With Sports Bill On Cards, Will BCCI Wait And Allow Roger Binny To Continue Beyond 70?
Even though the BCCI constitution which was drafted by Justice Lodha Committee has kept the age cap of 70 for cricket's parent body but once the Sports Bill comes into effect, the BCCI as a National Sports Federation (NSF) is expected to come under its ambit.
While BCCI doesn't depend on government grants but with Indian cricket teams all set to be a part of the Los Angeles Olympics 2028, it is expected that the country's richest sporting body will adhere to the new Sports Bill.
When PTI approached sources close to Binny, it was learnt that the septuagenarian is expected to get in touch with BCCI secretary Devajit Saikia and the legal department on the way ahead for him.
So what does the Draft Sports Bill state about the Age Cap? As per Draft Bill which is in possession with PTI, on page No. 8 in Chapter II under National Sports Bodies sub clause (2) (e), the age-cap tenure rule is specified.
"A person shall not be qualified to contest election or seek, nomination to, the executive committee, unless that person complies with International Charters and Statutes and Bye-Laws relating to age and term of the executive committee: "Provided that person shall not be more than 70 years of age on the last date of the nomination for election: "Provided further that any person aged between 70 and 75 years may contest elections or seek nominations if permitted by the international charters and statutes and the bye-laws and in such case, person elected shall serve full term." If one interprets the age-clause, then in theory, if someone aged 69 years and 364 days on the date of nomination, if elected for any office bearer's post can continue his full term beyond the age of 70 once the bill comes into effect.
While Binny, on Saturday, completed 70 years, which is BCCI age-cap for any office bearer, the new Sports Bill, if it comes into effect by August can ensure that the 1983 World Cup hero back at the helm, and he can have at least another three year term if not five, obviously with a rider.
Provided that the powerful people, who run the show at the BCCI decide that Binny can be continued for another three if not five years as per new bill, if the international body (ICC in this case) doesn't have any age-cap provision, then one can continue till 75 years.
Till date, ICC charter doesn't have any age-cap rule in other sports bodies such as FIFA and IOC.
So where does it leave Shukla? Till the Bill comes into effect, the Congress Rajya Sabha MP can continue to be the interim leader even if it is not explicitly put in letter and spirit.
However in the BCCI itself, there are informal deliberations and discussions about whether to elevate Shukla for two months or quietly wait for the Sports Bill to come into effect.
There is a school of thought in the BCCI circles that president's post should preferably be carried by some former India cricketer of repute just like Sourav Ganguly or Binny.

'I think its a doctors call': Raina on 'legend' Bumrah playing 4th Test at Manchester
Birmingham [UK], July 20 (ANI): Former Indian middle-order batter Suresh Raina hailed pace spearhead Jasprit Bumrah for his performances during the ongoing series against England away from home, calling him a "legend". He also said that the pacer playing the fourth Test is down to a "doctor's call" as his workload is under management following a lengthy injury lay-off. The availability of Bumrah, who is playing only three Tests during the ongoing series against England due to workload management, will be a big talking point as the team bus heads to Manchester for the fourth Test at Old Trafford. With the series being 2-1 in favour of England, there have been reports that Bumrah could feature in the fourth Test to give India a chance to level the series. Speaking to ANI at Birmingham, where he is due to his participation in the ongoing World Championship of Legends (WCL), Raina said about Bumrah playing the fourth Test, "I think it is a doctor's call to be very honest. I know my body. I know my doctor. I know what guidelines he is giving me, how to play the game." "So I think with Bumrah, I think he is a legend. I think he knows his body. He knows his workload, how to manage himself and look at his performance at Lord's, he registered his place in the Lord's Honours Board (with a five-wicket haul)," he added. Raina said that while a little rest is important for Bumrah since he is playing Test cricket after a long injury layoff following the Border-Gavaskar Trophy against Australia earlier this year, in the next Test, the team management would like to have him in the team. "Rishabh Pant had an injury on his finger to. So it is very important for both of them (to play fourth Test). If they have to draw the series or if they have to try to win the team, then I think it will be very important for both of them to feature in the fourth Test," he added. In two Tests so far, Bumrah has taken 12 wickets at an average of 21.00, with two five-wicket hauls and is the second-highest wicket-taker so far. Bumrah has been extremely prolific over last two years or so, winning the 'Player of the Tournament' award during T20 World Cup 2024 for his 15 wickets at an average of 8.26, taking a massive 32 wickets in five Tests during a dissappointing BGT for India in late-2024 to early 2025, even winning the first Test at Perth as a captain. He finished the year 2024 with 86 international wickets in 21 matches at an average of just over 13 and five five-wicket hauls. Speaking ahead of the fourth Test, Indian assistant coach Ryan Ten Doeschate said about Bumrah as quoted by ESPNCricinfo, "We will make that call (on Bumrah) in Manchester still. We know we have got him for one of the last two Tests. It is pretty obvious that the series on the line now in Manchester so there will be a leaning towards playing him," he added. "But again, we have got to look at all the factors: how many days of cricket are we going to get up there, what do we feel is our best chance of winning that game, and then how that fits in together with The Oval. Speaking on Pant, Ten Doeschate sounded hopeful, "He (Pant) will bat in Manchester before the Test. Look, I do not think you are going to keep Rishabh out of the Test no matter what. Who is ‘Neha' aka Abdul Kalam? Bangladeshi national who lived as transgender in India for decades arrested in Bhopal
The Bhopal Police arrested a Bangladeshi man, Abdul Kalam, who was living in India under the alias Neha for decades. He was held in the intervening night between Monday and Tuesday, during a crackdown on illegal migrants. According to several reports, Abdul Kalam, who is aged around 30-32 years presently, was arrested in Bhopal. He was living as transgender woman, Neha. Sources told India Today TV that Abdul entered India at the age of 10 and spent nearly 20 years in Mumbai before moving to Bhopal. He had been living in Bhopal for the past 10 years under the assumed identity of Neha Kinnar, the New Indian Express (TNIE) reported. Sources revealed that Abdul had reportedly maintained the identity of a transgender woman for years in Bhopal to avoid detection by local authorities. He was widely known as "Neha Kinnar" in the locality where he was staying. Acting on specific intelligence inputs from a specialised unit tracking foreign nationals residing illegally in the state, Abdul Kalam alias Neha Kinnar was traced to the Mangalwara locality in old Bhopal. A senior Bhopal police official told TNIE, 'The third gender individual was recently traced and has since then been questioned by a dedicated team of cops.' Abdul has been placed under 30-day detention while the authorities initiate formal deportation procedures, India Today reported. As per TNIE sources, the process of Abdul Kalam aka Neha Kinnar's deportation to Bangladesh is likely to start over the next few days, once the entire probe about the 10-year-long illegal stay in Bhopal is over. Bhopal police found that Abdul had constructed a false identity as an Indian citizen after forging documents including an Aadhaar card, voter ID, and even a passport. According to TNIE, Abdul Kalam managed to get the new identity of Neha Kinnar by getting various identity proof documents to give legal sanctity to the false identity. However, it remains unclear whether these documents were procured in Madhya Pradesh or elsewhere to legally him as an Indian citizen. It's alleged that Abdul had made multiple visits to Bangladesh during his decades-long stay using the forged Indian passport. Police official Shalini Dixit told India Today, 'We received credible information through a confidential informant, which led to his identification and subsequent arrest.' Initial questioning revealed that Abdul Kalam has lived in various parts of the country, including West Bengal, Assam, Maharashtra and MP. "He has been residing in Bhopal for nearly a decade, but prior to that, he lived in Maharashtra. During this time, he had also returned to Bangladesh, which he managed to do using forged Indian credentials," Dixit added. The official said the investigation is ongoing, and "we are closely coordinating with central agencies." According to India Today report, police are preparing to conduct a gender verification test to determine whether 'Neha' is biologically transgender or has been disguising himself as one to conceal his identity.
