KUALA LUMPUR: Petronas LNG Sdn Bhd (PLSB), a subsidiary of Petroliam Nasional Bhd (Petronas), has entered into a strategic liquefied natural gas (LNG) arrangement with the Japan Organisation for Metals and Energy Security (JOGMEC).
In a statement today, Petronas said the PLSB has signed a memorandum of cooperation (MOC) with JOGMEC to expand the collaboration framework in the LNG sector.
"The cooperation is set to pave the way for further discussions on strengthening LNG supply to Japan, including measures to ensure supply stability and manage potential disruptions,' it said.
It said the agreement was signed during the Energy Asia 2025 conference held at the Kuala Lumpur Convention Centre last week to strengthen LNG supply to Japan, including measures to ensure supply stability and manage potential disruptions.
Petronas LNG's vice-president of marketing and trading, Shamsairi Mohd Ibrahim, said this partnership is a testament to its role as the key reliable LNG supplier to Japan since 1983.
"This partnership is especially timely, aligning with the momentum of Energy Asia, where regional collaboration and strengthening the region's energy security were at the forefront of the dialogues,' he said.

KOTA KINABALU: The Sabah Blue Economy is on track to generate RM3.25 billion annually from marine harvests, including fish and prawns, with an estimated output of 491,000 tonnes. Chief Minister Datuk Seri Hajiji Noor highlighted this as part of the state's broader blue economy strategy, which includes renewable ocean energy, blue carbon, tourism, and marine biotechnology. 'There is more to Blue Economy than just deep-sea harvesting,' Hajiji said in a speech read by Sabah Finance Minister Datuk Seri Masidi Manjun at the International Business Review (IBR) ASEAN Awards. He emphasized the potential of Ocean Thermal Energy Conversion (OTEC), a renewable energy source that could generate 20,000MW of green energy along 500km of coastline. The state has also established the Blue Economy Industrial Park in Kudat, alongside new industrial parks in Kota Belud and Beaufort, to attract investments. Since September 2020, Sabah has secured RM17.41 billion in approved investments from 73 companies in the manufacturing sector, creating 3,636 jobs. Additional proposals worth RM42.3 billion are expected to generate 32,996 more jobs. A key development is the Commercial Collaborative Agreement with Petronas, granting Sabah greater participation in oil and gas, including stakes in the Samarang and Samur fields and a 25 per cent share in a US$3.1 billion floating LNG project in Sipitang. To support infrastructure needs, the Sabah Energy Roadmap and Master Plan 2040 aims to produce 700MW of energy within two years, while RM679.85 million has been allocated to address water shortages. At the IBR ASEAN Awards, Sabah was named the Most Outstanding State in Malaysia for 2024, with Negeri Sembilan taking the title of Most Progressive State. Kota Kinabalu: Many Malaysian businesses may lack adequate insurance protection against pollution and industrial waste incidents, according to a briefing by SP&G Gallagher Insurance Brokers Sdn Bhd (SP&G) Environmental Specialist Clive Goddard. Clive said liability limits commonly purchased by companies are often insufficient to cover potential environmental claims. Advertisement 'It is not unusual to see liability cover capped at RM10 million or less. In some cases, this may not reflect the scale of possible losses,' he said at the Marim Conference 2025 in here on Tuesday. He stated the 1982 Bukit Merah rare earth processing case as an example of long-term environmental damage. 'The incident involved radiation exposure in a Perak town, with cleanup efforts still ongoing decades later,' Clive said. Clive also noted that the costs of decontamination have exceeded RM300 million and most of the burden did not fall under insurance coverage. More recently, the Puchong pipeline fire raised concerns about the state of underground infrastructure and the potential consequences of ground subsidence. He cited that similar issues have occurred with a gas pipeline between Sabah and Sarawak, which experienced several structural failures due to shifting soil. 'Some of these cases have not been widely reported, but they are known within the industry,' he added. Another emerging issue mentioned during the session was the presence of PFAS chemicals in consumer and industrial products. Known for their resistance to breakdown, these substances are increasingly found in water sources and human blood samples globally. Clive said they present regulatory and liability challenges that are still being assessed. He also emphasised on carbon capture and storage (CCS), referencing Petronas' Kasawari project in Sarawak, which aims to store carbon dioxide extracted from offshore gas operations. The initiative is one of several being explored to manage emissions from oil and gas production. Despite these developments, he said there is still limited uptake of comprehensive environmental liability insurance among local firms. 'Policy wordings are often narrow. They may exclude gradual pollution, statutory clean-up costs and other exposures that companies assume are covered,' he said. SP&G Gallagher, part of the global Gallagher insurance group, is encouraging businesses to review their coverage in light of current industrial and legislative changes. This includes recent amendments to the Environmental Quality Act and proposals under public consultation that may place more responsibility on site owners. 'Companies need to be clear on what their policies do and do not cover. KUALA LUMPUR: Enproserve Group Bhd, a provider of plant maintenance and engineering services, is charting a strategic expansion into the heavy lifting and equipment rental segment – a move the company views as a scalable, recurring income stream beyond its traditional contract-based operations. While the group remains firmly anchored in its core offerings – plant maintenance and turnaround and engineering, procurement, construction and commissioning – it is now broadening its portfolio to include rental services for cranes, skylifts and small lorries. This diversification gained momentum following the recent signing of a master service agreement with Petroliam Nasional Bhd (Petronas), covering multiple subsidiaries including Petronas Chemicals Group Bhd, Petronas Gas Bhd and Petronas Chemicals Fertiliser Kedah Sdn Bhd. 'This is an asset-heavy segment, but it's one we are confident in,' Enproserve CEO Mohamad Nizam Yaakub said at a press conference following the company's listing on Bursa Malaysia's ACE Market today. 'The rental business provides recurring income, and we're targeting strong demand across Peninsular Malaysia.' Enproserve currently holds 33 long-term contracts, primarily with Petronas and its subsidiaries, extending through 2029. Its exclusive focus on downstream operations provides a degree of insulation from the volatility of crude oil prices. 'Plant maintenance will never stop. These are statutory requirements,' said group managing director Azman Yusof. 'Unlike upstream operations, which may scale down during periods of low oil prices, downstream plants must remain operational – and that means ongoing maintenance is non-negotiable.' This resilience has enabled Enproserve to become one of the few 'pure-play' downstream service providers listed on the local bourse. This niche positioning analysts believe could attract institutional investor interest in the near future. The group's current operations span Johor, Malacca, Terengganu and its Cyberjaya headquarters. While East Malaysia is not on its immediate roadmap, Azman said, the company remains open to expansion should the right partner or opportunity arise. 'Right now, we're staying focused on the 2027 Pengerang Integrated Complex (PIC) turnaround. It requires over a year of preparation, and we don't want to stretch ourselves too thin,' he explained. Enproserve opened at 26 sen in its market debut today, two sen above the initial public offering (IPO) price of 24 sen, with 5.31 million shares traded at the opening bell. It closed at 26.5 sen, 2.5 sen or 10.4% above the IPO price, on volume of 75.849 million shares. The IPO raised RM50.4 million, with RM23.7 million earmarked for capital expenditure, including the purchase of cranes, forklifts, and other heavy machinery. These assets will support internal operations and be made available for rental. 'We didn't expect the price to rise this morning given current market sentiment, but it shows that investors are confident in our direction,' said Azman. 'We feel relieved and optimistic.' While the group does not yet have a formal dividend policy, Azman confirmed that one would be introduced 'eventually', particularly as the company eyes a future transfer to the Main Market. Meanwhile, Enproserve is positioning itself as a key player in Malaysia's largest-ever plant turnaround project – the PIC in Johor. The complex is described by Azman as 'the biggest in Southeast Asia', and the scale of the 2027 turnaround is expected to contribute significantly to the group's revenue. Though exact figures are subject to unit-rate contracts, Azman described the opportunity as 'much larger than what we are currently securing', and one that necessitates a full year of integrated planning. 'We're already mobilising internal resources and preparing our teams to ensure a seamless execution,' he said. 'This is not just another job – it is the largest plant turnaround in Malaysia.' With more than two decades of experience, Enproserve is licensed by Petronas through Standardised Work and Equipment Categories codes, and is registered as a Grade G7 contractor with the Construction Industry Development Board, enabling it to undertake projects of unlimited value. As Malaysia's oil and gas and petrochemical sectors prepare for cyclical maintenance and capacity expansion, Enproserve's combination of niche expertise, deep client relationships, and fresh capital from its IPO places it in a strong position to ride the sector's growth wave. 'We believe in organic growth. And right now, the growth ahead of us is both significant and achievable,' Azman said.
