13MP: New Project Management Mechanism To Be Introduced
According to the 13th Malaysia Plan (13MP) document released by the Ministry of Economy today, a group of strategic planners with specialised skills will also be established in each ministry, while a strategic planning module will be developed to enhance the competency of civil servants in development project management.
'The turnkey and design-and-build project implementation models will also be improved and expanded, with tighter cost controls. In addition, multi-purpose infrastructure projects will be prioritised under 13MP to optimise resource utilisation.
'The potential for designating part of large-scale high-rise housing areas as public facilities, such as schools and health clinics, will be explored to ensure that housing development and facility provision are implemented simultaneously and in an integrated manner,' the document stated.
The use of federal land banks will also be maximised for federal development projects through improved land management procedures, while land acquisition processes will be centralised under the Department of the Director General of Lands and Mines.
'In addition, the implementation of public interest projects such as schools and health clinics will be opened to private property developers to address the issue of idle and undeveloped land,' it said.
The implementation of public-private partnership (PPP) projects will also be further strengthened based on the Public-Private Partnership Master Plan 2030 (PIKAS 2030), with a focus on user-paid models in the provision of infrastructure and services as options for the people.
'Approval of new PPP projects involving government financial commitments will be subject to the scope and allocation limits under 13MP, while PPP governance will be strengthened, including through the introduction of specific legislation related to PPPs,' it added.
According to the document, governance reforms in the planning and implementation of government projects will enhance public financial management efficiency and reduce leakages, in line with the good governance thrust under the MADANI Economy framework.

JPNIN has been actively promoting initiatives such as the Rukun Negara Club in schools and universities, the Rukun Negara School programme, and special curriculum modules to ensure a deeper understanding of the principles. "We don't want the youth to simply memorise the principles. They must understand that 'Loyalty to the King and Country' is not just about the royal institution. It is about a commitment to the nation, respecting the law, and rejecting anything that threatens the country's well-being," Zulkifli explained. He also pointed out that the principle of 'Courtesy and Morality' extends beyond politeness in conversation. It involves ethical behavior on social media, respecting differing views, and rejecting hate culture that undermines unity. Zulkifli reminded that the responsibility of upholding national unity does not solely lie with the government. It requires the support of all sectors of society, including the private sector, non-governmental organisations, community leaders, and social media influencers.

Ringgit rises vs greenback on stronger odds of US rate cut
KUALA LUMPUR: The ringgit opened firmer against the US dollar on Friday, extending gains, after United States (US) economic data reinforced expectations of an imminent interest rate cut at the Federal Reserve's next policy meeting, an economist said. At 8 am, the local note rose to 4.2205/2405 against the greenback from Thursday's close of 4.2340/2385. Bank Muamalat Malaysia Bhd chief economist Dr Mohd Afzanizam Abdul Rashid said US initial jobless claims increased more than expected to 226,000 last week, above market forecasts of 221,000. He said the increase marked a second consecutive weekly rise, supporting views that signs of labour market weakness are emerging, even though Federal Open Market Committee members believe more data is needed before their September meeting. "Notwithstanding that, the US Dollar Index fell 0.09 per cent to 98,084 points as the odds of a September rate cut are rising,' he told Bernama. On the domestic front, Mohd Afzanizam said the ringgit could remain supported after coming under selling pressure in yesterday's afternoon session. "Expect the ringgit against the US dollar to hover around RM4.22 to RM4.23 today,' he added. The ringgit was mostly lower against a basket of major and regional currencies in early trade. It eased against the Japanese yen to 2.8750/8888 from 2.8732/8765 on Thursday and weakened against the British pound to 5.6770/7039 from 5.6596/6656. It, however, strengthened against the euro to 4.9283/9516 from 4.9411/9463. Against regional peers, the local unit was firmer. It edged up against the Singapore dollar to 3.2906/3064 from 3.2973/3013 and appreciated vis-à-vis the Thai baht to 13.0653/1346 from 13.0954/1146. The ringgit also gained against the Philippine peso to 7.39/7.44 from 7.42/7.44 and firmed versus the Indonesian rupiah to 259.1/260.4 from 259.9/260.3. - Bernama
