Unified platform for exchange of customs data among GCC countries to be developed

Riyadh: The GCC Customs Union Authority and Malomatia company signed a contract to build a unified central platform for the exchange of customs data among GCC countries.
This strategic step aims to modernise and develop the digital infrastructure for customs procedures and enhance joint customs work, within a shared vision that reflects the aspirations of GCC countries toward a more interconnected and efficient Gulf economy.
A statement issued by Malomatia company on Wednesday indicated that the platform project contract, which was signed yesterday at the headquarters of the Customs Union Authority in Riyadh, Saudi Arabia, represents a qualitative shift in the path of Gulf customs cooperation, by enabling a secure and immediate exchange of customs data between customs authorities and administrations in the GCC countries.
This will contribute to accelerating the flow of customs data, streamlining the movement of goods, improving risk analysis tools, raising compliance levels, and providing accurate data to support decision-making, in line with the best international standards and contributing to achieving the strategic objectives of the Customs Union Authority.
Executive Director of the GCC Customs Union Authority H E Dr. Suleiman bin Masoud Al Ghafri emphasised that this project embodies the commitment of the GCC countries to building a unified and flexible customs system, within a comprehensive strategic vision led by the authority to support Gulf customs integration and consolidate the position of the GCC countries as an effective economic group in the fields of trade and logistics services at the regional and international levels. This vision is based on digital transformation and institutional integration, and enhances the region's ability to efficiently deal with the variables of global supply chains through electronic connectivity and effective coordination between customs authorities and administrations.
For his part, CEO of Malomatia Khalid bin Mohamed Al Kubaisi said that the customs data exchange platform will provide integrated and secure technical solutions that connect relevant entities, expedite customs clearance processes, and ensure a smooth and accurate flow of data to support regional cooperation and foster economic growth. The platform will also work to achieve digital customs integration among GCC countries, enhancing operational efficiency and supporting regulatory compliance through a unified data exchange platform.
The implementation of this unified platform represents a pivotal stage in the development of the Gulf customs system, as it will consolidate the establishment of a unified and secure digital infrastructure that enables customs agencies and administrations to access accurate and immediate information, contributing to increased performance efficiency, accelerating procedures, and enhancing digital integration among member states.

In an exclusive interview with Aletihad on the sidelines of President His Highness Sheikh Mohamed bin Zayed Al Nahyan's visit to Hungary, Péter Szijjártó said his country always regarded cooperation with the UAE as strategically significant. 'The visit of Prime Minister Viktor Orbán in January to Abu Dhabi has given a total new impetus to the relations. 'Since then, we have been witnessing a significant progress - particularly in the growing interest of UAE investors in Hungary and the intensification of trade between the two nations.' UAE investors have shown strong interest in sectors such as healthcare, real estate, energy, and tourism, he said. On the trade front, Hungary has exported more than 900 tonnes of cheese, 15 tonnes of pharmaceutical products, and 18 tonnes of honey to the UAE since January, the Foreign Minister said. Moving to broader trends, the Hungarian Foreign Minister highlighted the importance of adapting to the global technological transformation. 'We understand that the global economy is going through a huge technological revolution. This revolution is being built around the usage of AI and digital applications, so whoever is going to be the quickest and the most effective in utilising AI and digitalisation will be the successful actor in global politics and the global economy in the future. The UAE has been performing very well in these strategic sectors.' He added that the UAE's expertise in the tech sector is an asset for Hungary as it seeks to accelerate its own development. The UAE has always embraced the trends of the times – from the era of pearling to oil, and now to a diversified economy, the Foreign Minister said. 'Economic diversification gives us an opportunity to collaborate. We are also working to transition from a production-driven economy to one that is driven by research and development. For that, we need advanced technological capabilities and rapid adoption of digital and AI solutions – areas where the UAE is a global leader.' The Foreign Minister also pointed to the potential of a free trade agreement with the GCC countries, calling it key for future growth. Highlighting Hungary's investor-friendly climate, he said: 'We offer the lowest corporate tax rate in the European Union, with a single-digit corporate income tax. Hungary also provides a strategic location, and our 'one-stop shop' service for foreign direct investment makes it easy and efficient for investors to manage operations.' He added: 'We offer a wide range of incentives to investors, making Hungary an attractive destination.' The Minister emphasised Hungary's policy of economic neutrality and its proactive approach to attracting investment. 'We aim to bring the world's biggest companies to Hungary. We are heavily investing in creating a world-class business environment.' Looking ahead, he said: 'We look forward to welcoming more UAE investments. Investors from the UAE can count on the full support of our government and benefit from Hungary's favourable business climate.' Turning to regional and international developments, the Foreign Minister reaffirmed Hungary's support for the UAE's global peace campaign and its role as a stabilising force in the Middle East. 'We are grateful for the UAE's smart foreign policy, which has helped stabilise the region's security situation. We all know that instability in the Middle East can pose serious global security risks.' The Hungarian Foreign Minister praised the UAE's diplomatic approach: 'I commend the smart and cool-headed foreign policy of the UAE led by the Foreign Minister, His Highness Sheikh Abdullah bin Zayed Al Nahyan, to ease tensions in the region.' Péter Szijjártó also underscored the importance of global partnerships in combating extremism and fostering peace. 'We must build alliances based on dialogue and mutual understanding. The Federal Tax Authority (FTA) continues to see strong results from its digital VAT refund systems for eligible categories, maintaining high levels of accuracy and operational efficiency throughout 2025. On Sunday the FTA revealed the results of these systems for the first half of the year, including the VAT refund system for new residences for UAE nationals and the VAT refund system for tourists. The FTA announced that, since the launch of the service approximately eight years ago and up until June 2025, the total number of approved applications for VAT refunds related to new residences for UAE nationals reached approximately 38,000, amounting to a total value of AED3.2 billion. This marks a significant increase from the 31,000 approved applications valued at AED2.54 billion by June 2024, reflecting a 22.74% growth in the number of applications and a 25.72% increase in the value of refunds within the past year. They also highlighted that more than 7,000 new applications for VAT refunds for UAE nationals building new residences were approved between June 2024 and June 2025, amounting to AED653.1 million. Furthermore, in the first half of 2025 alone, 3,097 new applications were approved, resulting in refunds totalling AED284.77 million. The FTA highlighted the continued significant expansion of the digital tax refund system for tourists, as the number of retail shops electronically linked to the system saw consistent growth across all emirates. By the end of June 2025, the number of outlets registered with the Authority and connected to the system had increased to 18,410 shops, compared to 17,720 shops by the end of 2024 and approximately 17,080 shops by June 2024. The FTA further noted that 697 outlets connected to the system in the first half of 2025, up from 540 outlets during the same period in 2024, marking an increase of over 29%. This brings the total number of outlets that have joined the digital tax refund system for tourists in the past two years, including the first half of 2025, to 3,390 outlets. With regard to the self-service machines that fully automate the tax refund process for tourists departing the country in approximately two minutes per transaction, which are available at major shopping malls, hotels, and departure points for tourists, the number of these machines reached 96 by the end of June. Khalid Ali Al Bustani, Director General of the FTA, said, 'The indicators reflect the ongoing development and upgrade of our digital systems in line with global best practices, and in alignment with the UAE's digital transformation strategy. The Authority's initiatives in this regard have positively impacted the overall quality and performance of its services, particularly the digital VAT refund systems for eligible categories. 'Notable examples include the tax refund services for new residences for UAE nationals and VAT refund for tourists, which have undergone continuous improvement to streamline and expedite the refund process. 'Among the key initiatives in this area is the 'Maskan' smart application, which enhances the ease and convenience of VAT refunds for UAE nationals, and relies on paperless procedures with 100% fully digitised procedures.' Al Bustani added, 'As part of its efforts to develop digital services, FTA launched last December the world's first e-commerce purchases VAT refund system for tourists during their stay in the UAE, supporting the UAE's leadership in all sectors, including the tourism sector and the e-commerce sector, in continuation of what has been achieved in this field, where more than two years ago the Authority launched the digital VAT refund system for tourists, which is based on 100% paperless procedures and is constantly updated, and provides a digital platform that allows tourists to scan their passports easily, and automatically share their transactions as digital invoices, check their invoices through the shopper portal for a seamless shopping experience, and receive a refundable tax credit for their purchases in a convenient and fully digitalised manner.' He stressed that the Authority would continue to launch and implement various projects and initiatives in the field of digital transformation in the tax sector to keep pace with the government's digital transformation strategy placed for all services based on smooth and proactive digital infrastructure, supporting efforts to reduce bureaucracy and maintain high levels of customer satisfaction.

With President Donald Trump reinstating a hardline trade agenda, a series of sweeping tariffs are scheduled to take effect on August 1. These include duties of up to 50 per cent on copper and significant increases on imports from Brazil, Japan, South Korea, and 14 other nations. Analysts fear escalating trade tensions could disrupt global supply chains and stoke inflationary pressure across import-heavy economies. Yet amid this volatility, the UAE stands out as an outlier. According to Razan Hilal, Market Analyst, CMT at 'While global headlines focus on tariff escalation, the exemption of crude oil from US tariffs protects a key revenue stream for the UAE.' This safeguard ensures that the UAE's vital energy sector remains insulated from a major external shock, allowing the country to maintain stable export flows at a time when volatility is the global norm. Concurrently, the latest developments within Opec+ may play in the UAE's favour. A subset of the alliance, including the UAE, has announced an unexpected increase of 548,000 barrels per day in August as part of a gradual unwind of voluntary production cuts. With Brent crude trading above $68 and WTI maintaining support above $67, Hilal sees a strong fiscal upside. 'Recovering global oil demand and rising production are set to support fiscal inflows and growth momentum,' she said. At the monetary level, currency dynamics are adding nuance to the UAE's economic outlook. Hilal highlights the precarious position of the US dollar: 'The US dollar hovers just above a 17-year trendline extending from the 2008 lows. A breakdown below this level could strain the dirham peg and amplify import-driven inflation.' That said, she notes, if the dollar index (DXY) stays above the 96-zone, the dirham may recover in H2 2025, particularly against the euro and pound. What underpins the UAE's relative calm amid these global tremors? Hilal points to a blend of strategic buffers: 'Supported by economic diversification, oil price stability, and a proactive fiscal stance, the UAE remains well-positioned to absorb external shocks and preserve currency stability.' In a global landscape dominated by tariff tension and fluctuating energy dynamics, the UAE's steady footing showcases the advantage of long-term planning and diversified resilience. As other economies scramble for clarity, the Emirates are focused on execution, Hilal noted.
