ICC counsel to Bato: No testimonies in Duterte case forced
As reported on GMA's '24 Oras Weekend' on Sunday, ICC assistant to counsel Kristina Conti said that questions involving the investigation are under strict guidelines, with camera recordings always made available.
Moreover, she added, important witnesses will have to personally give their testimony before the ICC,
Conti's remarks come after Dela Rosa—the Philippine National Police (PNP) chief during Duterte's bloody campaign against illegal drugs—said ICC investigators are in the country to force former officials to execute affidavits.
Dela Rosa was among the 12 candidates elected or re-elected to the Senate in the midterm elections where he ran under the Duterte-led PDP-Laban faction. He said he will launch an inquiry into the matter.
Dela Rosa earlier tagged himself as the number two accused in the ICC case against Duterte, and questioned the arrest of the former President before the Supreme Court.
The ICC has been investigating Duterte and other top officials of his administration for crimes against humanity over the alleged systematic drug war deaths in police operations.
These deaths reached around 6,000 based on police records, but human rights groups contend that the deaths were as much as 30,000, including vigilante killings.
Duterte, who repeatedly said he would accept full legal responsibility for the consequences of his campaign against illegal drugs, was brought to The Hague in The Netherlands earlier in March to be tried for crimes against humanity.
One of his legal counsel, lawyer Nicholas Kaufman, said Duterte is being 'illegally detained' and should be brought back to the Philippines 'as soon as possible.' — Jon Viktor D. Cabuenas/BM, GMA Integrated News

House vows to abide by SC ruling on MR for Sara's impeachment
The House of Representatives will abide by the Supreme Court's decision should it rule against its motion for reconsideration (MR) on its decision to declare the Articles of Impeachment against Vice President Sara Duterte as unconstitutional. 'Hindi 'ho namin susuwayin 'yan, susundin namin 'yan. The House will not cause the constitutional crisis. The reason, the catalyst for the constitutional crisis will never be caused by the House,' House prosecution spokesperson Atty. Antonio Bucoy said at a news forum in Quezon City on Saturday. House Deputy Speaker Janette Garin, likewise, said the lower chamber will abide by the Supreme Court's ruling should it stand with its decision to declare Duterte's impeachment as unconstitutional. In its appeal before the high tribunal, the House argued that the fourth impeachment complaint, signed off by 215 House members, is the only initiated impeachment case against the Vice President because it met the Constitutional requirement of the complaint being endorsed by at least one-third of the House members, which allowed the House to transmit the Articles of Impeachment straight to the Senate en route to the impeachment trial, bypassing Committee deliberations. Whistleblower could unveil link between missing sabungeros and drug war —solon
The whistleblower who recently surfaced could shed light on the link between the missing sabungeros' case and the Duterte administration's drug war, Bicol Saro party-list Representative Terry Ridon said. Ridon said this following the revival of the House Quad Committee (QuadComm), the mega panel composed of four committees that investigated the extrajudicial killings during the controversial anti-drug campaign. Under the adopted House Resolution 106, the QuadComm is tasked 'to conduct a joint inquiry in need of legislation to address emerging and unresolved issues brought forth by the joint investigation of the previous Quad Committee during the 19th Congress.' "We want to focus on the missing sabungeros and their intersectionality with the Duterte drug war because there were allegations that the kill team for the missing sabungeros is the same for the Duterte drug war," said Ridon, head of the committee on public accounts, one of the panels in the QuadComm. Whistleblower and co-accused Julie 'Dondon' Patidongan surfaced last month and claimed that the missing sabungeros were buried in Taal Lake. A total of 34 cockfighting enthusiasts have been reported missing from 2021 to 2022. According to the police, the missing personalities were kidnapped allegedly due to match fixing or cheating in the cockfighting games. "We would like to be able to talk to the whistleblower during the proceedings. Is this kill team true?' Ridon said. 'I'm sure the mechanics then were different, but if it's the same kill team, I think it's very concerning,' he added. Justice Secretary Jesus Crispin Remulla earlier said some people who have been involved in the "death squads" that figured in the drug war under the Duterte administration may also be involved in the deaths related to the e-sabong or online cockfights during the pandemic. Makabayan files MR to reverse SC ruling on VP Sara impeachment case

(Photo from the FB post of Koalisyong Makabayan) The progressive Koalisyong Makabayan on Friday filed a joint motion for reconsideration (MR) calling on the Supreme Court (SC) to reverse its decision junking the impeachment case against Vice President Sara Duterte. According to Manny Vargas' report over Super Radyo dzBB, the petitioners also filed a separate motion to intervene as they urged the SC to overturn its initial decision that declared the articles of impeachment against Duterte unsconstitutional. They also appealed for the Court to rule that House lawmakers did not commit grave abuse of discretion and that the filing of the articles of impeachment was not covered by the one-year ban on impeachment. Among the petitioners were ACT-Partylist Rep. Antonio Tinio, Kabataan Partylist Rep. Renee Co, Makabayan president Liza Masa, and BAYAN president Renato Reyes. The Senate on Wednesday voted to archive the impeachment case against Duterte following the SC decision. The Court earlier declared the articles of impeachment against the Vice President unconstitutional, stressing that it was barred by the one-year rule under the Constitution and that it violated her right to due process. It also said the Senate did not acquire jurisdiction over the impeachment proceedings because the articles of impeachment were void. The SC said it was not absolving Duterte of any of the charges against her and that any subsequent impeachment complaint may be filed starting February 6, 2026. The House then filed a motion for reconsideration, seeking to reverse the SC decision. The lower chamber argued it should be allowed to perform its exclusive duty to prosecute an impeachable official, and the Senate's to try the case.
