Jaipur: Education minister Madan Dilawar has asked all MLAs in state to recommend up to 70 names for teacher transfers from their constituencies, triggering controversy and drawing objections from govt school-teachers.
However, the initiative appears to contradict a department of personnel circular issued in May 2000. The circular explicitly warns that seeking political influence for service-related matters amounts to misconduct. It cites Rule 24 of the Rajasthan Civil Services (Conduct) Rules, 1971, which prohibits govt employees from exerting political pressure on superiors.
Teachers and critics argue that the process undermines transparency and violates established norms.
Some MLAs have publicly directed teachers via social media and official notices to appear with Aadhaar cards at designated spots by June 13.
Several Rajasthan MLAs, including Sapotra MLA Hansraj Meena, have invited applications for teacher and staff transfers via social media, sparking concerns over transparency and rule violations. Karauli MLA Darshan Singh Gurjar and Dausa MLA Rambilas Meena also issued similar calls through social media or official letters.
The move has drawn criticism from teacher associations. Vipin Prakash Sharma, president of Rajasthan Primary and Secondary Teachers Association, said, "The govt promised a transparent transfer policy in its manifesto, but this is the first time political leaders are inviting applications from employees through social media. The Supreme Court has directed the Election Commission to publish a district-wise list of around 65 lakh voters whose names were deleted from the draft electoral roll after the special intensive revision exercise in Bihar. The court directed the list be published on the websites of the state's district and chief electoral officers. A bench headed by Justice Surya Kant also told the panel to specify that those who submit claims for inclusion in the list can furnish Aadhaar cards. Besides, the court said the poll body must provide the reason for each deletion. Sharing this will improve 'voter confidence' in the institution, the Supreme Court added. The Karnataka government has set the ball rolling for the second socio-educational survey of the State's population to identify the status of the backward classes, with an order issued to this effect on Wednesday. Importantly, the linking of the Aadhaar of all people above the age of six being enumerated with the survey has been made mandatory. Employing teachers While the deployment of teachers for the enumeration work has become a bone of contention, with Minister for School Education and Literacy Madhu Bangarappa voicing his opposition, the State government has asked officials, teachers, and others to work under the supervision of the Karnataka State Commission for Backward Classes. The survey, the order said, will be conducted digitally, and the required digital support will be given by the e-Governance Department. On the lines of SC survey One of the important aspects of the survey is linking Aadhaar of the individual above the age of six to the survey. A similar method had been implemented in the survey on Scheduled Castes population conducted by the H.N. Nagamohan Das Commission. The Aadhaar linkage is expected to make the survey more robust and accountable. In the first survey conducted by the H. Kantharaj Commission in 2015, the Aadhaar of the persons had not been linked, and caste groups, which were opposed to the findings, attacked the survey as 'unscientific' and error-prone. The government has asked the commission to utilise publicly available electoral rolls on the lines of the survey of Scheduled Castes. The Congress government, in June, announced re-enumeration of caste data in Karnataka to address concerns of some communities who complained of being left out of the survey that was conducted 10 years ago.

NEW DELHI: The opposition on Thursday hailed Supreme Court 's decision to direct the Election Commission to display the names of voters omitted from the voter list of poll-bound Bihar after special intensive revision. Hours after the top court told the poll body to display the names on its website, Congress said that the interim order is a "ray of hope" in a "long battle to save the republic." "The Supreme Court today protected the Constitution of India with its clear, firm, and bold decision," Congress leader Jairam Ramesh wrote on X. "There is a long battle to save our republic from the conspiracies of the Prime Minister and those beating the drum for him, but the Supreme Court's decision today in the Bihar SIR case is a ray of hope. This is the first major step," he added. Congress leader KC Venugopal also hailed the interim order, saying that the ruling is a huge message for the "Vote Chors who tried to use the SIR to distort the electoral process in Bihar." "We were not opposing SIR from the beginning, but rather the process and the information that the Election Commission was trying to hide, which was the basis of our opposition... It has been ordered that the Aadhaar card will be recognised. Additionally, the list of the 65 lakh voters whose names were removed will be displayed at the booth level, along with the reasons provided. Thirdly, advertisements will be issued to inform people about this," he added. Earlier in the day, a bench of justices Surya Kant and Joymala Bagchi directed the Election Commission to publish details of 65 lakh voters removed from the electoral rolls after the special intensive revision in poll-bound Bihar. The top court asked the poll body to display printed booth-wise lists of deleted voters, along with reasons for their deletion, at panchayat and block development offices. The top court also directed the poll body to accept Aadhaar card as an acceptable document for establishing identity. "Your list of 11 documents seems citizen-friendly, but Aadhaar and EPIC are readily notice can say that those who have not submitted so far, they can submit their Aadhaar and EPIC also," Justice Bagchi said. Opposition parties have strongly opposed the ongoing SIR exercise in Bihar, warning it could result in the disenfranchisement of many voters.
