Punjab Government orders DNA testing on child beggars with adults to verify relationship
Social Security, Women and Child Development Minister Baljit Kaur issued the orders. If a child is found begging with an adult, a DNA test will be conducted to verify their family ties. Until the results are made available, the child will stay in a child care institution under the supervision of child welfare committees.
Officials assured strict action if the DNA test confirms that the adult is not related to the child they are accompanying. The directions were issued to all DCs by the Directorate of Social Security (Women and Child Development) under the project Jeewanjyot-2.
An official highlighted that the child welfare committees in districts will identify such cases where it appears that a child is being forced to beg alongside an adult and their relationship seems suspicious.
The cases will then be referred to the Deputy Commissioners, who will recommend conducting the test. Last month, Ms. Kaur had issued directions to all DCs to declare their respective districts as 'beggar-free' and ensure regular monitoring in this regard.

She emphasised that the State Government was firmly committed to the protection of children and was adopting a sensitive yet stringent approach to eliminate child begging.
Additionally, she announced that amendments would be made to the Punjab Prevention of Beggary Act (1971), aimed at introducing stricter punishments and heavy penalties against racketeers, guardians, or parents found forcing children to beg at traffic lights and public intersections.

Every three months, District Child Protection Units check whether the children are attending school or have returned to the streets. Still, 57 children have gone untraceable during follow-ups — possibly because they had no permanent address, or worse, they may have fallen victim to exploitation again. These concerns have led to the launch of Project Jeevanjyot-2, this time with a more stringent strategy. Now, DNA testing is being conducted on adults found with children to verify if they are the real parents. As part of this, 21 children were rescued during 17 statewide raids conducted on 17 July — 13 from Mohali, 4 from Amritsar, and the rest from Barnala, Mansa, and Faridkot. In Bathinda, 20 children have been identified for DNA testing. From a legal standpoint, anyone found forcing a child to beg or involved in child trafficking can now face five years to life imprisonment. A parent who repeatedly subjects their child to this cycle can be declared an 'unfit parent', and the state will take custody of the child. Local administrations, police, doctors, teachers, social organisations, and volunteers are all working together with the government.

Arunachal minister reiterates state govts commitment to ensure child safety
Agency: Itanagar, July 20 (PTI) Arunachal Pradesh Women and Child Development minister Dasanglu Pul has expressed deep concern over the recent child abuse case reported in Lower Dibang Valley district of the state, and reiterated the state government's commitment to ensuring justice and safety of children. In a meeting convened with key child welfare stakeholders at Roing on Saturday, Pul assured full government support to the victims and their families, an official statement said. The stakeholders include members of the Child Welfare Committee (CWC), District Child Protection Unit (DCPU), and the Child Development Project Officer (CDPO) of the district. 'My heart goes out to the victims and their families. We stand united to ensure justice and healing. No child should ever feel unsafe," the minister said, underscoring the importance of coordinated action in such cases. At least eight minor girls were subjected to physical abuse in a private school at Roing, by a migrant youth from neighbouring Assam, who was later lynched by a mob on July 11. The 19-year-old man, identified as Riaz-Ul Kurim from Bongaigaon in Assam, was taken into police custody on Friday after it came to light that he had allegedly sexually assaulted several girls of a school, police had said. The parents of the girls, who filed a complaint with the school authorities, had nabbed the youth and thrashed him before police rescued him and took him into custody. However, a mob barged into the police station, dragged the youth outside and beat him up. As he was rescued and taken to the hospital, they followed him and thrashed him again, ultimately leading to his death. The youth used to work at a construction site near the school, police said. The minister also welcomed the state cabinet's recent approval to implement the 'Support Person' provision under the Protection of Children from Sexual Offences (POCSO) Act. The initiative aims to provide emotional and procedural assistance to child victims during police and court processes. 'Children facing such trauma often feel scared, confused, and isolated. This important step ensures they receive emotional and procedural support, bringing us closer to a truly child-friendly justice system, one that protects, empowers, and upholds the dignity of our youngest citizens," the minister said. The move is being seen as a significant milestone in Arunachal Pradesh's efforts to build a robust and compassionate child protection framework. A 15-year-old girl was doused with petrol and set on fire in Odisha's Puri on Saturday, coming on the heels of the death of a college student who self-immolated herself after complaining of sexual harassment by a minor, who has suffered 70% burn injuries, has been to AIIMS Bhubaneswar and is critical.
