Dubai has secured 4th place in the 2025 IMD Smart City Index, marking a significant rise in the global ranking and positioning it ahead of cities such as Zurich and Oslo. The annual index, published by the Swiss-based Institute for Management Development (IMD), measures how cities use technology to enhance quality of life and urban efficiency.
The ranking reflects Dubai's accelerated adoption of smart services across sectors. Digital platforms are now central to everyday life—from healthcare and licensing to civil services—with user satisfaction rates exceeding 84% in online appointment bookings and document processing, according to official data.
In transport, Dubai's Roads and Transport Authority (RTA) has rolled out a series of digital upgrades, including real-time parking systems and citywide bike-sharing networks, placing smart mobility at the core of the city's infrastructure. These innovations contribute to reduced congestion and improved user experience, supporting Dubai's broader goals of urban efficiency.
Dubai's smart city agenda also prioritises environmental sustainability. Initiatives like The Sustainable City offer operational models for low-emission communities, integrating renewable energy, waste reduction systems, and green architecture. These projects serve as benchmarks for net-zero development across the region.
Looking ahead, Dubai will host the Smart City Expo in November 2025, bringing together policymakers, technologists, and urban designers to explore the future of connected cities. The event aims to foster global dialogue on data-driven planning, inclusive design, and innovation-led governance.

Naïa Island, a new low-rise private island off the coast of Jumeirah, is set to welcome the Gulf's first Cheval Blanc Maison—the ultra-luxury hospitality brand by LVMH. Slated to open in 2029 and developed by Dubai-based Shamal Holding, the exclusive island destination will feature 30 suites and 40 private pool villas under the Cheval Blanc name, alongside a limited release of branded residences and estate plots. All properties will offer direct beach access and full access to the Maison's amenities. Encircled by the Arabian Gulf, Naïa Island is being designed with a focus on coastal preservation and barefoot luxury. Plans include a private marina, wellness centre, and a selection of dining concepts woven into the natural landscape. Part of Dubai's expanding shoreline vision, Naïa joins destinations like Jumeirah Bay Island and Bluewaters—but marks a first-of-its-kind arrival for the region.

Egypt signs vaccine production agreement with UAE's Al Qalaa, China's Red Flag

Egypt's Holding Company for Biological Products and Vaccines (VACSERA) has signed a memorandum of understanding (MoU) with UAE-based Al Qalaa Investments and China's Red Flag to expand its capacity in human and veterinary vaccine production and develop plasma-derived therapies, the Ministry of Health announced on Monday. Health Ministry spokesperson Hossam Abdel Ghaffar said the agreement supports Egypt's national strategy to attract foreign investment, localise biotechnology industries, and advance scientific research and innovation under the country's Vision 2030 sustainable development framework. The partnership aims to position Egypt as a regional hub for vaccine manufacturing and exports—particularly to African and Arab markets—while ensuring self-sufficiency in critical vaccines and plasma-based products. Sherif El-Fil, CEO of VACSERA, described the deal as a major step toward transferring advanced vaccine manufacturing technologies to Egypt. He said it would secure the domestic supply of safe, effective vaccines and open new export opportunities. El-Fil added that the collaboration will also strengthen VACSERA's capabilities in plasma processing and biopharmaceutical production, reinforcing its role as a key regional player in the vaccine industry. The MoU was signed by Sherif El-Fil for VACSERA, Li Yang, CEO of China's Red Flag, and Ashraf El-Badawy, CEO of UAE's Al Qalaa Investments.
