
Uttar Pradesh launches statewide drive to identify, certify Divyangjans with learning disabilities
This initiative is especially for those Divyangjans who are affected by specific learning disabilities like dyslexia, dyscalculia, dysgraphia, and dyspraxia. The State Commissioner stated that the intellectual capacity of these individuals is normal or above normal, and they have been making continuous contributions to society. However, until now, no dedicated statewide campaign had been launched to secure the rights of these Divyangjans.
Jha stated that specific learning disabilities have been officially recognised under the 'Rights of Persons with Disabilities Act (RPWD Act)' implemented in 2016. However, at the ground level, the benefits related to certification, identification, and access to schemes have remained limited. To address this gap, a statewide campaign has now been launched to ensure a streamlined process from identification to the distribution of disability certificates.
The state commissioner has sent a letter dated June 3, 2025, to the director general of health and medical services, Uttar Pradesh, and all district magistrates, urging them to review pending disability certificate cases and expedite the process. In the letter, referring to the notification issued on March 12, 2024, he also recommended including private doctors in the certification panels to address the shortage of specialist doctors in districts, and suggested seeking assistance from specialist doctors at medical colleges.
Additionally, he has recommended the reorganisation of medical boards, the appointment of experts based on specific disabilities, and an increase in the number of designated certificate issuance days to ensure the timely resolution of all pending cases.
The impact of this campaign has already started showing results in various districts of the state. Specialist doctors are now actively participating in block-level camps organised jointly by the department of empowerment of persons with disabilities and the basic education department, he said, adding, this campaign will serve as a vital step toward achieving the goals of the National Education Policy and the Rights of Persons with Disabilities Act.

'A lot of people are going to hate me for saying this, and it's going to cause a lot of controversy, but I think the most damaging treatment right now is hair Botox, also known by the term 'nanoplastia.' Anything that will straighten your hair internally, and leaves it like that once is fine, twice done, still fine, but that's about it. This should not be done,' she said. According to Haria, it became very famous because of the word Botox. 'People do Botox for their skin as it give you firmness and a youthful look. But because it is so cost-effective, people started doing this for their hair,' she shared, adding that without understanding its deeper technicalities, it is not possible to realise that it is not suitable for all types of hair.' Dr Khushboo Jha, Chief Dermatologist- Consultant Metro Hospital and Founder of One Skin Clinic, Faridabad shared that hair Botox is indeed not an actual Botox, rather a deep conditioning hair treatment that uses keratin, collagen, vitamins such as Vitamin B5 and E, hyaluronic acid etc. 'The aim behind this is to fill the gaps in the hair shaft, smoothen your hair cuticles, decrease frizziness and enhance skin shine. Though it displays temporary effects that typically last somewhere between 2-4 months, it resembles a salon grade deep conditioning mask,' she explained. 'It is generally considered gentler than chemical straighteners, since it does not use formaldehyde like some keratin or Brazilian blowouts,' Dr Jha told However, she also listed out its risks and side-effects: Frequent use (more than 3–4 times/year) can lead to hair thinning, brittleness, dullness, or breakage. Some users report hairfall, weight‑loss of volume, or a 'poker straight' effect that flattens hair. Overloading fine or protein-sensitive hair can make it dry and brittle. 'Is it really damaging? Not in a universal sense—it's less harsh chemically than treatments like Brazilian blowouts or formaldehyde-based keratin, but can still damage or weaken hair if overused or improperly applied,' revealed the expert, adding that the rhetoric going around on Instagram claim is sensationalized. 'Properly used and spaced out, it can be nourishing—but misuse can lead to real issues,' she mentioned. Dr Jha shared a couple alternatives for those looking to get similar effects to hair Botox without causing long term or permanent damage: (1) Deep conditioning and protein treatments – bond-repair as well as hydrating masks can strengthen hair without flattening it. Example: weekly hair masks. They show gradual improvements but are comparatively safe. (2) Keratin or taninoplasty treatments – Semi‑permanent smoothing of hair (3–6 months) is ok, but it may sometimes contain formaldehyde. Choose formaldehyde-free formulas, done by certified professionals. (3) Hair spas – Salon-based deep treatments with massages, heat, and masks. These are less invasive. (4) Clinical treatments for thinning of hair – PRP (platelet‑rich plasma): uses your own blood to stimulate growth. Even topical application of Minoxidil is approved by FDA for hair loss.

NMC issues interim guidelines for MBBS admissions of students with disabilities
NEW DELHI: The National Medical Commission (NMC) on Saturday announced interim guideline for admission in MBBS courses for students with disabilities and directed them to submit self-certified affidavits evaluating their functional abilities. While the Unique Disability Identity Cards (UDID) have been established as a mandatory for persons with benchmark disabilities (PwBD), they must also report to designated medical board – just 16 and not in all states – for verification of their self-certified affidavit. The guidelines came as the NEET-UG counselling will begin on Monday. Two days ago, this newspaper broke the story that thousands of medical students with disabilities are in dilemma as they await revised admission guidelines, as mandated by the top court in its various orders. As per the interim guidelines, an aspirant with a locomotor disability and stability issues will have to give a self-attested affidavit about their functional abilities, whether they can bear their weight and stand on their affected leg; walk on plain surfaces; sit in a chair on their own; climb stairs and turn right and left sides on their own, etc. 'As per the Interim Guidelines, PwBD must submit a valid UDID issued by a designated medical authority under Ministry of Social Justice; self-certified affidavits; and the candidate will have to report to the designated medical board (16) for verification of their self-certified affidavit,' Dr Raghav Langer, Secretary, NMC, said in a public notice, adding these boards will verify a candidate's self-certified affidavits and evaluate their functional abilities. The interim guidelines said the NMC has undertaken proactive measures to ease challenges faced by PwBD candidates, ensuring a fair and inclusive medical education environment. This includes facilitating accommodations, revisiting eligibility norms, and adopting evaluation criteria focused on individual capabilities.
