How the Government is preparing to ditch petrol tax, move all cars to road user charges

Supporting flexible payment models such as post-pay and monthly billing.

Allowing bundling of other road charges like tolls and time of used based pricing into a single, easy payment.
Bishop said the intent is to make paying for RUCs 'user-friendly' and similar to paying a power bill online or a Netflix subscription.
Currently, the system is mostly paper-based and drivers have to monitor their odometers to check what distance they have driven. It also requires owners to buy RUCs in 1000km chunks.
'We're not going to shift millions of drivers from a simple system at the pump to queues at retailers. So instead of expanding a clunky government system, we will reform the rules to allow the market to deliver innovative, user-friendly services for drivers.
'A handful of e-RUC companies already do this for about half of our heavy vehicle fleet and there are several companies, both domestic and international, with innovative technology that could make complying with RUC cheaper and easier.'
He said the abolition of Fuel Excise Duty, or petrol tax, and the move to all vehicles paying RUCs based on distance and weight 'is the biggest change to how we fund our roading network in 50 years'.
'Right now, New Zealanders pay Fuel Excise Duty [FED] of about 70c per litre of petrol every time they fill up at the pump with a petrol car. Diesel, electric, and heavy vehicles pay Road User Charges based on distance travelled.
'This revenue is funnelled into the National Land Transport Fund, which funds the building of new roads and maintaining our existing ones.'
He said the move to all vehicles paying RUCs comes as the relationship between petrol consumption and road usage is 'fast breaking down'.
'For example, petrol vehicles with better fuel economy contribute less FED per kilometre towards road maintenance, operations, and improvements,' Bishop said.
'We are also seeing a fast uptake of fuel-efficient petrol hybrid vehicles. In 2015, there were 12,000 on our roads, while today there are over 350,000.
'As our vehicle fleet changes, so too must the way we fund our roads. It isn't fair to have Kiwis who drive less and who can't afford a fuel-efficient car paying more than people who can afford one and drive more often.'
The legislation is expected to pass in 2026 which will then be followed by an updated Code of Practice for RUCs providers.
'We will also engage with the market in 2026 to assess technological solutions and delivery timelines. In parallel, NZTA and police will upgrade their systems to support enforcement in a digital environment,' Bishop said.
'By 2027, the RUC system will be 'open for business', with third-party providers able to offer innovative payment services and a consistent approval process in place.
'At this stage, no date has been set for the full transition of the light vehicle fleet. That's a deliberate choice, as we're focused on getting the system right rather than rushing its rollout.'

Major shift from fuel tax to pay-per-km The government has announced it will scrap fuel excise duty and move all vehicles to a system of road user charges (RUCs), in what transport minister Chris Bishop called 'the biggest change to how we fund our roading network in 50 years'. He said the surge in fuel-efficient, hybrid and full electric vehicles had eroded the longstanding connection between petrol consumption and kilometres driven. Under the new system, charges would be based on distance travelled, vehicle type, time and location. The timeline is still vague: Bishop expects legislation to pass in 2026, with the system 'open for business' by 2027. But a full transition date for light vehicles remains deliberately unannounced, with Bishop explaining the government is 'focused on getting the system right rather than rushing its rollout', reports the Herald's Jamie Ensor. Privatised and digitised Alongside the policy shift comes a sweeping modernisation of the road charging system. Gone will be the paper labels stuck to windscreens, replaced by a fully digital e-RUC system. The NZTA's dual role as both regulator and RUC retailer will be split, with private firms taking over the collection and administration of charges. The idea is that this will drive innovation and reduce compliance costs by allowing the market to offer high-tech solutions, such as integrations with in-car computers. 'Instead of expanding a clunky government system, we will reform the rules to allow the market to deliver innovative, user-friendly services for drivers,' Bishop said. Flexible payment options like monthly billing and post-pay models are being considered, and RUCs could be bundled with tolls and congestion charges in a single bill. As Luke Malpass writes this morning in The Post ​ (paywalled), the new system is being designed with one eye firmly on a future where our most expensive roads are funded with tolls, and ease of payment will be key to getting people to use them. 'Roads have to be paid for somehow,' he notes. A pattern of reform The transport minister's announcement came as a surprise to many, but the move had been clearly signalled for years. National ran on eliminating fuel taxes and the policy was part of the National-Act coalition agreement. Last year the government scrapped the Auckland regional fuel tax and oversaw the imposition of RUCs on electric vehicles, ending a long-standing exemption. These earlier moves laid the groundwork for yesterday's grand shift. As the number of petrol hybrids on the roads climbs – from 12,000 in 2015 to 350,000 today – there's a growing mismatch between fuel tax contributions and actual road usage, Bishop said, adding that lower-income drivers of older cars are effectively subsidising wealthier owners of hybrids and EVs. The missing details While the move has been widely framed as a step toward fairness and future-proofing, many of the key details remain unresolved, writes Stuff's Michael Daly. One key question: how much drivers will pay. Bishop gave no indication as to how much the government is planning to charge different vehicle types under the new system. Currently, light diesel vehicles pay $76 per 1000km, but that figure may not translate directly to petrol vehicles. Owners of small, fuel-efficient cars could be forgiven for worrying they'll end up paying more under a RUC system, regardless of the weight class tiers. There are also concerns about the cost of privatising tax collection. 'The only people who will see any benefit from this scheme are the corporates who take their cut to gather the tax,' said Fleur Fitzsimons of the Public Service Association, whose members include NZTA employees. As the legislation progresses and the 2027 rollout approaches, the government will need to spell out what motorists are actually signing up for – and how much they'll be paying.

Meet the record-breaking 16 candidates vying to lead Ōtepoti. An impressive 16 citizens have put themselves forward to become mayor of Dunedin, proudly bucking the national trend of New Zealanders not giving a shit about local body politics. It's a record number of candidates (up from 11 in 2022) for Dunedin and the biggest mayoral race in the country this year, doubling Christchurch's measly eight candidates and comfortably beating Auckland, Wellington and Hamilton, who each have 12. Great work, Dunedin, but also, calm down, Dunedin! What makes the job of mayor the hottest gig in town, and more importantly, why don't all of these mayoral candidates have websites promoting their campaigns? Here's a quick rundown of the 16 contenders, from the candidate who wants to reset the city like it's a computer to the candidate who really, truly, lives in a castle. Lync Aronson Independent candidate Aronson says he has quit his job to 'dedicate himself full-time to fighting our city's future'. He's campaigning for a fully funded city council, lower rates, better services with AI and real community investment, and promises a 'practical, hands-on approach'. Sophie Barker Barker has been a city councillor since 2019 and previously ran for mayor in 2022. Her goal is to make Dunedin the most liveable city in New Zealand, focusing on transformation, liveability and partnerships. Barker was deputy mayor in 2022-23 before resigning due to difficulties working with current mayor Jules Radich, and – after she was recently endorsed by two of his former Team Dunedin allies – looks to be Radich's strongest competition. She's probably the only mayoral candidate to have grown up in a castle, her family having owned Larnach Castle since 1967. Doug Hall Hall runs a local IT business. 'I've spent all my life troubleshooting computer problems, and I would like to think that I'll be able to use those skills to troubleshoot Dunedin's Problems, and to reboot the city,' his campaign website says. Just turn it off and on again, surely? Carmen Houlahan A Dunedin city councillor since 2019, Houlahan was censured for breaching the council's code of conduct in 2023 after repeatedly calling and messaging Sophie Barker, who had laid a complaint against Radich. A former journalist and arts publicist, Houlahan previously ran for mayor in 2022. She wants to see strengthened relationships between the council, University of Otago, mana whenua and the business sector, and wants the city to be vibrant and affordable. Marie Laufiso Laufiso became a city councillor in 2016, making her Dunedin's first ever Pasifika councillor. Laufiso is standing for mayor under the 'Building Kotahitaka' ticket, and wants to advocate for the interests of Dunedin's most vulnerable and at-risk communities and families. 'I'm interested in out-of-the-box solutions and approaches,' she told the Otago Daily Times. Lianna MacFarlane There's little online about MacFarlane's campaign, other than her hypnotherapy and life-coaching business website which reveals she has 'a 25+ year history in natural health, relationship counselling and finance'. Mandy Mayhem A former circus ringleader, Mayhem served on the Waitati Community Board for six years before becoming a Dunedin city councillor in 2022. Mayhem wants to build a welcoming, inclusive and accessible city where all residents feel valued and listened to. She also has a black belt in taekwondo and a great hat game. David Milne Company director Milne ran for mayor in 2022, but there's no information online about his current campaign. Thus, we must rely on Toby Manhire's description of him from a mayoral debate about the arts held three years ago: 'David Milne was upbeat, bushy-tailed and at times looked as if he'd accidentally walked into the room, like the guy who was mistakenly put in a live BBC studio to talk about a legal battle in the music industry. 'I love acting,' Milne said. 'I love actors. So I've got a lot of great ideas for what you want.'' Flynn (Nisvett) Nisbett With Mayhem's ringmaster pōtae and Nisvett's silly hat, could this be the great hat vote-off Dunedin has been waiting for? Nisvett – the leader ('king') of the Aotearoa New Zealand Silly Hat Party – mostly wants to make Dunedin warm. 'I refuse to believe Dunedin needs to be this cold all of the time. Sometimes it's okay, but it never suits the people who live here and we've had enough,' Nisvett says. Benedict Ong Ong is a former international banker who recently returned to his birthplace of Dunedin. He promises bold economic leadership to increase jobs and wages, as well as no rate rises thanks to a 'first-of-its-kind financial innovation' that draws on his global corporate financial expertise. Jules Radich The incumbent. Radich was elected as mayor in 2022 with a significant majority, and says his first term has been defined by a focus on practical skills. His critics would say his first term has been marred by controversy (see Sophie Barker above), and his campaign statement that he 'didn't hesitate to push back' against government cuts to the New Dunedin Hospital was quickly disputed by several councillors. Radich says he's standing again for mayor because he has unfinished business, and his priorities involve strengthening Dunedin's sustainability and fostering growth. Zenith Rose-Wills Climate activist Rose-Wills is also known as Ruthven Allimrac, and is standing for The Radical Action Faction. Andrew Simms Car salesman Simms leads the well-organised Future Dunedin ticket, which includes eight candidates standing for council and advocates for 14 different priorities from lowering rates to heritage to supporting Dunedin railways. While he doesn't have city council experience, Simms is the current chair of the Mosgiel-Taieri community board. Pamela Taylor Conspiracy theorist Taylor ran for mayor in 2022. Mickey Treadwell More Reading Treadwell is a video game programmer and a part-time lecturer, and is standing on a Green Party ticket. Treadwell wants to build the city's long-term resilience against climate change and an unstable international economy. Lee Vandervis 2025 marks Vandervis's eighth attempt at being elected mayor of Dunedin. He's been a city councillor since 2004 and has had a contentious time around the council table, including taking the Dunedin City Council to the Supreme Court over a $12 parking ticket and calling a mural designed by local school children ' woke' and full of 'crass ideology '. His mayoral plans to control rates, debt and bureaucracy include cancelling carbon zero and cycleway spending budgets.

Aucklanders, along with those looking for casual and part-time work, are among those suffering in a soft labour market, latest data shows. Seasonally adjusted employment figures released by Stats NZ on Wednesday showed the national rate of unemployment ticked up 0.1 percentage points to 5.2 percent in the June 2025 quarter, marking an 11.1 percent rise in joblessness with 158,000 New Zealanders out of work. This is the highest rate since 2020 and in line with the Reserve Bank's expectations, but lower than the 5.3 percent widely forecast by economists.
