Weeks after WAVES, BMC proposes formalising construction of temporary sets of films and serials in Mumbai

Indian Express16-05-2025
The Brihanmumbai Municipal Corporation on May 16 issued a notification to amend Mumbai's Development Control and Promotion Regulations (DCPR) 2034, allowing temporary constructions of sets for films, TV serials, and advertisements in Mumbai. The civic body's move comes two weeks after Mumbai hosted the World Audio Visual and Entertainment Summit (WAVES) in a bid to position India as a global powerhouse in the fields of media and global innovation.
Also, earlier this month, Chief Minister Devendra Fadnavis announced that the Centre will construct a film studio on a 240-acre plot in the Malad area of the western suburbs.
Earlier in 2022, Mumbai's then municipal commissioner, Iqbal Singh Chahal, had also initiated an inquiry into the unauthorized construction of film studios at the Madh, Marve and Erangal areas in the western suburbs in Mumbai. Chahal had then stated that there were film studios being built on thousands of square metres of land that falls under the Maharashtra Coastal Zonal Management Authority (MCZMA).
Later in January 2023, the civic authorities demolished 11 illegal studios in that area.
The DCPR 2034 is the BMC's formal rulebook based on which the BMC will be carrying out town planning till 2034. It is based on the DCPR the civic authorities will reserve land parcels and will carry out infrastructure development. The existing DCPR will again get revised post 2034.
Civic officials said that while in DCPR 2034 there was no provision of allowing temporary structures of film sets in Mumbai, the Unified Development Control and Promotion Regulations, 2020 (UDCPR) rules allowed construction of structures in Maharashtra. The UDCPR is a similar set of guidelines like DCPR which is applicable in every other city in the state other than Mumbai.
'In 2019, we (BMC) had allowed establishments of temporary structures in Mumbai's plots. However, these rules led to the construction of structures in No Development Zones (NDZ), violating the environmental rules,' a civic official said.
'The revised guidelines will formally reserve plots where such structures could be set up, so that the open spaces and available land parcels in Mumbai aren't misused. In a way, the authorities will also have a record on the number of production houses that would be using these plots for setting up film sets,' the official said.
'The absence of regulation/definition for the activity of construction of temporary studios/sets for the shooting of films/TV/serials/advertisements makes it unable to move further to permit such activities and to formulate any circular. Therefore, it is necessary to incorporate the additional activity/formation in the regulation no. 57 of DCPR 2034, titled 'Temporary Structures,' the BMC's notice states. The notice also stated that the amendment has been proposed under the Mumbai Regional Town Planning (MRTP) Act.
Furthermore, the official said that operating a film set involves a slew of civic permissions like fire NOCs, and often the owners bypass these permissions as the land parcels are not formally reserved by the authorities.

State culture minister Ashish Shelar said the emblem will be used prominently as the official identity of the festival across all celebrations. "The state govt has allocated Rs 11 crore for a series of cultural programmes, including competitions, illuminations, lectures, and folk art performances. Farah Khan takes a sarcastic ‘swim' jibe after heavy rains leave Mumbai streets waterlogged

Heavy rains in Mumbai on Saturday left the city streets waterlogged, affecting traffic in several areas. Filmmaker Farah Khan, who had stepped out of her home on a rainy day, also encountered a traffic snag on an inundated street. However, Farah, with her sense of humour, shared a short clip of a waterlogged street on her Instagram story, and sarcastically wrote: 'Anyone for a morning swim?' In the Instagram story, filmed from inside her car, Farah noticed a waterlogged stretch where the road was completely submerged by rainwater. The sight of a line of autos waiting by the roadside made the street look more like a stream than a busy Mumbai lane. Farah Khan also gave a nostalgic twist to her Instagram story with an evergreen Kishore Kumar track – Nadiya Se Dariya. Farah Khan's IG story The Indian Meteorological Department (IMD) issued a red alert for Mumbai and its surrounding areas on Saturday. The IMD predicted thunderstorms and lightning with gusty winds of up to 40 kmph and said heavy rains (more than 15 mm per hour) were very likely over the Mumbai Suburban area. A red alert was also issued for Thane, Raigad, Ratnagiri, Aurangabad, Jalna, Beed, Nanded, Parbhani, and Hingoli districts in Maharashtra. The rainfall is likely to continue tomorrow as the IMD predicted Mumbai rains till August 19, issuing an orange alert. Taking note of the incessant rains, the BMC appealed to citizens to avoid stepping out of their homes. 'Special attention is being given to critical services such as the rainwater drainage system, sewage system, and pumping stations, with necessary measures being promptly implemented to ensure there are no disruptions in the drainage of rainwater,' it added. The downpour began around 1 am on Saturday and continued into the early hours of the day, causing waterlogging in low-lying areas of the western and eastern suburbs, including Vikhroli, Ghatkopar, Bhandup, Chunabhatti, Aarey, Andheri, Kings Circle, Malad, and Goregaon, among others.

BJP MLA wants daily screening of at least 1 Marathi film in all theatres across Maharashtra, writes to CM & cultural minister

Chhatrapati Sambhajinagar: BJP MLA Rajesh Pawar has written a letter to Maharashtra's chief minister Devendra Fadnavis and Ashish Shelar, the minister of cultural affairs, urging state govt to mandate that all theatres in the state screen at least one Marathi film daily. Pawar emphasised that his appeal should not be perceived as discriminatory against other languages. He said requiring theatres to showcase one Marathi film during prime time would provide a significant economic and creative boost to the Marathi film industry, enhance audience access to quality Marathi cinema, and strengthen the state's cultural fabric. Representing the Naigaon assembly constituency in Nanded district, Pawar called on the ministers to proactively support the Marathi film industry and preserve the Marathi language and culture. He referenced a similar policy in West Bengal, which ensured consistent audience engagement for regional films, attracted investment from new producers, and helped preserve local language and culture. Pawar pointed out that the Marathi film industry is one of India's oldest and most respected, having produced numerous films acclaimed at national and international levels. Despite this, Marathi cinema often struggles to secure adequate prime-time slots in multiplexes, and many critically acclaimed films are removed from theatres prematurely due to a lack of shows. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like American Investor Warren Buffett Recommends: 5 Books For Turning Your Life Around Blinkist: Warren Buffett's Reading List Undo "Marathi is not only the identity of Maharashtra but also a language with a rich literary, artistic, cultural, and historical heritage. Owing to the efforts of Prime Minister Narendra Modi and Maharashtra CM Devendra Fadnavis, Marathi was accorded the prestigious status of a 'classical language' (Abhijat Bhasha). Therefore, its preservation and promotion is a collective responsibility. Marathi cinema plays a vital role in that mission," Pawar told TOI.
