
SFC CEO Leung: virtual assets have become a tool ‘in the race for financial supremacy'

'Virtual assets have become a tool in the race for financial supremacy,' Leung told an audience of journalists, investors and government officials at the Caixin Summer Summit in Hong Kong on Friday.
'Beyond the trading platforms we've already licensed, our next step is to bring over-the-counter (OTC) trading and custodial institutions into our regulatory perimeter,' she added.
As of January, Hong Kong had granted licences to nine virtual asset trading platforms and regulators were now turning their attention to stablecoins.
A new law will take effect on August 1 requiring all stablecoin issuers to obtain a licence from the Hong Kong Monetary Authority.
Last year, the Financial Services and the Treasury Bureau published proposals for licensing OTC virtual asset operators.
Leung said the SFC's approach to virtual assets was the same as with traditional securities.
'A virtual asset exchange is, at its heart, an exchange for trading – and it also functions as a broker,' she said. 'That's why we require all platforms and brokers under our supervision to segregate client assets, maintain transparency, manage conflicts of interest and handle all related matters appropriately.'

Hong Kong stocks posted the first back-to-back decline in two weeks on Friday after China's July economic data fell short of estimates and a raft of disappointing earnings reports weighed on sentiment. The Hang Seng Index fell 1.2 per cent to 25,216.09 as of 10.23am local time, extending a 0.4 per cent decline on Thursday. The Hang Seng Tech Index dropped 1 per cent. On the mainland, the CSI 300 Index and the Shanghai Composite Index both added 0.3 per cent. E-commerce operator tumbled 3.4 per cent to HK$120.80 after second-quarter net income dropped 51 per cent from a year earlier, reflecting the fallout of a price war in the industry. Geely Automobile Holdings slid 2.9 per cent to HK$18.40 after profit dropped 14 per cent in the first half. Data on industrial output, retail sales and fixed-asset investments released by the statistics bureau on Friday all fell short of economists' projections. A separate report released earlier also showed that a decline in property prices continued in July. 'Economic momentum is weakening, despite strong export growth,' said Zhang Zhiwei, chief economist at Pinpoint Asset Management in Hong Kong. However, he said the gross domestic product grew faster than the full-year target of 5 per cent in the first half of the year, so the government could tolerate a moderate slowdown in the second half.

Concert tickets, electronics among top items used in scams in Hong Kong: Carousell
Concert tickets and electronics are among the most common products detected in trading scams by online marketplace Carousell, the platform has said, as it rolled out new measures to better protect users in Hong Kong. Advertisement Randy Kuo, Carousell's senior business manager, said on Thursday that the company identified five of the most common scam types in Hong Kong in 2024, with those involving concert tickets being ranked No 1. 'The entertainment industry is very vibrant now. We see some malicious individuals who sell tickets at low prices to attract people who want to buy them. In reality, they may not have the tickets at all, or they have created fake tickets,' Kuo said. Other common scams included counterfeit deceptions in which fake items were sold as genuine at 'too-good-to-be-true prices', she said. Electronic gadget and gaming scams were also prevalent, in which fraudsters sold items such as game accessories, consoles or virtual items that were never delivered after receiving payments.
