House QuadComm gets new life in 20th Congress

The House of Representatives has reestablished the House Quad Committee (QuadComm) for the 20th Congress.
This developed after the House, via voice vote, adopted House Resolution 106 filed by Manila Rep. Benny Abante, which establishes the mega committee 'to conduct a joint inquiry in need of legislation to address emerging and unresolved issues brought forth by the joint investigation of the previous Quad Committee during the 19th Congress.'
The "House QuadComm 2.0" will still be composed of the House Committee on Dangerous Drugs, House Committee on Public Order and Safety, House Committee on Human Rights and the House Committee on Accounts.
Abante will still be the chairperson of the House Committee on Human Rights, while the House Committee on Dangerous Drugs is chaired by Bukidnon Rep. Jonathan Keith Flores.
The House Committee on Accounts is chaired by Bicol Saro party-list Rep. Terry Ridon, while the House Committee on Public Order and Safety is chaired by Rep. Rolando Valeriano.
The House QuadComm in the 19th Congress investigated the drug war deaths during the administration of former President Rodrigo Duterte and the Philippine Offshore Gaming Operators-related crimes.
In pushing for QuadComm 2.0 Abante said there remains a lot to be investigated, including the case of over 30 missing sabungeros or cockfight enthusiasts.
'May nagsasabi na pulitika lang ito (Some say its political). But this is not a partisan crusade, Mr. Speaker. This is a moral one. Because murder knows no color but one: red—the color of blood unjustly spilled,' Abante said.
The House QuadComm inquiries resulted in the filing of the proposed Anti-Extrajudicial Killing Act and the Civil Forfeiture Act, which Abante said are important in curbing 'impunity and seizing the ill-gotten wealth of those involved in state-sponsored abuses.' –VAL, GMA Integrated News

Eleven Filipino workers of a fitness center in Netherlands have filed a case against their Dutch employer over alleged labor violations, the Philippine Embassy in The Hague said. The Filipinos, who were employed as cleaners for the Saints and Stars gym in Amsterdam, filed a joint complaint with their Indonesian co-workers before the Netherlands Labor Authority, citing harsh working conditions. "They are also being assisted by pro bono Dutch lawyers in said labor case, and in the planned filing of criminal charges against the owners and managers of the gym company," an embassy statement on Aug. 9 said. Philippine diplomats have been in touch with the victims since July when they sought their assistance, the embassy said. The Filipinos, who were provided temporary shelter in Amsterdam by the embassy, told Dutch and Philippine authorities that they were made to work 17 hours daily without beds and heating at the company's various gym branches from May to June 2025. Due to privacy regulations, the names of the Filipinos cannot be disclosed at this time, the embassy said, but assured that they are in safe condition. "The embassy asistance-to-nationals team are in constant communication with them while investigation against their former employer is being conducted," it said. On July 24, the accountant of the gym was arrested by Dutch authorities for suspected forgery of documents, the embassy said, adding the Saints and Stars is not among the list of accredited foreign agencies of the Department of Migrant Workers Affairs in Manila for Filipinos seeking work contracts abroad. Philippine officials in Netherlands assured it will "continue to liaise and work with the Netherlands Labour Authority and other Dutch authorities, monitor the progress of the investigation and filed cases, ensure that the complaints are fully addressed, and accountabilities responded to." This is the first time Seoul has made such a statement since President Lee Jae Myung became president two months ago and South Korea began dismantling its own speakers. The military said further confirmation was needed on whether the dismantling was taking place across all areas, adding it would continue monitoring related activities. Seeking to ease tensions with Pyongyang, Lee's liberal government, which replaced a conservative one, switched off propaganda broadcasts criticizing the North Korean regime soon after Lee took office. On Monday, South Korean authorities began removing loudspeakers blaring anti-North Korea broadcasts along the country's border, as Lee revives stalled dialogue between the longtime arch-rivals. The countries remain technically at war after the 1950-53 Korean War ended in a truce, and relations have deteriorated in the last few years. The House of Representatives will abide by the Supreme Court's decision should it rule against its motion for reconsideration (MR) on its decision to declare the Articles of Impeachment against Vice President Sara Duterte as unconstitutional. 'Hindi 'ho namin susuwayin 'yan, susundin namin 'yan. The House will not cause the constitutional crisis. The reason, the catalyst for the constitutional crisis will never be caused by the House,' House prosecution spokesperson Atty. Antonio Bucoy said at a news forum in Quezon City on Saturday. House Deputy Speaker Janette Garin, likewise, said the lower chamber will abide by the Supreme Court's ruling should it stand with its decision to declare Duterte's impeachment as unconstitutional. In its appeal before the high tribunal, the House argued that the fourth impeachment complaint, signed off by 215 House members, is the only initiated impeachment case against the Vice President because it met the Constitutional requirement of the complaint being endorsed by at least one-third of the House members, which allowed the House to transmit the Articles of Impeachment straight to the Senate en route to the impeachment trial, bypassing Committee deliberations. The third motion was filed by the 1Sambayan coalition, including Carpio-Morales and Carpio, previously filed a motion for reconsideration with the SC on its ruling.
