
Sri Lanka inks solar partnership with ISA; regional push for SIDS platform, decentralised solutions
International Solar Alliance
(ISA) and the Government of Sri Lanka signed a Country Partnership Framework (CPF) to accelerate solar deployment, financing and institutional capacity-building in the country, as part of the Seventh Regional Committee Meeting for Asia and the Pacific.
The CPF was exchanged in the presence of Sri Lanka's Prime Minister Dr Harini Amarasuriya, between Minister of Energy Kumara Jayakody and ISA Director General Ashish Khanna.
The Colombo meeting also saw CPF exchanges with Fiji, Kiribati and the Solomon Islands. In addition, a Pledge of Support for the ISA
Small Island Developing States
(SIDS) Platform was adopted by participating island countries, reaffirming collective action on decentralised solar and storage-based energy solutions.
'Sri Lanka supports ISA's four strategic pillars and is working to establish a STAR Centre in Colombo as a regional hub for
solar training and research
,' Prime Minister Amarasuriya said in her address. She called for deeper regional collaboration and a focused approach for SIDS and lower-middle-income countries. 'These countries face high costs, limited land, and grid constraints—but also immense potential in decentralised solar and storage-based solutions,' she said.
Energy Minister Kumara Jayakody said, 'Our national goal is to achieve 70 per cent renewable energy in electricity generation by 2030 and reach carbon neutrality by 2050. Solar energy is central to this vision. The Platform will help Small Island Developing States benefit from economies of scale, reduced transaction costs through competitive bidding, and enhanced knowledge exchange.'
ISA Director General Ashish Khanna said the Asia-Pacific region plays a key role in shaping the global solar energy landscape. 'ISA's approach in the region is anchored in four key pillars: mobilising catalytic finance, strengthening institutional capacities, fostering regional platforms, and enabling innovation and technology deployment. We are committed to working in close partnership with each Member State,' he said.
India's High Commissioner to Sri Lanka, Santosh Jha, said, 'India's energy transition journey—marked by achieving 50 per cent installed electricity capacity from non-fossil sources five years ahead of schedule—demonstrates what collective ambition and decisive action can achieve. Through ISA, we have the opportunity to light up not just homes, but futures.'
The ISA SIDS Platform, jointly developed with the World Bank, aims to accelerate inclusive,
climate-resilient energy access
across island nations.
An MoU was also signed between ISA and the International Centre for Integrated Mountain Development (ICIMOD) to advance
solar cooperation
in mountainous regions. The meeting featured sessions on digital energy solutions, cross-border renewables trade and startup innovation under the SolarX APAC pitch competition.
The two-day meeting, hosted in Colombo, continues on July 17 with discussions on operationalising the SIDS Platform and scaling technology-driven interventions.

Finally, Namma Metro's Yellow Line gets ISA clearance
BENGALURU: Namma Metro's Yellow Line has finally received the much-awaited Independent Safety Assessment (ISA) report, which now allows the Bangalore Metro Rail Corporation Ltd (BMRCL) to call for a Commissioner of Metro Railway Safety (CMRS) inspection. The certification was issued by an Italian state-run agency in collaboration with Siemens India Ltd–Siemens AG, the signalling contractor for the Yellow Line, on Thursday. The ISA report was delayed due to technical glitches discovered during the review of key datasets, which required software updates. Without this report, the BMRCL could not proceed with the mandatory CMRS inspection. Confirming the development, BMRCL Chief Public Relations Officer Yashwant Chavan told TNIE, 'We have received the ISA report. Following this, we will be going forward with the next step to call the CMRS for inspection.' Former BMRCL Managing Director Maheshwar Rao had earlier said that the Yellow Line was likely to be launched by August 15. SURYA SEEKS CENTRE'S INTERVENTION TO FAST-TRACK YELLOW LINE LAUNCH Bengaluru South MP Tejasvi Surya met Union Minister for Housing and Urban Affairs Manohar Lal Khattar in New Delhi on Friday, and sought his intervention to fast-track the commissioning of Namma Metro's Yellow Line. In the meeting, Surya requested the minister that the submission of the Independent Safety Assessment (ISA) report be expedited for early approval from the Commissioner of Metro Rail Safety (CMRS), and inauguration of the long-pending Yellow Line. Surya also stressed the need for greater support for Transit Oriented Development (TOD) across Indian cities and called for sustained funding towards public transport systems. 'We must prioritise moving people over cars,' he said, adding that India should aim to have at least five cities among the world's most livable cities in the next decade. The MP also pitched for standardisation of Metro trains across the country. He said uniformity in train design would facilitate interoperability, reduce delivery timelines, and build global-scale manufacturing capacity within India. The Yellow Line, a key stretch under Phase 2 of Namma Metro, was initially expected to be operational by mid-2023.

Bengaluru's long-awaited Yellow Line is finally nearing its launch, with the Bangalore Metro Rail Corporation Limited (BMRCL) receiving a critical safety certification for its train and signalling systems. The certification was issued by Italcertifer, a state-owned Italian firm tasked with evaluating the safety of the system. The ISA certification had faced delays due to software glitches in the signalling system developed by Siemens India Limited in collaboration with Siemens AG, the report further added. These glitches affected datasets that control key train operations. Engineers had to fix and field-test the software before re-verification, which pushed back the timeline. The CMRS for the Southern Circle, AM Chowdhary, is expected to conduct a detailed inspection of the Yellow Line, including its tracks, stations, viaducts, and other infrastructure, later this month. The inspection process will likely span three to four days. Once the CMRS report is submitted, typically within a week and often with conditions, BMRCL will work on meeting those requirements before requesting clearance from the state government. The final approval will also involve the union government, a joint partner in the Namma Metro project. In early July, BMRCL Managing Director M Maheshwar Rao had announced that the Yellow Line was expected to open by August 15. Currently, the metro authority has three trains ready to operate on the line, with a fourth trainset expected to be dispatched from Kolkata-based Titagarh Rail Systems Limited (TRSL) by the fourth week of July. TRSL is expected to supply two new trains per month starting in September, with all 15 trainsets to be delivered by March 2025, the publication reported. Malawi's Energy Minister Ibrahim Matola Leads Malawi Delegation for BESS Knowledge Exchange in India, Supported by GEAPP
NewsVoir New Delhi [India], July 18: Ibrahim Imed Matola, Minister of Energy, Government of Malawi, is on an official visit to India to strengthen collaboration between the two countries in the field of energy transition and sustainable development. The key highlight of the visit was Minister Matola's meeting with Pralhad Joshi, Cabinet Minister for New and Renewable Energy, Government of India, on July 17. The discussions centred around clean energy partnerships, grid modernisation, and regional challenges for energy access and transition to low-carbon technologies. Minister Matola visited the recently commissioned Battery Energy Storage System (BESS) at BSES Rajdhani Power Limited (BRPL)'s Kilokari sub-station in Delhi on July 15, which is South Asia's largest and India's first standalone utility-scale BESS, supported by the Global Energy Alliance for People and Planet (GEAPP) and its partners IndiGrid and AmpereHour Energy. The project has completed over 100 charge-discharge cycles in just three months, delivering measurable financial savings of over Rs. 25 million (USD 290,000) in power procurement costs and offering a scalable model for urban energy resilience. The visit is part of a larger initiative to enable cross-border learning and deepen global South-South cooperation in the clean energy sector. With Malawi targeting a just and inclusive energy transition - over 70% of its current installed capacity already comes from renewable sources - the Malawi government is seeking to adopt India's experience with battery storage deployment, digital grid solutions, and policy design for its urban energy reforms and successful completion of its 20 MW BESS under construction at Kenengo Substation in Lilongwe with funding from GEAPP. Applauding India's leadership in energy transition, Honourable Ibrahim Matola, Energy Minister, Government of Malawi said, "India's journey toward decarbonisation and innovation in clean energy systems provides a useful case study for our country's vision 2063, with increased integration of renewable energy being a key component of the vision to drive sustainable development and economic growth. We hope to learn from and adopt these innovations to Malawi's energy landscape, as we deliver on our National Compact to provide access to an additional 2.7 million households in line with Mission 300, which aims to electrify 300 million people in Africa by 2030. Collaboration with like-minded nations and partners such as GEAPP at both national and international levels is not just desirable, it is essential as we collectively respond to the global climate crisis." In addition to the BESS site visit, the Minister and delegation also engaged with GEAPP officials and its partners, the ABB Group & RIC Energy, to understand solutions for digitalizing grid assets and adopting AI-driven tools for network planning. The Digitalization of Utilities for Energy Transition (DUET) program by GEAPP in India aims to co-create, co-design, and deploy tailored systems to support Indian distribution companies (DISCOMs). The initiative aims to integrate AI and IoT-based solutions, enabling predictive load management, reducing AT & C losses, accelerating renewable energy integration, and enhancing grid stability to reduce the carbon footprint of power operations. Commenting on the visit, Saurabh Kumar, Vice President - India, GEAPP, stated, "Achieving 50% clean power installed capacity five years ahead of schedule is a milestone that underscores India's bold climate leadership, policy foresight, and the power of partnerships.
