Explained: How Maldives went from ‘India Out' to inviting PM Modi for Independence Day

Mint25-07-2025
Prime Minister Narendra Modi begins his two-day state visit to the Maldives today at the invitation of Maldivian President Mohamed Muizzu. This marks his third visit to the island nation and the first by a head of government during the tenure of Maldivian President Mohamed Muizzu.
The visit is expected to deepen the growing partnership between India and the Maldives, especially under the framework of the India-Maldives Joint Vision for a Comprehensive Economic and Maritime Security Partnership, adopted during President Muizzu's visit to India in October 2024.
PM Modi's visit to the island nation marks a significant shift in India-Maldives relations, especially since President Muizzu became President of the island nation in September 2023.
Since taking office, the Maldives under Muizzu adopted a policy aimed at strengthening relations with China and in a way reducing dependence on India. This approach was influenced by Muizzu and his party's 'India Out' campaign, domestic politics, and pro-China tilt, according to experts.
However, in recent years, bilateral ties have been reset through what experts call a pragmatic approach. 'Given the new complexities and necessities, both India and the Maldives are employing pragmatism, emphasis on quality, and non-partisanship to shape the course of the relationship,' wrote Aditya Gowdara Shivamurthy in a recent piece. Shivamurthy is an Associate Fellow with the Strategic Studies Programme at the Observer Research Foundation (ORF).
Union Cabinet Minister Kiren Rijiju had attended Muizzu's oath-taking in September 2023. Soon after taking office, Muizzu visited Turkey in December 2023 and China in January 2024. This was a departure from the tradition of the new Maldivian presidents visiting India first after taking office.
In December 2023, Modi met Muizzu in the United Arab Emirates (UAE) on the sidelines of the COP-28 summit. Also, India responded positively to Muizzu's request to withdraw troops. External Affairs Minister S Jaishankar met his Maldivian counterpart on the sidelines of the Non-Aligned Movement (NAM) summit in January 2024. This despite derogatory remarks by some Maldivian ministers against Modi and Muizzu, labelling India a 'bully'.
'Despite provocations, India continued to engage. It understood domestic compulsions of Muizzu's demands and replaced its 76 troops with technicians in May 2024, overcoming their biggest bilateral hurdle," Shivamurthy wrote.
In Budget 2025, India's aid to Maldives was increased by ₹ 120 crore compared to last year's allocation. The government promised a grant of ₹ 600 crore to Maldives—an increase of 27 per cent from ₹ 400 crore allotted last year.
The replacement of troops, the ruling People's National Congress (PNC)'s super-majority in parliament following the April 2024 elections, the dire economic situation at home, and underwhelming support from China, nudged the Maldives to separate politics from geopolitics, writes Shivamurthy.
In May 2024, Maldives Foreign Minister Moosa Zameer visited India to mend ties and seek economic assistance, he points out. The visit paved the way for further high-level engagements and honest conversations.
President Muizzu visited India in October 2024. The five-day visit culminated in the adoption of the 'Vision for Comprehensive Economic and Maritime Security Partnership.'
'The Maldives will not do anything that would harm India's security interests. We value India's role as a close neighbour and friend,' President Muizzu said during the visit, marking a sharp departure from his earlier 'India-Out' campaign.
Economic considerations also played a pivotal role in this diplomatic recalibration, according to experts. India also rolled over three Treasury Bills worth US$150 million and offered currency swaps worth US$750 million to sustain the Maldivian economy.
In April 2025, India approved the highest-ever quotas for essential goods exports to the Maldives, reaffirming its commitment to the welfare of its maritime neighbour.
Trade between the two nations has grown substantially-from crossing the USD 300 million mark in 2021 to exceeding USD 500 million in 2022.
In 2023, bilateral trade stood at USD 548 million. This surge was driven by the launch of a dedicated cargo vessel service in September 2020 and several Lines of Credit (LoC) projects initiated since 2021. Visa-free access for Indian business travellers, granted in February 2022, further encouraged commercial engagement.
Earlier this week, Foreign Secretary Vikram Misri attributed the turnaround in the relationship to India's hard work on ties with the island nation.
According to Imran Khurshid, a visiting research fellow at the International Centre for Peace Studies in New Delhi, PM Modi is directly responsible for this diplomatic transformation.
'Faced with political hostility and personal criticism, he chose to remain committed to a pragmatic, forward-looking foreign policy. Rather than retaliating, Modi's approach emphasised engagement, development cooperation, and people-to-people ties—hallmarks of a mature global leader,' Khurshid wrote in a recent piece.
As things stand, the Muizzu government has distanced its domestic politics from foreign policy and, according to experts, reached a compromise with India by agreeing to replace Indian troops with technicians instead of a complete withdrawal.
In May 2024, 76 Indian military personnel were replaced by civilian personnel sent by Hindustan Aeronautics Limited (HAL).
Additionally, the Maldives shifted one of its Chinese agriculture projects, after India relayed its concerns about Chinese projects near the India-funded Uthuru Thila Falhu (UTF) harbour. Shivamurthy pointed out that India understands the Maldives' domestic compulsions and has tolerated its agency and right to engage with other countries.
Historically, the Maldivian Democratic Party (MDP), first political party of Maldives the island nation's democratic transition in 2008, has had a cordial relationship with India. The PNC has, however, fostered good relations with China.
However, as Muizzu replaced his partisan policy with a pragmatic one, he has assuaged New Delhi's concerns by respecting its sensitivities. And in return, he has secured the much-needed economic assistance and cooperation, writes Shivamurthy.

Reforms in last 11 years led to transparent, sensitive, citizen-centric governance: PM Modi

NEW DELHI: Prime Minister Narendra Modi on Wednesday said that sweeping reforms introduced by his government over the past 11 years have transformed India's governance model into one that is transparent, sensitive, and citizen-centric. Citing the success of the JAM (Jan Dhan, Aadhaar, and Mobile) trinity, Modi said that the initiative had plugged massive leakages in welfare schemes and prevented the theft of over Rs 4.30 lakh crore that was allegedly being siphoned off through 10 lakh fake beneficiaries under previous regimes. "Approximately 10 crore beneficiaries listed under various schemes such as the ration card, gas subsidy, and scholarships were found to be nonexistent. These individuals, who never actually existed, were being used by previous governments to funnel money to middlemen. However, these 10 crore fake names have now been removed from the list of beneficiaries by the incumbent government. According to an estimate, this cleanup has resulted in savings of over Rs 4.30 lakh crore, which would have otherwise gone into the wrong hands. Imagine theft of Rs 4.30 lakh crore. Now, this amount is being used for the development of this country," the prime minister said. PM Modi was speaking at an event at Kartavya Path after inaugurating Kartavya Bhavan (Common Central Secretariat Building) 3, the first of the 10 state-of-the-art Central government office complexes planned as part of the Central Vista redevelopment plan. These blocks will house offices of all ministries and associated departments, presently functioning from Shastri Bhawan, Krishi Bhawan, Udyog Bhawan, Nirman Bhawan, North and South Blocks and other buildings located at different locations.

Shinde meets Modi, targets Uddhav on INDIA bloc talks as both Sena chiefs signal national alignments

In what is being seen as symbolism and political posturing, Maharashtra Deputy Chief Minister and Shiv Sena chief Eknath Shinde on Wednesday met Prime Minister Narendra Modi and Union Home Minister Amit Shah in New Delhi and reaffirmed his party's ties with the BJP-led National Democratic Alliance (NDA). At a time when Shiv Sena (UBT) president Uddhav Thackeray was also in New Delhi, Shinde attacked the former for aligning with the INDIA bloc and exploring a tie-up with the MNS ahead of civic body polls. While Shinde and his family met PM Modi at the latter's official residence, Uddhav and his son Aaditya Thackeray were in the national capital scheduled to attend an INDIA bloc meeting on Thursday. The presence of both Sena chiefs in Delhi — with each meeting their respective alliance partners — served as a clear reflection of their sharpening political identities and positioning at the national level. Sources also confirmed that Shinde had a closed-door 30-minute meeting with PM Modi without aides, during which state-related issues and electoral strategy were discussed. 'We took the path of Lok Kalyan Marg shown by Balasaheb, they went to 10 Janpath,' Shinde said after meeting the PM. 'That clearly shows who is following Balasaheb Thackeray's ideology. People of the country are are doing things Balasaheb never approved of,' he said, launching a scathing attack on Uddhav. Shinde also emphasized that the Shiv Sena was the fourth largest ally of the NDA. He accused Uddhav of 'sailing in two boats' by holding talks with INDIA bloc leaders while simultaneously keeping the door open for an alliance with Raj Thackeray's MNS. 'Only someone who has lost confidence in himself does that. In a democracy, everyone has the right to form alliances and coalitions. However, some people, having lost the trust of the public and are trying to balance on two stones,' he said in a veiled reference to Uddhav. 'People vote for those who work; those who sit at home are kept at home by the public,' he said. 'When Veer Savarkar was being insulted, they remained silent because they abandoned Hindutva,' Shinde said. Taking another swipe, he added, 'Shiv Sena is a party for public welfare, while their group is a private limited company.' During the meeting with PM, Shinde, accompanied by his wife Lata Shinde, son and MP Dr Shrikant Shinde, and daughter-in-law Vrushali Shinde, presented PM Modi with a specially commissioned painting of Lord Mahadev, crafted by acclaimed artist Kishor Nandivdekar. The gift, Shinde said, symbolised the successful 'Operation Sindoor' and 'Operation Mahadev', India's retaliatory strikes against the perpetrators of the Pahalgam terror attack. 'Just as Lord Mahadev vanquished evil, our armed forces under the Prime Minister's leadership eliminated the terrorists,' he said. The painting, he added, was a tribute to that national effort and resolve. Earlier in the day, Shinde met Union Home Minister Amit Shah and praised him for becoming the longest-serving Home Minister in the country's history. 'He fulfilled Balasaheb Thackeray's dream by abrogating Article 370, crushed terrorism through Operation Mahadev, and strengthened the cooperative sector. His leadership is decisive and efficient,' Shinde said. Reiterating his Sena's political stand, Shinde announced that the Shiv Sena will support the NDA's candidate in the upcoming vice-presidential election and contest local body polls in Maharashtra as part of the Mahayuti alliance. 'Just like we fought the Assembly elections together, we'll go into civic polls united,' he said. Shinde used the occasion to question Uddhav Thackeray's Hindutva credentials, accusing him of abandoning the ideology and remaining silent on insults to Veer Savarkar. 'They gave up Hindutva. They stayed silent when Savarkar was insulted. That's why people won't stand by them,' he said. Targeting Congress leader Rahul Gandhi, Shinde added, 'Questioning the Army's bravery, defaming India and the PM abroad, speaking the language of Pakistan — is not patriotism but love for Pakistan.' Meanwhile, Uddhav Thackeray's camp maintained its engagement with the INDIA alliance and met NCP(SP) chief Sharad Pawar in New Delhi. A day earlier, Shiv Sena (UBT) MP Priyanka Chaturvedi met PM Modi, though both sides termed it a courtesy call. Uddhav is expected to join Rahul Gandhi and other Opposition leaders for a strategy dinner ahead of the bloc's formal meeting. In a separate development, Shinde addressed public concerns over the relocation of a 36-year-old elephant named Madhuri from a Jain Math in Maharashtra to Gujarat's Vantara centre. He said the state government would file a review petition in the Supreme Court. 'The government respects public sentiment. Both Maharashtra and Vantara will be parties to the case,' he said.
