Odisha government asks varsities, colleges to comply with IC norms within 24 hours
In a directive to registrars of all public and private universities and principals of degree colleges (both aided, unaided and government) the department sought immediate compliance in complete adherence to Section 4 of the Sexual Harassment of Women at Workplace Act.
Under the section, every workplace employing more than 10 persons has to constitute an internal complaints committee which is responsible for addressing complaints of sexual harassment and ensuring a safe working environment.
The committee should have appropriate representation of women members and external representatives. The institutions are mandated to display the names and contact numbers of all the IC members at strategic locations on the campus for convenience of the students and upload details of the committee members in the department's HIMS portal. The department has also asked the institutions to submit photographs of geo-tagged campus locations where the details of the ICs are displayed

Odisha: Higher Educational Institutes Directed To Display Women Helpline Number On campus
The Odisha Higher Education Department on Friday directed all state public and private universities, as well as government, aided, and unaided degree colleges under its jurisdiction, to take urgent steps to ensure that Women Helpline number is displayed prominently at important locations on their respective campuses. The department through an official letter issued on Friday instructed all the higher educational institutions to ensure the mandatory and prominent display of the women's helpline number "181" at strategic locations within their campuses. The department also shared a soft copy of the display design instructing immediate compliance of the order. This apart, the higher educational institutions have also been asked to organise sensitisation workshops on of the Sexual Harassment of Women at Workplace (Prevention, Prohibition, and Redressal) Act, 2013 and UGC Regulations, 2015. These workshops must involve teaching and non-teaching staff, Internal Committee (IC) members, and students. The department also directed the educational institutions to ensure that a pledge will be taken by the participants to abide by the principles enshrined in the POSH Act, 2013 and the UGC regulations during the sensitisation programme. The universities and colleges have been asked to organise the sensitisation programmes within three days of issuance of this official letter. Notably, the Odisha Higher Education Department has a few days ago issued an urgent directive to all state public and private universities, as well as government, aided, and unaided degree colleges to submit reports regarding the constitution and functioning of the Internal Complaints Committee (ICC) under Sexual Harassment of Women at Workplace Act, 2013. The issue of women's safety on the campus of higher educational institutions has recently taken center stage in Odisha after the tragic death of a girl student from Fakir Mohan Autonomous College in Balasore, following self-immolation attempt over alleged sexual harassment by one of the faculty members.

All depts asked to ensure women safety at workplace
Bhubaneswar: TheOdisha government on Thursday directed all departments to ensure women's safety at workplaces in the State. The direction came in the wake of the self-immolation death of a college student following an alleged inaction by the authorities over her complaint of sexual harassment against a teacher. Chief Secretary Manoj Ahuja wrote to all government departments to ensure compliance with the Provisions of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 by all institutions or organisations. In the letter, the Chief Secretary said that the implementation of the Prevention of Sexual Harassment (PoSH) Act in workplaces and institutions is essential to ensure a safe, respectful and inclusive environment for all, particularly women. He has also directed the department heads and authorities that the compliance report on the action points be submitted to the Department of Women and Child Development within 15 days. 'Sexual harassment not only violates an individual's dignity and rights but also undermines productivity, morale and equal opportunities,' he said. Ahuja also mentioned in the letter that by enforcing the POSH Act, organisations fulfil their legal and ethical responsibility to prevent, prohibit and redress instances of harassment. He said it fosters a culture of accountability, encourages reporting without fear and builds trust among employees or members, ultimately contributing to a healthier and more equitable work or institutional space. Ahuja has also advised all the department authorities to go for the constitution of Internal Committee (IC), capacity building and sensitisation, time-bound inquiry and redressal mechanism, annual reporting and transparency and responsibility of management. 'The head of the institution shall be held personally responsible for ensuring effective implementation of the POSH Act, as well as for any lapses in safeguarding complainants and preventing retaliation,' Ahuja said. The Chief Secretary also asked all administrative heads to constitute or revalidate IC and ensure meeting of IC once in a month for the next six months to create awareness and build momentum for the campaign against sexual harassment in educational institutions. Thereafter, the ICs should meet in each quarter as per the Act. He asked the authorities to ensure the grievance redressal mechanism, such as the She-Box portal, along with details of the IC, is prominently displayed in multiple locations in all institutions, mandate periodic awareness and capacity-building sessions for all staff and students, monitor and enforce compliance through regular inspections and require all institutions to submit status reports. The college and school authorities are also told to regularly visit educational institutions and interact with students, the Chief Secretary said. The second-year student of Fakir Mohan (Autonomous) College in Balasore died at AIIMS-Bhubaneswar on Monday night. She had set herself on fire on the college campus on July 12 over inaction against a professor who allegedly sexually harassed her. Stating that the State government is committed to ensuring the safety, dignity and empowerment of women in all educational and professional environments, Ahuja said district administrations are therefore expected to act with urgency and diligence to create a safe environment for girls and women and uphold the provisions of the law in both letter and spirit.

Class 10 boy dies by suicide at private school in Tirunelveli; miscreants torch two vans
TIRUNELVELI: After a Class X student died by suicide at a private school in Veeravanallur in Tirunelveli district on Thursday, family members held a road roko protest demanding action against the school administration on Thursday night. However, things turned tense as in the early hours of Friday, unknown miscreants hurled petrol bombs and set fire to the private school's vehicles. Police security has been tightened in the area. According to the police, S Sabarikannan, 15, of Manaparanallur, was a Class X student at a private matriculation higher secondary school in Veeravanallur in Tirunelveli. Recently, Sabarikannan was allegedly scolded by teachers for lack of discipline and asked to bring his parents to school on July 7. But, reportedly in fear without telling his parents, on July 7, he consumed pesticide which he brought hidden with him when he came to school. Though the protesters dispersed after police held talks and assured investigation and action, in the early hours of Friday, unknown miscreants hurled petrol bombs and torched two of the private school's vans. Fire and rescue services department personnel reached the spot and put out the fire. As a precautionary measure, leave was announced for the private school's students on Friday and police security was tightened. The Sabarikannan's body was laid to rest at his native place under police protection. The Veeravanallur police booked several persons, including Sabarikannan's father for holding road roko protest. The private school authorities have also filed a complaint with the police regarding their school vehicles being vandalized.
