She suffered multiple broken bones and was rushed to Royal Perth Hospital in a critical condition.
Mobile phone footage captured two cars speeding past spectators gathered outside the Crown complex.
Police said the incident occurred as a pre-arranged car meet was dispersing.
'We'll be alleging excessive speed was involved, and other organisers have canceled similar meets or events later this week,' Police Commissioner Col Blanch said.
The meet was part of a regular event known as Mondaymeets, which draws large crowds of car enthusiasts each week.
Blanch said police were present earlier in the evening and had impounded a vehicle just before the crash.
'I think what we will do as a result is crank down even more and make sure that the behaviour of these organised car meets ... what we don't support is reckless and dangerous behavior that results in these tragedies,' he said.
The 25-year-old male driver of the Honda was not injured and is assisting police with their investigation.

German backpacker gives ‘great goodbye to Perth'
German backpacker Carolina Wilga has bid farewell to Perth in a heartwarming Instagram post after capturing hearts with her incredible story of survival. The 26-year-old survived 12 days alone in WA's Wheatbelt region this month, with her whereabouts sparking a missing persons search that had the entire country on alert. After being discharged following several days recovering at Fiona Stanley Hospital, Ms Wilga reunited with friends and rushed straight to the ocean — something the adventurer clearly missed while she was lost. Ms Wilga took to Instagram in the early hours of Sunday morning to share several photos of her time in the hospital, at Cottesloe Beach with friends and Monday's front page of The West Australian that included a story about her ordeal. 'Reunion with the ocean and a great goodbye to Perth with loooots of hugs ❤️ love you all,' she captioned the post. After she met with police, the young traveller was flown to Perth and admitted to Fiona Stanley Hospital dehydrated, traumatised, and 12kg lighter. She was discharged on Wednesday and is expected to fly back home to Germany. Police last Saturday said Ms Wilga became 'lost and disoriented' while exploring the Karroun Hill nature reserve. When trying to look for her way out, she later lost control of her Mitsubishi Delica van, which police found just one day before her rescue. Ms Wilga has revealed she lost 12 kilograms during her harrowing 12-day ordeal in the WA outback. 'I am certain that I survived only thanks to this incredible outpouring of support,' she said. 'The thought of all the people who believed in me, searched for me, and kept hoping for me gave me the strength to carry on during my darkest moments. For this, I want to say thank you from the bottom of my heart. 'Especially to the police investigators, searchers, the German Consulate, the medical staff and the wonderful nurses who took care of me with so much compassion. 'My deepest thanks also go to every single person who simply thought of me – and of course, to my rescuer and angel, Tania.'

Jailed Perth Grandmother prepares for appeal in Tokyo court
Perth grandmother Donna Nelson is preparing to appear in the Tokyo High Court on Thursday hoping to appeal her drug smuggling conviction. It is understood the brief hearing will allow the court to decide on what evidence can be used at Nelson's appeal, and if the appeal is even allowed to proceed. It follows her conviction at trial in Japan last December which saw the 59-year-old sentenced to six years behind bars under difficult conditions in Japanese prison. 'It hit us all very hard, because we were so confident that she would be coming home, and we just thought it's so obvious that she wasn't aware of what was going on and she shouldn't be where she is,' said Kristal Hilaire, the eldest of Nelson's five daughters. Ms Hilaire was preparing to fly to Japan yet again this weekend to support her mother. Perth grandmother Donna Nelson was sentenced to six years jail in Japan. (HANDOUT/NELSON FAMILY) Credit: AAP The journey has become all too familiar for Nelson's family, who have visited as often as they can since her shock arrest at Narita International Airport in January 2023. Nelson was found with 2kg of methamphetamine concealed inside her suitcase. The Perth community leader and one-time Greens political candidate has always maintained her innocence, insisting she is the victim of a romance scam. At trial Nelson told a Japanese courtroom she had no idea the man she believed she was going to marry had hidden the drugs in the case. 'The nerves for Thursday are kicking (in), because there's a chance that they will say we are going to reject the appeal altogether,' Ms Hilaire said. 'We're hoping that some of the evidence her lawyers have been working on will be admitted, and there's a witness that they want to have admitted as well.' 'We're just crossing our fingers and really hoping that she gets the best chance at putting her full story out there and coming home.' Credit: Yoshitaka Enomoto/7NEWS / Yoshitaka Enomoto/7NEWS If an appeal goes ahead, Nelson's legal team will push for an acquittal and, at the very least, a dramatic reduction in sentence. 'It's crazy that she's gotten through all this time if she didn't have a positive mindset, I feel like someone would lose their mind,' Ms Hilaire said. 'They don't get things like TV or anything like that. They're just alone in their own presence for 23 and a half hours a day. 'Once every three days, they can have a shower if it's not a weekend or public holiday.' Since her arrest Nelson has also not been allowed to make any phone calls, with communication to her family limited to very short, restricted prison visits if they are in Japan. Otherwise, she has been allowed to write letters. 'She would be allowed to have five small pages once a week,' Ms Hilaire said. 'With five daughters and the three grandkids, it's not even a page for each person. 'And it takes like, three weeks for that letter to get to you, so you never really know how she was doing in real time.' Ahead of the hearing Nelson has been transferred to a detention facility in Tokyo, closer to the high court, which has no limit on letter-writing pages. It will make it easier to write home to her five children and three grandchildren, with a fourth grandchild on the way as her daughter Janelle Morgan is expecting in November. 'Mum will never tell us how hard it is to cope, but I know it would have been really, really hard for her to feel like she's not here throughout Janelle's pregnancy,' Ms Hilaire said. 'She's praying for a miracle, that she can be home for the birth of her next grandchild. 'It just makes her even more eager and desperate to get home.'

‘Sick to the stomach': Convicted child rapist allegedly worked around kids at daycare run by his wife in Queensland
A convicted child rapist has been arrested after police allege he was working at a daycare run by his wife. 7NEWS can exclusively reveal Andrew Vassel, 44, was employed to do odd jobs had been working at Montessori Early Learning Centre in Beenleigh, about 30 minutes south of Brisbane, Queensland, despite the fact he is a convicted child rapist. His wife Amanda Vassel is the centre's director. Despite being a registered sex offender banned from working with children, Vassel was allegedly allowed on-site regularly, even donning a Santa suit during a Christmas event. 'Parents are entitled to feel angry and sick to the stomach that their kids (may) have been in the vicinity of a convicted sex offender,' Hetty Johnston from Safeguarding People Australia told 7NEWS. 'This is not acceptable.' Vassel was convicted in 2007 in New South Wales for sexual assault against a minor. He served eight months in jail and remains banned from child-related work. Amanda Vassel, 46, is accused of knowingly allowing her husband to work at the centre. In earlier footage provided to 7NEWS, she proudly described the progress of children at the daycare. 'It's very rewarding just to see how far they can go,' she said. 'You've got two-year-olds washing up their own dishes. You've got four-year-olds who are writing their own names fluently.' The couple were arrested at their Logan home on Wednesday night after detectives executed multiple search warrants. The disturbing revelations come as national concerns around childcare safety continue to escalate. Last month, Victorian educator Joshua Brown was charged with more than 70 child sex offences, including rape. 'We should be able to trust the organisations that tell us that they're there to care for and protect our children,' Johnston said. Federal Education Minister Jason Clare has flagged tougher consequences for centres failing to meet standards. 'If centres are persistently not meeting the sort of standards that mums and dads expect and that our kids deserve, then we've got to have the power to cut that funding off,' he said. Detectives said no children at the Beenleigh daycare have been identified as victims. But the allegations that a convicted child sex offender was present has sparked outrage. 'It's almost irrelevant whether something happened or didn't happen. Whether he's committed an offence or not,' Johnston said. Andrew Vassel has been charged with two breaches of child protection laws. Amanda Vassel faces charges for allegedly allowing the breaches to occur. She is due to face Beenleigh court on August 19.
