"Cops Being Made 'Fall Guys'": Ex-Police Officers To Siddaramaiah On RCB Stampede

Retired police officers urged Karnataka's Chief Minister to revoke the suspension of Bengaluru Police Commissioner B Dayanand and others over a deadly stampede at an IPL victory rally, pointing out an inquiry to establish fault has not been completed.

Retired senior police officers have urged Karnataka Chief Minister Siddaramaiah to revoke the suspension of Bengaluru Police Commissioner B Dayanand, his deputy, and three others over the stampede last week at a rally to celebrate the Royal Challengers Bengaluru 's IPL win.
They have pointed to Mr Dayanand's "unblemished record of service and integrity" and said the five suspended police officers had been "victimised" and made "fall guys" while those "whose haste and over-enthusiasm, and reluctance to take a stand, contributed to the tragedy... managed to get away".
Two open letters have been addressed to the Congress leader, one of which also refers to "tacit support of the (state) government" in allowing the rally to be held despite police warnings.
The first was from 30 high-ranking ex-cops, including ex-CBI chief DR Karthikeyan and Satish Sahney and Dr KK Paul, the former Police Commissioners of Mumbai and Delhi respectively.
The second was from the Indian Police Foundation, a multi-disciplinary think tank currently led by RS Mooshahary, the former Meghalaya Governor and ex-Director-General of Assam Police.
What 30 Ex-Cops Said
In their letter the 30 ex-cops pointed out Bengaluru Police had "expressed reservations" about the celebratory rally. The local police station, i.e., the Cubbon Park Police Station and senior police officers had pointed to the "lack of time to prepare for the humongous crowds..."
The city police, the 30 ex-cops wrote to the Chief Minister, "conveyed in writing... the danger of acceding to the request to organise a function hours after the final..." and advised the government and the cricket bodies to defer the programme by four days, i.e., June 8.
"... appears no written directions were given to the police (to) overrule their objections. The organisers, meanwhile, kept inviting fans... professional advice of police officers was not heeded, and the organisers went ahead, presumably with tacit support of the government."
"The consequences of disregarding professional police advice are there to see..." the 30 ex-cops wrote, pointing out also that a judicial panel's report is to be filed within a month and that it would be "fair and proper to take action only after the findings are known..."
What Police Foundation Think Tank Said
The second letter, from the IPF, was in a similar tone, but also warned the state government that suspension of the senior cops, before the judicial inquiry is complete, risks demoralising other police personnel and "undermining institutional integrity".
"Large public events... especially when held at such short notice... require coordinated efforts by multiple civic, administrative, and political agencies. To isolate the police for punitive action, while other stakeholders escape scrutiny, distorts the reality of shared responsibility..."
The IPF called for the reinstatement of Mr Dayanand and other suspended cops, who have also been backed by the former's predecessor, Bhaskar Rao, who told NDTV the sacking was "unacceptable". "Dayanand and his team safeguarded the city... he has been bulldozed."

Mr Rao also blamed the Chief Minister and his deputy, DK Shivakumar, for the situation, saying their eagerness to be associated with the winning RCB team led to precautions being ignored.
Eleven people were killed and 47 injured in the stampede at the Chinnaswamy Stadium, in connection with which four people, including a senior RCB employee, have been arrested.

The state government has been accused of mismanagement in this matter, which has also spawned a political slugfest between the Congress and the opposition Bharatiya Janata Party.
'No Time To...': NDTV Reviews Cops' Letter
On Sunday NDTV accessed a letter from Deputy Commissioner of Police (Vidhan Soudha) MN Karibasavana Gowda to the Department of Personnel and Administrative Reforms.
This was written on June 4, a day after the IPL 2025 final and the Bengaluru team's historic win.
Mr Gowda had warned against holding any victory event at the Vidhan Soudha, where victorious team members were to meet the Chief Minister. He said "lakhs of cricket fans" would be drawn to the event and that it would "create security challenges due to a shortage of officers/staff..."
The victory rally itself was therefore to be held at the stadium, which cannot hold more than 35,000 people. By 3.30 pm on the fateful day there were an estimated two lakh people around the stadium.
Another 50,000 were reportedly trying to force their way inside.
The crowd rush triggered the stampede, authorities have said.
The families of those killed have been awarded financial compensation, by the state and the RCB team, while those who were injured have been told medical expenses will be covered.

Bengaluru (Karnataka) [India], June 9 (ANI): Karnataka Home Minister G Parameshwara on Monday said that he has requested Union Highways Minister Nitin Gadkari to give permission for the construction of a 'Welcome' arch on the National Highway in Tumkur. Speaking to reporters at Sadashivanagar, Tumkur District in-charge Minister said that Rs 5 crore has been provided from the Smart City project to build the Welcome arch on the National Highway in Tumkur. 'Union Minister V Somanna is the MP of our district. I have requested Union Highways Minister Nitin Gadkari through V Somanna and asked him to give permission. If permission is given, we will build a welcome arch at the beginning of Tumkur,' Parameshwara said. Parameshwara further added that many central projects need to be implemented in the district. 'Many projects related to drinking water come under the purview of the central government. Our taluk is included in this, and I have discussed it with them, he said. He further added, 'Since Tumkur city is next to the national highway, no one will know while traveling. If a welcome arch is built, it will be known.' According to Parameshwara, Union Minister Somanna will 'speak after seeing what the state government's decisions will be regarding the metro project' for Tumkur. Parameshwara stressed on Tumkur's growth and said that the district should be expanded. 'We have made an industrial hub on 20 thousand acres. Many people are asking that Tumkur should be expanded. A study is underway on this. Tumkur is 70 km from Bangalore. It will be beneficial in terms of development if it is included in the Greater Bengaluru area. We will also submit a proposal,' he said. While speaking on the Suhas Shetty murder case, Parameshwara said, 'Officials have told me that a letter has been received from the Union Home Department regarding the Suhas Shetty murder case. We will discuss this with the officials and take a decision. People from that area were talking about handing over the case to the NIA for investigation. Someone may have requested it. MPs and MLAs may have said so.' Shetty, a prominent right-wing youth leader associated with the Bajrang Dal in Karnataka's coastal belt, was brutally murdered last month in Sullia town of Dakshina Kannada district. The activist, in his early 30s, was attacked by unidentified assailants while returning home late at night. He succumbed to his injuries on the spot. The incident triggered widespread protests in the region, with local Bajrang Dal and Vishwa Hindu Parishad (VHP) units alleging a targeted killing. While speaking on the tragic stampede that occured during the IPL victory celebration event of the Royal Challengers Bengaluru (RCB) in Bengaluru, Parameshwara called the June 4 incident 'unfortunate' and said that an investigation is underway and the report will soon be submitted. 'I will not speak about the stampede incident. We have entrusted this case to the one-man commission of retired judge Michael D Cunha. He will investigate and submit a report. If we give a statement, it will have a different impact. If we are asked during the investigation, we will tell. If we give a statement now, the direction of the investigation will go in a different direction,' he remarked. Earlier on Thursday, Karnataka Chief Minister Siddaramaiah said that a one-member commission has been formed to probe the incident. CM Siddaramaiah also announced that the state government has decided to suspend top police department officials, including the Commissioner of Bengaluru City Police. Speaking to the media, the Karnataka CM stated, 'Under the chairmanship of Justice Michael D'Cunha, a retired judge of the High Court, we have appointed a one-man commission to investigate the incident.' New Delhi [India], June 9 (ANI): Union Minister for Road Transport and Highways Nitin Gadkari on Monday slammed Rahul Gandhi over his allegations concerning Maharashtra assembly polls, saying that the Congress leader is making such remarks after losing the polls and it is not good 'to dismiss a mandate'. 'It is not good to dismiss a mandate given by the people. You lose and now say all this,' Gadkari told ANI in an interview. Rahul Gandhi had alleged 'rigging' in Maharashtra assembly polls and called upon the Election Commission to publish consolidated, digital, machine-readable voter rolls for the most recent elections to the Lok Sabha and Vidhan Sabhas of all states, including Maharashtra, saying that 'telling the truth' will protect poll panel's credibility. In a post on X, Rahul Gandhi, who is Leader of Opposition in Lok Sabha, referred to the ECI's response to his allegations concerning Maharashtra polls and said 'releasing unsigned, evasive notes to intermediaries is not the way to respond to serious questions'. Rahul Gandhi had written an article in an English daily on the issue. Election Commission sources had said that the poll panel wrote a detailed letter to Congress in December last year rejecting its 'misleading' claims about voter turnout data in Maharashtra polls and, instead of writing to the poll panel directly, Rahul Gandhi keeps speaking and writing to media seeking answers to his 'same unfounded doubts again and again'. They said it is not clear as to why Rahul Gandhi is shying away from writing to EC in person himself and get a reply. ECI sources had said that the poll panel had extended an invitation to the Indian National Congress (INC) for interaction, which was scheduled for May 15. However, the meeting was later cancelled at the request of INC itself. Gadkari also countered Gandhi's 'Narender-Surrender' jibe at Prime Minister Narendra Modi. Gandhi had claimed that cessation of hostilities with Pakistan following Operation Sindoor had been done with mediation of US President Donald Trump. 'The citizens of the country know our government is very sensitive to the matter, how it works, how we respond and how we protect our people. We have almost ended Naxal activities in the country. (Improved) law and order is an achievement of our government,' the Union Minister said. Asked about the tragic stampede outside Bengaluru's Chinnaswamy Stadium, in which 11 people died during Royal Challengers Bengaluru's IPL victory celebrations, Gadkari said Karnataka government should look into the lapses. 'An inquiry is being held into the matter. Where the lapses happened, Karnataka government needs to work on it,' the Union Minister stated. (ANI)
