TAWAU: Sabah-based major road infrastructure construction player, Azam Jaya Berhad via its wholly-owned subsidiary, Pembinaan Azam Jaya Sdn Bhd, has received the Letter of Acceptance (LOA) from the Ministry of Transport Malaysia for a RM120.9 million contract for the upgrading works for Tawau Airport in Sabah. Under the LOA, Azam Jaya will undertake the project on a design and build basis, including preliminaries, design, construction of terminal buildings and associated works. The contract spans over 3 years, commencing from 22 August 2025, with completion expected by 17 August 2028.

Located on the southeast coast of Sabah, Malaysia, Tawau Airport serves as a vital gateway for both domestic and international travellers. As one of only two airports in the state equipped with immigration counters for international arrivals, Tawau Airport plays a crucial role as a key transit hub in the region. In 2024, the airport ranked as the eighth busiest in Malaysia, handling close to 2.0 million passenger movements, which is a clear reflection of its growing significance in the nation's aviation network. With passenger traffic increasing significantly in recent years, the ongoing upgrades are timely. These improvements are expected to elevate the comfort and experience of travellers while supporting the region's tourism growth and economic development.
Advertisement The latest contract will further strengthen Azam Jaya's unbilled order book, which stood at RM1.42 billion as of 31 March 2025, providing healthy earnings and cash flow visibility through to 2028. Azam Jaya's ongoing project portfolio also includes few work packages under the Pan Borneo Highway. These projects are expected to make a growing contribution to the Group's performance as they progress in the coming quarters. 'With funding allocation for Sabah remaining a priority under Budget 2025, we believe there will be more opportunities to support the State's development. At the same time, we are actively exploring expansion into Sarawak and the Kalimantan region as part of our long-term strategy to broaden our geographical reach. As we scale up, our focus remains on building a strong and sustainable project pipeline. The RM61.5 million raised from our IPO will be used to strengthen our construction capabilities and scale up our operations, allowing us to take on larger, more complex projects and support the long-term growth of our order book.' G25: Commercialisation of public services can further divide society PETALING JAYA: The creeping commercialisation of public services in Malaysia under the guise of 'financial sustainability' is concerning, says civil society group G25. Citing rising foreign student intake in public universities and preferential treatment for paying patients in public hospitals, the group of prominent retired civil servants said such trends could deny deserving Malaysians access to essential services. The group warned that such policies risk deepening socio-­economic divides and undermining constitutional guarantees of equality. 'This risks creating new socio-economic divides not based on race or religion, but between those who can afford access and those who cannot,' it said in a statement yesterday. It could also be a violation of the equality provisions as enshrined in Article 8 (equality before the law) and Article 12 (equality in the administration of education) of the Federal Constitution, it added. It said that the nation's ambition to become a high-income, innovation-driven economy hinges on consistent implementation of policies. 'Malaysia's ambition to become a high-income, innovation-driven economy must be underpinned by policies that develop and retain talent as well as avoid deepening socio-economic inequalities,' it said. The group also warned that economic advancement must be matched by improvements in governance and civil liberties. 'As the saying goes, when the stomach is full, people expect higher standards. 'Failure to meet these expectations could lead to resentment that could be exploited by extremist narratives,' it added. MCA president Datuk Seri Dr Wee Ka Siong, who first raised the issue, said he was not alone in his concerns about public university admissions. 'The G25 shares my apprehension about the commercialisation of these institutions, whereby the rich can just enrol in our public universities as long as they can afford the high tuition fees. 'This could impact access for less affluent Malaysian students, despite their academic excellence,' he said in a Facebook post yesterday. He noted that such practice was reminiscent of the Rakan KKM policy, where money allows one to skip the queue for medical treatment. 'Kudos to G25 for their courage in speaking the truth,' added Dr Wee. On Wednesday, Dr Wee reiterated his concerns about the sharp rise in foreign student enrolment at Malaysia's public universities which is outpacing that of local students, raising red flags about allocation of placements. Citing a recent study by the Institute of Strategic Analysis and Policy Research (Insap), he said the number of Malaysian students enrolling in public universities increased modestly from 172,719 in 2018 to 191,450 in 2024, reflecting a 10.8% rise and a compound annual growth rate (CAGR) of mere 1.73%. In stark contrast, non-Malaysian enrolment surged from 10,003 in 2018 to 19,731 in 2024, marking a 97.3% increase and a CAGR of 11.99%. While not against the intake of international students, Dr Wee said it becomes an issue when their enrolment seems to be replacing spots meant for Malaysian students. 'We must ensure a balance that respects the educational needs of our own creme de la creme.' In response, Higher Education Minister Datuk Seri Dr Zambry Abdul Kadir denied the allegation, saying the government continued to prioritise Malaysians with no compromise on the quotas allocated for local students in public universities.

Industry unlikely to be hit hard as most firms already US-based, says PM PUTRAJAYA: Malaysia's semiconductor industry is unlikely to be severely affected by the revised tariffs announced by the United States, says Datuk Seri Anwar Ibrahim. The Prime Minister said Malaysia was grateful to secure a 19% tariff rate following recent negotiations, which is a relatively favourable outcome compared to neighbouring countries. Anwar added that the positive outcome could also possibly be due to the country's success in mediating the Thailand-Cambodia conflict. 'Tariff concerns, particularly in the semiconductor industry, have caused significant unease recently. 'Previously, these were mostly exempted. 'However, most of these companies are US-based or already have commitments to continue their investments and production in the US, so they won't be severely affected,' he said in his speech during the 2026 Budget Consul­tation Council at the Finance Ministry here yesterday. However, Anwar said there are some exceptions such as Infineon, a German semiconductor manufacturer that mainly caters to the needs of Germany and Europe, as well as other countries. 'So, we're monitoring the situation,' said Anwar. Earlier, US President Donald Trump announced sweeping new tariffs on many countries, with plans to impose 100% tariffs on semiconductors imported from countries that do not produce, or do not plan to produce, chips within the United States. Reportedly, only companies that have invested in or are building chip-manufacturing facilities in the United States would be exempt. On the event, Anwar said in his closing speech the 2026 Budget will be adjusted to align with the larger framework of the 13th Malaysia Plan (13MP), which stresses the importance of 'raising both the ceiling and the floor', which illustrates the emphasis on inclusive growth while upholding good governance. 'We cannot talk about growth and investment without also addressing the lower end ... which is the floor. 'Inflation won't simply go away; prices will rise gradually. But if wages rise proportionately or higher, the cost of living burden will be less painful than what many are experiencing now,' he said. Finance Minister II Datuk Seri Amir Hamzah Azizan also reiterated that the 2026 Budget will be formulated to align with the objectives of the 13MP, with a strong focus on accelerating high-growth sectors such as the semiconductor industry, energy transition initiatives, and the Islamic economy. The government, said Amir Hamzah, will outline key measures that will produce inclusive growth. 'These include the semiconductor industry, energy transition initiatives, and the Islamic economy, all of which will continue to receive strong government backing. 'I am confident that the many industry representatives present today will be able to contribute constructive proposals.' The engagement session was attended by more than 300 participants from the private sector, chambers of commerce, non-governmental organisations, economists, industry players, and civil servants. According to Parliament's meeting agenda, the 2026 Supply Bill (Budget) is scheduled to be tabled in October. Amir Hamzah added that the government will continue to empower micro, small and medium enterprises as well as start-ups to become producers of products and services proudly labelled 'Made by Malaysia'. The minister said the digital and artificial intelligence (AI) agenda will also remain a key focus area, in line with efforts to foster a culture of innovation and drive value-based economic growth. On a separate matter, Anwar also signalled his support to raise tobacco tax following calls from certain quarters to end the decade-long moratorium on excise duty hikes. 'I agree with the spirit of that proposal. I myself not only do not smoke, but also fully support anti-smoking campaigns,' said Anwar. The last major increase in tobacco excise duty was in 2015, when the government raised it by 42.8%. Tobacco taxes have remained unchanged since then. On July 31, the Prime Minister announced that pro-health taxes will be expanded to cover tobacco, vape and alcohol products. Anwar stressed the need to handle health risks, stressing that it is not solely for tax revenue.

CIMB Research believes the spotlight had shifted to the hotly contested systems package. PETALING JAYA: The construction sector looks poised for a new growth cycle as the systems package for the Penang Mutiara Line (PML) light rail transit (LRT) project approached a critical tender stage, expected to benefit seasoned infrastructure players with proven track records and strong balance sheets. Aimed at transforming Penang's urban mobility, the PML is a 29.5 km LRT system linking Komtar to Silicon Island, with a planned extension to Penang Sentral via a five km long bridge. MRT Corp, the project owner, was set to call for tenders for the bridge section by October 2025, according to a recent media report. Advanced works on the main civil stretch between Komtar and Silicon Island were due to begin this month. CIMB Research believed the spotlight had shifted to the hotly contested systems package, noting: 'Nevertheless, we opine that the near-term focus centres on the highly awaited systems package of the PML that has attracted attention from local and international contractors alike.' It was reported that at least seven consortia submitted bids for the systems contract, which includes rolling stock, signalling, and track components. MRT Corp's stringent eligibility requirements – such as RM500mil worth of urban rail experience in the past decade and local manufacturing presence – helped narrow the field to heavyweights with established rail credentials. The research house observed that 'bids requiring the least financial commitment from the government would gain the upper hand', especially since the contract involved capital expenditure and long-term leasing and maintenance obligations, possibly extending up to 30 years. Among the front-runners, Gamuda Bhd teamed up with China Railway Rolling Stock Corp (CRRC), which operates a plant in Batu Gajah, and Japan's Hitachi for signalling. MMC Engineering partnered with Hyundai Rotem for rolling stock, Hitachi for signalling, and Emrail for track works. YTL Group's consortium included CRRC, Siemens, and Emrail. Other notable bids came from Berjaya Rail with a China-based partner and Hitachi; a joint venture between Lion Pacific and WCT Holdings Bhd involving China High Speed Rail Co, Siemens, and China Harbour Engineering; Malaysian Resource Corp Bhd (MRCB) with Alstom; and Dhaya Maju Infrastructure Asia with Siemens and CRRC. 'Some of the bidders played a leading role during the construction of Klang Valley's urban rail and metro systems,' CIMB Research pointed out, noting that MMC-Gamuda built the Klang Valley's Kajang and Putrajaya mass rapid transit lines, while MRCB was progressing well on Phase 1 of the LRT3 and had secured a RM2.5il turnkey deal for Phase 2. CIMB Research noted that 'the systems package is estimated to cost less than RM3.5bil, although the research house believe the figure could be higher after incorporating the leasing/maintenance components.' With Siemens and Hyundai Rotem having previously assembled MRT rolling stock at the SMH Rail plant in Rawang, local assembly capacity could again prove decisive. MMC Engineering and Hyundai Rotem proposed building a new rolling stock facility in Malaysia, a move that could enhance localisation and ease financing commitments. Despite intense rivalry, CIMB Research flagged a potential surprise: 'While competition remains rife, we postulate that MRCB could emerge as the dark horse for the systems package.' Citing the group's healthy net gearing of 27% and solid infrastructure credentials, the firm noted that MRCB was also 'well-positioned to benefit from the Butterworth link', which could boost the value of its wholly-owned Penang Sentral project. Gamuda, meanwhile, continued to bolster its rail credentials through ongoing civil works on the Komtar–Silicon Island stretch, leveraging its proven track record in delivering turnkey projects domestically and abroad.
