Close to 500,000 affordable houses built under 12MP as of March

PETALING JAYA: A total of 492,360 affordable houses have been built as of March 31 of this year, says Nga Kor Ming.
The Housing and Local Government Minister said that this means that Putrajaya has hit 98% of its target of constructing 500,000 affordable houses by 2025 under the 12th Malaysian Plan.
"Up to March 31 this year, the Madani government achieved 98% of its affordable housing target, with 492,360 units in various phases of construction, including completed, under construction, and in planning throughout the country.
"This commitment is implemented together by the federal government, state governments, and private developers," he said in a written Parliamentary reply dated July 31.
Meanwhile, Nga said the Housing Credit Guarantee Scheme under the Syarikat Jaminan Kredit Perumahan Bhd (SJKP) has approved guaranteed loans totalling RM20.9bil based on 88,507 applications.
"The SJKP allocations have also been increased by RM10bil this year, bringing the total allocations to RM30bil," he added.
Nga also said the government is considering expanding the rent-to-buy scheme for the people's housing programme (PPR), considering changing trends where buyers are concerned about economic stability.
"The rise in housing prices is due to various factors such as location, construction costs, infrastructure costs, land costs, compliance costs, as well as developer profits," he added.
Nga also mentioned that based on the Basic Amenities Survey report 2022 by the Statistics Department, 76.5% of households in Malaysia own a home, while 20.3% are renting and about 3.3% reside in quarters.
"The Ministry will continue efforts to ensure each resident has access to affordable, quality, and conducive housing," added Nga.
Under the 13th Malaysian Plan unveiled last week, Putrajaya aims to build one million affordable housing units from 2026 to 2035.

KUALA LUMPUR: Rent arrears for Kuala Lumpur City Hall housing units have dropped to RM69 million, down from more than RM70 million previously. Minister in the Prime Minister's Department (Federal Territories) Datuk Seri Dr Zaliha Mustafa said City Hall has introduced various initiatives and measures to ensure that tenants pay their rent, resulting in a marginal reduction of RM1.09 million. "The initiatives and efforts include engagement sessions and enforcement measures such as awareness campaigns on the responsibility to pay rent, and encouraging the settlement of arrears through the 'Jom Bayar Sewa PA/PPR' campaign. "We also issue arrears reminder notices and conduct face-to-face sessions in PA/PPR areas for negotiation and settlement of outstanding payments. "In addition, City Hall officers carry handheld payment terminals during visits to units in arrears to allow tenants to make payments without needing to go to the payment counters," she said in a written reply in the Dewan Rakyat today. She was responding to a question from Fong Kui Lun (PH–Bukit Bintang) on the measures taken against City Hall housing tenants who have yet to settle the RM70 million in arrears. She added that City Hall has also introduced instalment payment schemes for tenants unable to settle arrears in full, and offered multiple payment channels beyond counter services. Dr Zaliha said they are implementing the "Task Force Culas Sewa" operation, which involves cutting the water supply to units with prolonged arrears, but only after reminders have been issued and negotiation sessions conducted. She said this action is in line with Clause 9 of the City Hall Flat Tenancy Agreement, which allows the mayor to authorise the disconnection of water supply. "In implementing these initiatives, City Hall faces challenges in gaining tenant cooperation, as turnout for face-to-face sessions has been low. "Most tenants granted instalment plans also fail to comply with their payment schedules.

PUTRAJAYA: The strategies and initiatives outlined in the 13th Malaysia Plan (MP13) will strengthen the nation's commitment to sustainable and inclusive development, in line with Malaysia's role as President of the UN‑Habitat Assembly. Housing and Local Government (KPKT) Minister Nga Kor Ming said the plan, tabled by Prime Minister Datuk Seri Anwar Ibrahim last week, reflects the Unity government's determination to chart a comprehensive, sustainable and resilient development path for the well-being of the people. He said that among the major areas of focus are the wider adoption of the Industrialised Building System (IBS) and Building Information Modelling (BIM) in the construction sector. 'This approach improves efficiency and work quality while reducing costs, minimising material wastage and speeding up project completion,' he said in a statement today, adding that wider use of IBS and BIM would also help lower construction costs, particularly for public housing projects. He said the move would support the government's target of building one million affordable homes within 10 years, in line with KPKT's commitment to providing quality, comfortable and affordable housing. In line with its aspiration to develop more inclusive cities, the ministry is also formulating strategies to expand the implementation of transit-oriented development (TOD). 'Integrating affordable housing projects with public transport systems through the TOD concept will improve access, particularly for the B40 group, to education and employment opportunities,' he said. Nga said the ministry will also continue data-driven housing planning through the development of an integrated housing information repository, and is considering requiring developers to hand over strata titles upon vacant possession to safeguard homebuyers' rights. He added that KPKT remains committed to assisting the urban hardcore poor through programmes to rebuild and repair dilapidated homes, with 4,814 units repaired and 245 new homes built in 2023 and 2024, involving an allocation of RM104.4 million. Regarding solid waste management, Nga stated that KPKT will strengthen the implementation of the circular economy to ensure more efficient and sustainable waste management. 'All these initiatives under MP13 are in line with KPKT's principle that no one is left behind or marginalised. KUALA LUMPUR: Bandar Tun Razak Member of Parliament Datuk Seri Dr Wan Azizah Wan Ismail today reached out to seven victims of the fire at the People's Housing Project (PPR) in Desa Tun Razak in Cheras, last Saturday. Dr Wan Azizah, who is also the wife of Prime Minister Datuk Seri Anwar Ibrahim, presented cash aid from the Bandar Tun Razak Parliamentary Office, the Cheras Social Welfare Department and Baitulmal to help ease the victims' burden. 'Most of the victims are tenants, with only one being a homeowner. We've already considered ways to ease their burden. Tenants will be provided with temporary housing while repairs are made to their units. 'For the unit owner, Yayasan Wilayah will step in to assist, as they still have an outstanding bank loan and the insurance does not cover the damage to the house,' he told reporters after handing over the aid at the temporary relief centre at Masjid Zaid bin Thabit in Desa Tun Razak. She also revealed that during the incident, the fire and rescue department discovered that the fire hose at the scene was missing, which delayed the firefighting efforts. Meanwhile, one of the victims, Nurhasyimah Mohd Hairizam, 23, reported an estimated loss of RM4,000 due to the fire. 'Our unit was completely ruined. Even the bed is no longer usable. I'm grateful because I've been informed that we'll be given transit housing while waiting for the repairs to be completed,' she told Bernama. Nurhasyimah said that during the 10 pm incident, she and her husband were asleep when they smelled smoke and immediately fled to safety. The fire affected units on the 13th to 17th floors of the PPR, involving seven families and a total of 25 victims. - Bernama
