320 Years Before the Muppets, the English Took Manhattan

The British are coming.
Specifically, Col. Richard Nicolls — fought in France, jailed by Cromwell, partied with the Duke of York — is sailing in to take New Amsterdam from the Dutch.
Rushing around the southern tip of Manhattan, scrambling to save his village, is Peter Stuyvesant, a Dutch West India Company company man whose employment history includes getting a leg sawed off after a Caribbean battle and heading north to run the trading post at the mouth of the Hudson.
We know who is going to wind up with the island in 1664 — we're not sitting around eating stroopwafels here — but in 'Taking Manhattan,' Russell Short tells the story beautifully, and makes a compelling case for its enduring importance.
There were two takings, really, and they came one right after the other: The Dutch took Manhattan from the Indigenous Lenape in 1626, then the British took it from the Dutch 38 years later.
The second taking is the heart of this book. The British, rebounding from decades of infighting (the beheading of Charles I, Cromwell's rule, the Restoration), wanted to extend their North American land grab. The Dutch had claimed territory from present-day Albany to Delaware, and the center of the action, then as now, was Manhattan.
The Dutch West India Company had set up shop on the island to ship beaver pelts across the Atlantic, and the village that sprang up was, in Shorto's telling, fundamentally Dutch — wildly capitalistic and also, in a circumscribed, relative way, unusually tolerant for its time.
In an age of monarchies, the Dutch had formed a new republic in Europe. The agreement that unified the country in 1579 had specified that 'no one shall be investigated or persecuted because of his religion,' a radical position that other countries thought was a terrible idea. This freedom extended to New Amsterdam, and it drew hustlers from all over Europe — immigrants who transformed the colony from a regional office of the West India Company into a cosmopolitan village that seeded the modern metropolis. As Shorto puts it, 'New York was New York even before it was New York.'
This was, more or less, the argument Shorto made 21 years ago in 'The Island at the Center of the World,' his book about Dutch Manhattan that became a minor classic among popular New York histories and a perennial player in stoop giveaway piles. The new book is more reboot than sequel; it covers similar literal and figurative ground. But in 'Taking Manhattan,' Shorto draws on recent scholarship to describe the lives of ordinary people largely left out of the earlier book, reminding us that a city built on commerce led to freedom for some and horrifying exploitation of others.
Dorothea Angola, Shorto tells us, arrived in New Amsterdam enslaved, possibly in 1627. She married and had children, and in 1644, her husband petitioned the Dutch West India Company for the couple's freedom, which was granted. Soon after, they were given a six-acre tract to farm in what would become Greenwich Village.
But their children were not freed. There's no evidence that they were pressed into forced labor, but Shorto writes that 'this unbelievably cruel caveat would certainly have ensured that the parents would do whatever the company asked of them.' (Later, Angola petitioned for and was granted freedom for their adopted son.)
The story of Native people is full of death and dispossession, but the 17th-century power dynamics were complex. At one key moment, Shorto writes, a Montaukett leader named Quashawam, facing encroaching British settlers on Long Island, wanted to ally with the Dutch. It seems she tried to warn Stuyvesant that British ships were coming to take Manhattan, but he ignored the message. Quashawam wound up joining forces with the British and the Shinnecock instead.
This is why, when Nicolls and the British sailed in, it was a surprise to the Dutch. Nicolls gave Stuyvesant two days to surrender or be attacked. Meanwhile, the Dutch fought among themselves. The British sent Stuyvesant a note, and he tore it up before the city council could read it. But at the moment of peak danger, Shorto argues, Stuyvesant redeemed himself. He recognized a duty not just to his bosses at the West India Company, but to this new, weird city that was becoming its own thing. An hour before Nicolls's ultimatum expired, Stuyvesant wrote back. He was willing to negotiate to save the city.
Nicolls wanted New Amsterdam not just for its strategic location, but for its open, commercial culture. So, Shorto writes, he agreed to a deal that 'reads more like a corporate merger than a treaty of surrender.'
The deal guaranteed that Dutch people could continue to come to New Amsterdam and enjoy freedom of religion. Dutch ships could still come and go freely and the local government could continue to function largely as before.
Nicolls changed the name to New York because he liked it better that way; it honored his buddy the Duke of York, who would eventually become King James II. The name was new, but the city — on the make, polyglot, racist in some ways and tolerant in others — would endure.
It is hard to love the city and to recognize its horrors. But it is possible; there is proof; Russell Shorto has done it.

Ontario appears to be months behind launching a mandatory review of the Greenbelt, and opposition politicians and environmentalists are asking for a wide-ranging and transparent study of the protected lands to preserve their future. A mandatory 10-year-review of the Greenbelt Plan, which created the protected zone from development, was to have started earlier this year. As of late March that review had not formally begun, according to documents obtained by CBC News through a freedom of information request. Civil servants warned new Municipal Affairs Minister Rob Flack that the process should have started on Feb. 28, the day after Ontario elected the Ford government to a third term. "To date, (the Ministry) has initiated internal policy research and analysis, including developing possible approaches to consultation and Indigenous engagement," civil servants told the new minister in a March briefing note. The Greenbelt was created in 2005 to protect farm land and some of the most ecologically sensitive areas of the Golden Horseshoe region. The law provides environmental protection and specifies where development should not occur. The Greenbelt has been the subject of scandal for the Ford government since 2022, when it announced it would swap 15 pieces of land from the protected area and open them up for development. Reports from the auditor general and integrity commissioner found that the process to select lands was rushed and favoured certain developers. The property owners with land removed from the Greenbelt stood to see their land value rise by $8.3 billion, the auditor general found in her own Greenbelt investigation. Ford reversed course after heated public outcry and the RCMP continues to investigate the matter. WATCH | Ontario's 4 major parties say they would not build housing on the Greenbelt: The legislation that created the Greenbelt requires a review every decade. That involves consultations with municipalities within the protected area and members of the public. It also requires the government hear from its own Greenbelt Council, a body of 10 representatives it appoints to meet regularly and provide advice to the minister on land use planning related to the protected area. But the civil servants say that as of March, the council only had one member and no chairperson. According to the Greenbelt council's website Monday, the sole remaining appointee's term expires on June 24. Seven members of that body, including former Toronto mayor and PC cabinet minister David Crombie, resigned in 2020 in protest over changes the Ford government made to the powers of conservation authorities. But the civil servants are also clear about the parameters of the review — it's not meant to shrink the protected zone. "Amendments shall not have the effect of reducing the total land area of the Greenbelt Plan," the briefing note says. Minister Flack's office did not respond to questions from CBC News on the status of the review or the Greenbelt Council. The briefing note puts the Greenbelt review at the top of a list of early priority decisions for the minister, labelling it a "medium" operational and reputational risk for the government. Given the political trouble the government has had with the Greenbelt, NDP environment critic Peter Tabuns said he's not surprised work on the review has been slow to progress. "The fewer times the word Greenbelt is uttered in public the better for them," he said. "Having a really minimal review push through quickly would probably be politically the easiest thing for them." While the review may seem like a simple formality, it's needed to help strengthen the protected zone, Tabuns said. He urged the government to consult widely on how to strengthen the law. "Every 10 years you've got to look at it to make sure it's in good shape," he said. "To make sure it's protected in the hope that any future attack will be blunted." Green Party Leader Mike Schreiner said he's concerned the province has nearly reached the halfway point of the year and hasn't made any meaningful progress on the review. "I think it is critically important for public confidence that this review take place, that it be rigorous, and it be designed in a way to ask questions about what we can do to strengthen the Greenbelt," he said. In light of the scandal, the government should use the review as a way to bolster public confidence in its management of the Greenbelt, Schreiner said. "I would say to the government, this is an opportunity to help you move forward in terms of the Greenbelt scandal and the public opposition that flowed from that, to say, 'We learned a lesson, and we're going to conduct a Greenbelt review, and we're going to do it in a way that talks about how to strengthen the Greenbelt,'" he said. The review must be expansive and the government must consult widely, said Tim Gray, the executive director of Environmental Defence. The last study, done a decade ago, took years and was substantive, he said."It is important that we do a check in and upgrade it where necessary, expand it where necessary, and address threats to it where it's necessary," Gray said. Tony Morris, conservation policy and campaigns director at Ontario Nature, said he's concerned the government will want to perform a quick review that "tinkers at the edges." "It's critical that the process be transparent and it be science-based," he said. "It must be open to Indigenous communities and all stakeholders to actually be involved and feel like they're being heard, which means that it has to be a well thought out process with appropriate timelines."

Unemployment nears four-year high in wake of Reeves tax raid

UK unemployment has hit its highest level in almost four years as businesses shed jobs and freeze hiring in the wake of Rachel Reeves's tax raid. Official figures showed the unemployment rate rose to 4.6pc in the three months to April, up from 4.4pc in the previous three months. This is the highest since the summer of 2021 when Britain was only just emerging from lockdowns. The Chancellor's tax rises came into effect in April, but employers had warned that the Chancellor's £25bn National Insurance tax raid and another inflation-busting minimum wage jump were forcing them to freeze hiring in the months beforehand. Meanwhile, employers put the brakes on hiring with the number of vacancies falling from to 736,000 in the three months to May, compared with 760,000 in the previous quarter, the Office for National Statistics (ONS) said. Wage growth also slowed, to rise by 5.2pc in the three months to April on a year earlier, the slowest pace in seven months. Andrew Griffith, shadow business secretary, said: 'It is disappointing but no surprise that unemployment is up again. 'Businesses are still absorbing a £25bn jobs tax but things are about to get even worse as Labour's £5bn unemployment bill hits businesses with higher regulation.' Despite the surge in unemployment, jobs in the public sector jumped to the highest level in 14 years as the Chancellor prepares to unveil a £300bn spending spree this week. Almost 6.2m people were employed in the public sector in March, official figures show, 35,000 more than a year earlier. This is the highest number of public sector employees since December 2011. It comes ahead of Ms Reeves's spending review on Wednesday, which is expected to offer big increases to defence and health while squeezing other departments. The Chancellor has raised departmental spending by nearly £400bn since Labour won the election. It comes as economists have warned more tax rises are 'inevitable' in autumn. The figures from the ONS also show that the number of civil servants is the highest since 2006, at 550,000, rising by 6,000 from a year earlier. This helped to push the total figure of central government workers to a record high of 4m, up by 93,000 from a year ago. The ONS said the rise was driven by the NHS, the Civil Service and some local authority schools becoming academies, which changes how their staff are classified in the numbers. Private sector workers experienced slower pay growth than those in the public sector when excluding bonuses, at 5.1pc to 5.6pc in February to April compared with the same period last year. A coalition of 27 press and civil liberties advocacy groups wrote to U.S. Homeland Security Secretary Kristi Noem today 'to express alarm that federal officers may have violated the First Amendment rights of journalists covering recent protests and unrest related to immigration enforcement in the Los Angeles area.' The coalition, led by the Los Angeles Press Club, First Amendment Coalition and Freedom of the Press Foundation, further wrote that 'The press plays an essential role in our democracy as the public's eyes and ears. The timely reporting of breaking news is necessary to provide the public with complete information, especially about controversial events. 'A number of reports suggest that federal officers have indiscriminately used force or deployed munitions such as tear gas or pepper balls that caused significant injuries to journalists. In some cases, federal officers appear to have deliberately targeted journalists who were doing nothing more than their job covering the news.' The LA Press Club referred to at least 24 'documented' instances of journalists being targeted by law enforcement while covering the protests in Los Angeles between June 6-8, and multiple media workers report having been shot by police with less-than-lethal munitions. Those journalists included Southern California News Group's Ryanne Mena, freelance journalists Anthony Cabassa and Sean Beckner-Carmitchel, The Southlander's Ben Camacho, British photojournalist Nick Stern, and LA Taco's Lexis Olivier-Ray.
