Citing the Aircraft (Security) Rules-2023, senior advocate Mukul Rohatgi, who appeared for Celebi, argued before a bench of Justice Sachin Dutta that granting a hearing is a statutory requirement.
Govt is not entitled to create exceptions to the rules it has made, he said.
According to rule 12 of the Aircraft (Security) Rules, govt can suspend a company's security clearance for up to one year or cancel it entirely, after providing a hearing opportunity and documenting the reasons. This applies when national security or civil aviation security and interests are at risk, or when entities fail to comply with the security clearance conditions, programmes or rules.
"You have to have reasons. Reasons to be recorded in writing rules out subjectivity," Rohatgi said, seeking transparency on Centre's decision.
Cebelbi objected to govt submitting the grounds for revocation of clearance in a sealed envelope to the court. Centre Monday had said revealing the reasons could harm national interests. Centre will present its arguments Thursday.

The Madhya Pradesh Government has received investment proposals worth more than ₹11,000 crore in multiple sectors such as infrastructure, hospitality, food processing and logistics, Chief Minister Mohan Yadav said on Sunday (July 20, 2025) after he returned from his official visit to Spain and United Arab Emirates' Dubai. Mr. Yadav, who concluded his week-long trip focused on bringing investment to the State, held various events in the two places to present the State as a potential business destination for foreign businesses in various sectors, including textile, tourism, digital infrastructure, film production and renewable energy. The State Government also signed multiple MoUs with various companies and institutions, including a film co-production MoU with the Spain Film Commission to attract Spanish production houses to the State. Mr. Yadav's visit was part of his government's initiative 'Invest Madhya Pradesh - Global Mission 2025' as government has declared 2025 as the industry and employment year. Earlier, Mr. Yadav has travelled to England, Germany and Japan to attract investment into the State.

Construction of 130-km alternative road to DBO outpost in Ladakh reaches final stages
Representational Image NEW DELHI: The new alternative 130-km road to the country's strategically located Daulat Beg Oldie (DBO) military outpost in eastern Ladakh is now in the final stages of construction in the forbidding high-altitude region, with the entire stretch likely to be fully operational by Oct-Nov next year. The Border Roads Organisation (BRO) has been working hard to complete this much-needed alternative road to the crucial sector - which includes Depsang Plains where Indian and Chinese troops disengaged in Oct last year - from Sasoma in the Nubra Valley through Saser Brangsa to the DBO outpost, as reported by TOI earlier. DBO, which includes an advance landing ground (ALG) at an altitude of 16,614 feet, overlooks the Karakoram Pass and is just a few km from the Line of Actual Control (LAC) and the China-occupied Aksai Chin region. All connectivity work from Sasoma to Saser Brangsa on the new road, including black-topping, and around 60%-70% of it eastwards towards Murgo and Gapshan has been completed by BRO, said sources. "Some heavy military equipment, including artillery guns like Bofors, have been moved on the completed stretches to test their load-carrying capacity. A seven-km tunnel under Saser La (La means pass), which is at an altitude of 17,660 feet, is also planned for all-weather connectivity. The People's Liberation Army will not be able to easily track military movements on the new road, unlike the existing 255-km Darbuk-Shyok-DBO road that runs almost parallel to the LAC before ending around 20 km short of the Karakoram Pass. India had stepped-up the construction of the new 130-km road in the backdrop of the military confrontation with China.
