Ghose commission violated CoI Act, deprived KCR and others of presenting arguments: former MP Vinod Kumar

The Hindu2 days ago
Senior Bharat Rashtra Samithi (BRS) leader and former MP G. Vinod Kumar has taken strong exception to the PC Ghose Commission for blaming former Chief Minister K. Chandrasekhar Rao for the irregularities and illegalities in the execution of the Kaleshwaram Lift Irrigation Project (KLIP), stating that KCR and his Cabinet members had been deprived of the opportunity to present his arguments before the Commission.
Citing Section 8C of the Commissions of Inquiry Act, 1952, which gives the right of cross-examination and representation by a legal practitioner, Mr. Rao said that the former Chief Minister KCR or the then Irrigation Minister T. Harish Rao had not been allowed to present their arguments to place the facts before the Commission.
With regard to the Commission's observations that Medigadda was constructed against the advice of the Expert Committee constituted in January 2015, Mr. Vinod Kumar said that the advice was given in the initial report. 'But to compensate for that, it was decided to construct Annaram and Sundilla upstream barrages across the Godavari River as part of the project, as they would supplement the water needs of the KLIP,' he claimed.

Harish calls Congress BC dharna in Delhi a flop show

Bharat Rashtra Samithi (BRS) senior leader and former minister T. Harish Rao has criticised the Congress protest in Delhi demanding 42% reservation for the Backward Classes (BCs), calling it an insincere attempt. He also termed the protest a 'flop show' with neither Rahul Gandhi nor Mallikarjun Kharge attending. He also added that the protest exposed the Congress's indifference towards BCs and a lack of public trust in Chief Minister A. Revanth Reddy. In a statement, Mr. Rao also highlighted contradictions within the Congress narrative, noting that while Mr. Revanth Reddy emphasised the demand for 42% BC quota is specific to Telangana, Mr. Rahul Gandhi tweeted that the struggle is for the entire nation. 'The mismatch speaks volumes about their sincerity,' he said, adding that people are noticing the Congress's double standards.

BJP president questions govt. for not acting against politicians, contractors responsible for Kaleshwaram project lapses

The BJP has claimed that the Justice P.C. Ghosh Commission appointed to probe into the controversial Kaleshwaram lift irrigation scheme had revealed only a 'few facts', hence it warranted a full fledged investigation by the CBI to ferret out the entire truth, on Wednesday. Telangana State party president and former MLC N. Ramchander Rao also questioned why the Congress government has not arrested 'politicians' and 'contractors' involved in the project construction and maintenance lapses after arresting 'some officials' only. 'It is because of a nexus between the ruling Congress and BRS' he asked, while addressing the media at Sirpur Kagaznagar in Komaram Bheem Asifabad district as part of his ongoing tour. Mr. Rao has asserted that the party has never opposed projects that benefits the farmers but had opposed the corruption in Kaleshwaram project. The BRS leaders, including former Chief Minister K. Chandrasekhar Rao and family, had used the project as an 'ATM' and misused thousands of crores of rupees, he alleged. Poor quality of construction has led to cracks in the Medigadda barrage and other works. The National Dam Safety Authority (NDSA) had clearly pointed out to the design flaws and quality deficiencies, said the BJP leader. The former MLC also wanted the State government to consider construction of a separate project at the confluence of Wardha and Wainganga rivers near Tummadihatti to solve the water shortage of the region and irrigate about 2.5 lakh acres. If the Congress government prepares a detailed project report (DPR) and sends the same to the Central government for approval, there would be total cooperation, he said. The BJP leader said the Congress government is no different from the previous regime and has been diverting the funds disbursed by the Centre for development of villages for other purposes. The Centre is prepared to approve an airport in Asifabad district if the State government provides the land, he assured and explained that national highway projects worth ₹3,900 crore have been initiated in the area. Replying to a question on 'Operation Akarsh' the BJP chief said politicians are 'voluntarily' approaching the party since they consider it to be the only alternative in Telangana.

Nagaland against separate Constitutional Article for ENPO demand

Kohima, The Nagaland government on Wednesday strongly opposed the Centre's proposal to grant a separate constitutional provision — potentially under Article 370 — for the proposed Frontier Nagaland Territorial Authority , calling it a move that would "amount to territorial bifurcation of the state". Nagaland against separate Constitutional Article for ENPO demand Addressing a press conference in Kohima following the state cabinet meeting, Minister for Power and Parliamentary Affairs and Government Spokesperson K G Kenye said that while the state supports the demand for administrative, financial, and judicial autonomy for the Eastern region, it is firmly against the creation of any separate political identity that severs its constitutional and territorial link with Nagaland. "The state government is not opposed to autonomy as per the original demand of the Eastern Nagaland People's Organisation , but we will not support any arrangement that detaches the region through a separate constitutional article," Kenye stated. He said the Centre's proposal to place the FNTA under a new constitutional article, akin to Article 370, has raised serious concerns. Instead, the state government proposes an arrangement under Article 371A, similar to the autonomous councils in Assam under Article 371B, he said, adding that the state cabinet also flagged suggestions such as granting voting rights to ex officio members in regional councils as unconstitutional. A Nagaland Cabinet delegation is scheduled to visit New Delhi after Independence Day to present the state's stand before the Union Home Ministry, Kenye said. The state government has also decided to review its 48-year-old job reservation policy in response to increasing pressure from both backward and non-backward tribes in the state. While five major tribes have demanded a revision, other backward tribes are calling for its continuation. Citing official data, Kenye said, "Five non-backward tribes currently occupy 64 per cent of government jobs, whereas ten backward tribes hold only 34 per cent". However, to address this imbalance, the government will constitute a Reservation Review Commission, led by a retired senior government official. The Commission will include one official each from the Personnel and Administrative Reforms Department and Law and Justice Department, the Home Commissioner, along with a representative each from the Central Nagaland Tribes Council , ENPO, and Tenyimi Union. The Commission is tasked to submit its report within six months from the day it would be formally appointed, but the implementation of the reforms may coincide with the caste-based census scheduled by the Centre in January 2026, the minister said. On the Inner Line Permit regime, Kenye said the state has operationalised a comprehensive legal framework under the Citizenship Amendment Act, 2019, moving beyond the earlier system that relied only on executive orders. Particular focus has been laid on border districts like Dimapur, Chumoukedima, and Niuland, where unregulated migration following eviction drives in Assam has sparked concern. A government sub-committee has been formed to classify migrant categories and chalk out enforcement strategies. While acknowledging the proactive role of civil society, village councils, and student bodies in maintaining vigil within their jurisdiction, Kenye urged them not to take the law into their own hands, but to support law enforcement in regulating the ILP.
