'Laws Under Attack': ICRC Sounds the Alarm Over Strikes on Hospitals in Conflict Areas

Dubai, UAE, May 22, 2025 – The International Committee of the Red Cross (ICRC) has launched a bold new campaign, Laws Under Attack, to draw global attention to the repeated targeting of hospitals and medical personnel in conflict areas —despite the Geneva Convention's explicit protections established over seven decades ago.
When violence escalated in Lebanon in 2024, the last operational hospital in southern Lebanon became a direct casualty of targeted attacks. In a powerful statement to the world, the ICRC partnered with TBWA\RAAD to transform the very laws being violated into an urgent plea for accountability.
Amid the rubble and scars of the Hospital, Lebanese muralist and calligrapher Ghaleb Hawila meticulously inscribed articles from the Geneva Convention onto the building's shattered walls. Each crack and burn stands as concrete evidence of international law violations—an arresting reminder that these laws must be honored and not ignored.
This unprecedented initiative does more than commemorate the resilience of frontline medical workers—it demands that governments and armed groups alike respect humanitarian law and protect critical medical facilities. It is a resounding call to the global community to remember that laws written in ink cannot be erased by bombs.
'This campaign is crucial', said Simone Casabianca – Aeschlimann, Head of the ICRC Delegation in Lebanon, 'because it reminds us of what is needed and what can actually be done by the parties to a conflict to spare the civilians. It also ensures that medical and humanitarian teams are protected and can perform their duties in a dignified manner.'

Aoun: Stability is gateway to economic recovery

President of the Republic Joseph Aoun stressed that political and security stability is the foundation for Lebanon's economic revival, noting that efforts were underway to solidify this stability in parallel with ongoing reforms. 'Stability is the key to economic recovery,' Aoun said, adding that both enacted reforms and upcoming legislation adopted by Parliament and decisions taken by the Cabinet are part of a broader roadmap for recovery. The president voiced optimism about Lebanon's prospects, citing a rise in tourism, the return of international conferences to Beirut, and growing numbers of Arab, especially Gulf, visitors as indicators of renewed confidence. He also praised the contributions of Lebanese businesspeople at home and across the diaspora in helping stimulate the economy. The President's comments came during a meeting with a delegation from the Fourth Diaspora Economic Conference, which will open Friday at the Phoenicia Hotel with over 400 participants from 37 countries. Conference President Raouf Abou Zaki noted that the return of stability encouraged strong diaspora participation and that the event aims to foster partnerships that support job creation and economic growth. Separately, President Aoun discussed recovery strategies with former Economic and Social Council president Roger Nasnas and received Marwan Sehnaoui, head of the Sovereign Order of Malta in Lebanon, who shared updates on aid initiatives for Jezzine and southern Lebanon. The president also met with Sheikh Mohammad Ahmad Al-Awad, Mufti of the Lebanese communities in Africa, who relayed diaspora concerns—including calls for stronger diplomatic representation, better consular services, legal protection, and fair handling of expatriate bank deposits. He urged initiatives to rebuild trust and encourage diaspora investment through legal guarantees.

Bisat: Political, security clarity essential for economic recovery

Minister of Economy and Trade Amer Bisat stated on X that Lebanon's economic recovery hinges on achieving political and security clarity. 'Ending hostilities, securing the borders, curbing the informal economy, and consolidating all arms and security responsibilities under official state institutions are preconditions, without which it will be difficult to emerge from our economic crisis,' Bisat wrote. He emphasized that these measures are vital to restoring confidence, reintegrating Lebanon into the Arab economic sphere, attracting capital inflows, encouraging the return of Lebanese talent, and securing funding for reconstruction.

Aoun: Stability is the essential gateway for economic recovery

BEIRUT — Speaking during the "Economic Conference of Emigrants" forum in Baabda on Tuesday, President Joseph Aoun asserted that his government was making efforts to establish the stability necessary for Lebanon's economic recovery and that he was "optimistic" about the results. According to a statement reported by the state-run National News Agency, Aoun said that "stability in Lebanon is the essential gateway to restart the Lebanese economy," and that "efforts are underway to strengthen this stability in parallel with the reforms implemented so far and those that will be carried out in the near future, through the bills adopted by Parliament and the decisions taken by the government." Aoun also expressed his "optimism for the days to come," emphasizing that "the current recovery of the tourism sector, the return of international conferences to the capital, as well as the presence of citizens from Arab countries in general, and Gulf countries in particular, who came to spend the summer in Lebanon, are all signs of confidence indicating that the country is gradually regaining its vitality, as well as its place on the Arab and international stages." Since coming into office in December 2024, Aoun has traveled to several Gulf countries in the hope of attracting investments that could revive an economy mired in a severe, several-year-long socio-economic and financial crisis, brought on by endemic corruption.
