Scindia holds day-long review with BSNL's 32 CGMs, sets performance checks

New Delhi: Union communications minister Jyotiraditya M Scindia on Monday held a day-long performance review with all 32 Chief General Managers (CGMs) of Bharat Sanchar Nigam Limited (BSNL) in Delhi, outlining a strategy to push the State-run telecom operator's growth, improve customer experience, and boost revenues. Joined by minister of state Pemmasani Chandra Sekhar and senior Department of Telecommunications (DoT) officials, Scindia described BSNL's Annual Strategic Review & Planning Meet 2025-26 as the first such 'performance review and target-setting exercise' of its scale.
Midway into the review, Scindia interacted with the media and said, 'We've already reviewed 25 of 32 circles in detail, examining what has ailed us in the past, where we stand today in customer base and ARPU (average revenue per user), and the steps to increase topline growth.' He emphasised that each CGM should function as the 'CEO of their circle,' driving accountability and local leadership.
Scindia highlighted BSNL's return to net profit in FY24-25 after 18 years, with ₹260 crore in Q3 and ₹280 crore in Q4. Its operating EBITDA margin doubled to nearly ₹5,100 crore, while capex hit ₹25,000 crore, he added.
Circles such as Maharashtra, Jharkhand, Haryana, and Chhattisgarh were singled out for their strong performance and will present case studies in the next quarterly review. The meeting also reviewed BSNL's 'customer-first' push, including its 4G rollout, spam-free network initiative, Wi-Fi roaming service, infotainment platforms for FTTH and mobile users, and enterprise offerings like VPN and leased lines.
Scindia announced that monthly reviews will be conducted by MoS Sekhar, with quarterly reviews chaired by him. 'Through steering BSNL, we are hoping to provide new telecom opportunities to every single citizen of our country and take forward the aspiration and dream of our Prime Minister in terms of making our state a robust player in the telecom and digitalisation story of India,' he told the media.
The telco also added nearly 45 lakh customers over the past year, said Scindia, calling the achievement a 'dream come true.'
Despite the turnaround, BSNL continues to operate in a market dominated by private telecom players. As per monthly data uploaded by the Telecom Regulatory Authority of India (TRAI), private service providers controlled 92.14% of India's wireless (mobile) subscriber base, while BSNL and MTNL together held 7.86%, according to latest data till May 31, 2025.
BSNL also saw a decline of 1.35 lakh mobile subscribers and 46,054 wireline subscribers in May 2025. In machine-to-machine (M2M) cellular connections, where Airtel leads with a 54.31% share, BSNL accounted for just 4.63%.
However, BSNL remains the third-largest fixed wired broadband provider with 4.32 million subscribers, behind Reliance Jio (13.51 million) and Airtel (9.26 million). Its total wired broadband base of 29.99 million places it fourth overall in the fixed-line segment.

Kolhapur: Hundreds of raisin producers, traders and cold storage operators marched to the Sangli collector's office on Wednesday, demanding that central govt stop import of raisins into India, both legally and illegally. Prices of raisins in the Sangli-Tasgaon Bedana Market, the largest raisin market in India, have dropped steeply over the past few months. Raisin prices, which ranged between Rs 300-400 per kg, fell below Rs200. Raisin production witnessed a steep decline this year due to significant damage to vineyards and fewer grapes available for raisin production. Raisin producers approached deputy chief minister and state finance minister Ajit Pawar with their concerns. Pawar wrote to Union commerce minister Piyush Goyal seeking immediate intervention since raisin production is a capital-intensive industry and the losses have become unbearable for everyone in the chain. "Huge amounts of raisins from China are being brought into India through the illegal route of Nepal. Also, raisins from other countries are packaged as Afghan raisins and brought to India. The Afghan raisins have no duty due to a trade agreement. Several big Indian players are bringing the raisins, showing procurement prices much lower than the domestic price of raisins. They should be punished," said Rajendra Kumbhar, the president of the Raisin Traders' Association. Several farmers from Solapur and Karnataka's border areas participated in the protest march. "I produce around 15 tonne of raisins every year. Due to the import of raisins and the drop in prices, I have suffered a loss of Rs 15 lakh," said a farmer. The raisins produced in Sangli and nearby areas are of the best quality and have high demand across India. The demand shoots up during festivals, which are about to start soon. Before the start of the festivals, the centre should crack down on the illegal imports, said the farmers.

Nagpur: The city's ranking in the Swachh Bharat Survekshan improved following an appeal by the civic body. The Union ministry of housing and urban affairs has now placed Nagpur at rank 22A (out of 40), up from its earlier position of 27. Nagpur's state ranking also saw a rise — from 29 to 25A out of 414 urban local bodies in Maharashtra. The city's overall score now stands at 9,836 out of 12,500, up from the previous 9,328, additional municipal commissioner Vasumana Pant told TOI. To a query, Pant explained that since Nashik already held the 22nd rank, Nagpur has been assigned 22A to reflect its equal standing. As a result, the 27th position in the national ranking list now remains vacant, the Swachh Survekshan results website stated. The improvement followed NMC's detailed representation under the guidance of Chaudhari, pointing out discrepancies in the initial assessment. "We highlighted major mismatches in legacy data related to daily waste collection and vehicle tracking over the past three years. After verification, a fresh site visit was conducted, and our claims were accepted," said Pant. Key metrics show substantial progress. Door-to-door waste collection surged from 30% to 90%, while segregation at source improved dramatically from 1% to 60%. However, waste processing, which was earlier marked at 100%, was revised to 60% following a stricter re-evaluation. The city has now also earned one star under the Garbage-Free City (GFC) certification — a benchmark it failed to achieve earlier this year. The earlier ranking sparked sharp criticism from citizens and within the civic administration, where officials admitted that weak inter-departmental coordination and poor documentation hampered performance. The latest recognition reflects growing momentum in the city's cleanliness efforts. Even in Swachh Survekshan 2023, Nagpur was placed 86th among 400 cities with a population above one lakh. The NMC objected to this categorisation, insisting that Nagpur should have been evaluated in the million-plus category. Major recent initiatives include the 'Swachhata Hi Seva' campaign, Backlane Cleanliness Drive, compressed biogas facility, C&D waste plant, and biomining project at Bhandewadi. Citizen-led programs like 'One Date, One Hour', Swachh Mohalla, Clean Market initiatives, Eco Bricks, and awareness campaigns in schools have further boosted community participation. In a statement, Chaudhari said Nagpur's progress was acknowledged in a recent central govt report for its participatory initiatives. He added that NMC now aims to push for a Top 10 rank in upcoming surveys by intensifying cleanliness efforts across all zones.
