The Second Meeting of the Fourth Session of Malaysia's 15th Parliament begins on Monday and will run until August 28. The main focus of this sitting is the tabling of the 13th Malaysia Plan (MP13), a key policy document that outlines the country's development direction from 2026 to 2030. Dewan Rakyat Speaker Tan Sri Johari Abdul confirmed that the Prime Minister and Minister of Finance, Datuk Seri Anwar Ibrahim, is scheduled to present the MP13 on 31 July, during the second week of the sitting. This will be the first Malaysia Plan introduced under the current MADANI Government and Anwar's leadership as the 10th Prime Minister. Anwar has previously stated that the MP13 is aimed at economically empowering the people by raising incomes and implementing inclusive, sustainable structural reforms. The plan also aims to improve governance and the efficiency of public service delivery. Key focus areas include regional equity, human capital development, and policy reforms to increase Malaysia's global competitiveness, in line with the MADANI Malaysia principles. Tan Sri Johari said Parliament would allocate sufficient time for MPs to thoroughly debate the contents of MP13. He urged all elected representatives to engage in professional, substantive discussions and to avoid excessive politicisation of the debate. 'We want the debate to remain focused and constructive,' Johari told Bernama in an exclusive interview. 'MPs should use the time to propose ideas that may have been overlooked by the government—that is their role.' According to the Dewan Rakyat calendar, the debate on MP13 will span eight days from August 4, followed by ministerial winding-up speeches over four days starting August 18. This session is expected to feature a lively and comprehensive policy debate, especially as it precedes the tabling of the 2026 Budget scheduled for October. Besides MP13, this session will also see debates and presentations of various important bills concerning institutional reform, government governance, public services, and the welfare of the people. Johari noted ongoing efforts to reform Parliament under the Parliamentary Services Act 2025, recently approved by the King, with particular attention to strengthening the role of Special Select Committees comprised of both government and opposition MPs. Johari stressed the importance of these Committees, noting that their decisions represent the collective interests of the people rather than partisan views. Regarding the recent resignations of Pandan MP Datuk Seri Rafizi Ramli and Setiawangsa MP Nik Nazmi Nik Ahmad from the Cabinet, Johari confirmed they will be relocated to the government backbenchers' area. BUKIT MERTAJAM: Prime Minister Datuk Seri Anwar Ibrahim said Malaysia still has time to negotiate with the United States (US) over the recently imposed 25 per cent import tariff. In recent negotiations between the Indonesian government and the US, the tariff imposed on Indonesia was reportedly reduced from 30 per cent to 19 per cent, he said. Anwar is on a one-day visit to Penang. The prime minister said Malaysia would enter negotiations with several conditions to ensure positive outcomes. "At the moment, the global economy is in a fragile state, including challenges such as tariff hikes under US President Donald Trump. We (Malaysia) have until early August to make a decision (to begin negotiations) using a different approach. "Indonesia negotiated its rate down from 30 per cent to 19 per cent. Last week it was reported that Thailand's tariff remains at 30 per cent, and Cambodia's is still at 40 per cent. "We are still negotiating, but there are several conditions we have firmly stated," he said in his speech at Universiti Teknologi MARA (UiTM), Penang branch here today. Also present were Education Minister Fadhlina Sidek, Penang Deputy Chief Minister Datuk Dr Mohamad Abdul Hamid and Penang Bumiputera Development Council chairman Tan Sri Khalid Ramli. It was reported that Malaysia was ramping up discussions with the US on the 25 per cent tariff, as it sought to resolve key tariff and non-tariff issues ahead of a looming Aug 1 deadline. Investment, Trade and Industry Minister Tengku Datuk Seri Zafrul Abdul Aziz said the ministry had a productive engagement with the US Trade Representative and was now working to identify areas where both parties can reach an agreement. Roslan referred to Prof Wong Chin Huat's article in Sinar Harian in which he urges support for Anwar. PAS is seizing on the judicial crisis fiasco to rally its supporters and the wider public ahead of the planned mass protest on July 26 at Dataran Merdeka. The party hopes that a large turnout will drive home their message: that Anwar's leadership is losing public support. On the other hand, backing the PAS move, Roslan said Anwar has failed to fulfil election promises and his reform agenda was merely to gain power, as issues like corruption, cronyism, and rising living costs remain unresolved. Roslan stated that people have lost faith in Anwar and pledged support for the upcoming protest, declaring it the true voice of the people demanding leadership change. He made these remarks in response to Prof Wong Chin Huat's warning that if Anwar fails to implement governance reforms, such as ensuring judicial independence, he risks losing public support to Perikatan Nasional, which is portraying itself as a cleaner and more credible alternative. Wong suggested tightening the JAC Act so judge appointments are truly determined by the JAC, not by the PM. He frames the PM's role as similar to a 'postman' conveying recommendations to the King, which would not diminish his dignity but instead uphold judicial freedom under Anwar's Madani government. He further highlighted that Anwar's daughter, Nurul Izzah's presence at the Bar Council's 'March for Justice' signals that Anwar might be ready to reinforce judicial integrity. Prof Wong ends by urging Anwar's loyalists to listen to reform voices within his coalition, like Datuk Seri Rafizi Ramli, instead of attacking them, concluding: 'If you love Anwar, then help him raise the flag of reform high and proud.
