorat said without commenting further. Stay updated with the latest local news from your city on Times of India (TOI). Time for action: On the RBI pausing rate cuts

The Reserve Bank of India's (RBI) Monetary Policy Committee was sensible to pause its rate cuts, as announced on Wednesday (August 6, 2025). RBI Governor Sanjay Malhotra rightly pointed out that the uncertainties surrounding tariffs are still evolving, and that the 100 bps of rate cuts implemented since February 2025 are still percolating through the system. Mr. Malhotra's statement was made before U.S. President Donald Trump approved an additional 25% tariff on imports from India, over and above the existing 25% reciprocal tariffs. However, his assessment that the matter is far from over was nevertheless accurate. India is still in the process of negotiating a Bilateral Trade Agreement with the U.S., and the final tariffs are far from decided. In the meantime, Mr. Trump has already indicated that similar additional tariffs — 'penalties' for buying oil from Russia — may be imposed on other countries as well, which will impact India's comparative advantage. Leaving room for another rate cut later in the year when things might be clearer, thus, was the sensible thing to do. The other broad reason why the pause makes sense is that it allows the RBI to see whether such monetary measures are working. A 100 bps cumulative cut in rates over the last six months is significant, and the banking system needs time to pass that on to borrowers. The Governor also pointed out that there is ample liquidity in the system, which means the banks have the money to lend. The question, however, is whether there is enough growth-related borrowing happening. RBI data show that, as of end-June, loans to purchase consumer durables had contracted about 3% compared to the previous year. Growth in housing loans slowed sharply to 9.6% from 36% a year earlier, while vehicle loans too slowed by five percentage points over the last year. In line with this subdued demand outlook, companies too seem to be slowing their borrowing. Loans to industry grew 5.5% in June 2025, down from 8.1% in June last year. Simply reducing rates, therefore, is not enough and that is something the Governor alluded to when he said stronger policy frameworks 'across domains, and not just limited to monetary policy', would be pivotal in achieving India's growth potential. The government has to intervene in a more focused manner than just increasing capital expenditure across the board. A lot can be done through tax. The Goods and Services Tax rate rationalisation, that was promised several times, is long overdue. A reduction in fuel prices in line with lower oil prices, too, will lift consumer sentiment. The RBI can, for the moment, afford to wait things out. The government does not have this luxury.
