
Developer pulls plans for Heritage Square rezoning in Durham
Why it matters: The plans from Chicago-based Sterling Bay envisioned a mixed-use life sciences campus on the site of the Heritage Square shopping center on the edge of the Hayti neighborhood and across the Durham Freeway from downtown.
The shopping center currently sits vacant, but was once home to a grocery store, some smaller shops and restaurants.
Driving the news: The developer's plans, which were set to be heard at Monday night's Durham City Council meeting, were facing pushback from residents of Hayti, a historically Black neighborhood that has faced rising costs in recent years.
Many of those residents expressed concern at the City Council meeting that a project of that size will cause property valuations across the neighborhood to soar even more, the News & Observer reported.
Before the council could vote, however, Sterling Bay withdrew its application, a move that surprised the council and the dozens of people in the audience. The council ultimately voted to approve the withdrawal 5-2.
Zoom in: A Sterling Bay spokesperson told Axios the company is disappointed that the project will not proceed, and noted that it's worked for the past three years to speak with residents in the neighborhood about the project.
The company said it proposed $2.3 million in contributions to the local community as part of its rezoning, including scholarship money for N.C. Central University and Durham Technical Community College, a contribution to the Hayti Promise Community Development Corporation, affordable retail space and several other measures.
"While the initiative will not move forward, we remain proud of the collaborative efforts that shaped it," the spokesperson said in a statement.
What's next: The withdrawal means that Sterling Bay could resubmit another rezoning in six months or potentially build without it.
Sterling Bay only filed the rezoning after discovering issues with the bedrock that made building underground parking more expensive and required taller buildings. The company had bought the 10-acre property for $62 million in 2022, according to county records.
Sterling Bay said it was "exploring new steps" but declined to comment further on what might become of the property.
Between the lines: The pulling of the rezoning also comes at a time when financing for office and lab buildings is much harder to come by.

Aug. 6 (UPI) -- Officials for retailer Claire's filed for bankruptcy protection on Wednesday as its operating costs rise while demand for its goods declines among its youthful customers. A combination of tariffs on the mostly Chinese-produced goods sold by Claire's and inflation has cooled demand among its mostly youthful customers, according to NPR. So has its distribution system of brick-and-mortar storefronts inside malls at a time when its traditionally youthful shoppers prefer buying goods online. Illinois-based Claire's has a $500 million loan due for payment next year, but its declining revenues and profits endanger its stores in the United States and Canada. "Increased competition, consumer spending trends and the ongoing shift away from brick-and-mortar retail, in combination with our current debt obligations and macroeconomic factors, necessitate this course of action for Claire's and its stakeholders," Claire's Chief Executive Officer Chris Cramer said in a prepared statement. Claire's counterpart in Canada likely will file for bankruptcy protection there, but the retailer's North American stores will remain open. "We remain in active discussions with potential strategic and financial partners and are committed to completing our review of strategic alternatives," Cramer said. Claire's filed for Chapter 11 bankruptcy in the U.S. Bankruptcy Court for Delaware. The retailer is noted for its low-cost fashion accessories, jewelry and piercing services. In 2018, the company filed for bankruptcy protection. Elliott Management Corp. and Monarch Alternative Capital now control Claire's, which wiped out $1.9 billion in debt and kept its retail outlets open after securing a $575 million loan, according to CNBC. The retailer cited between $1 billion and $10 billion in assets and liabilities alike in Wednesday's bankruptcy filing. Tariffs on Chinese-made goods could affect Claire's supply chain, and increased competition from ear-piercing service providers is affecting Claire's business among its younger customers. "Competition has ... become sharper and more intense over recent years," GlobalData managing director Neil Saunders recently said. "Retailers like Lovisa [are] offering younger shoppers a more sophisticated assortment at value prices," Saunders said. "This is more attuned to what younger consumers want and has left Claire's looking somewhat out of step with modern demand," he added. How Hardy L Pelt and Todd F Brown are Rewriting Black-Owned Media Broadcasting with Urban Edge Network
In a media landscape still dominated by legacy networks and monopolized narratives, Urban Edge Network (UEN) is changing the channel, literally and figuratively. Co-founded by industry veterans Hardy L. Pelt and Todd F Brown, UEN is a Black-owned sports broadcasting and ad tech company on a transformational mission to amplify underrepresented voices, build real commercial equality, and most importantly, put live sports content from underserved institutions on the national and global stage. Together, Pelt and Brown have spearheaded the path for inclusion, while redefining what ownership, access, and innovation look like in sports media. 'We're a Black-owned media company, yes, and that's something we take great pride in,' says Pelt, a seasoned sports executive whose exciting career began in 1988 as a ball boy and equipment manager for the Orlando Magic. 'But we're also an ad-tech company. Everything we broadcast is free to watch. We're monetizing through advertisements, not subscriptions.' From his early experience in locker room access, Pelt rose to become Vice President of Corporate Sales and Services for the Golden State Warriors. His path has been driven by corporate expertise and community passion, especially for HBCUs (Historically Black Colleges and Universities), which he realized were being left behind at a time when media pivoted to ad-driven tech. Witnessing this became the catalyst for UEN's genesis. 'What I found was that the HBCUs were still operating in a 1960s revenue model. Meanwhile, the ad industry has moved far beyond that,' Pelt exclaims. What began as a collective effort to empower Black institutions with greater media representation has grown into something much broader, and importantly, more powerful. UEN now holds broadcasting licenses across predominantly white institutions, along with partnerships with HBCUs and the Texas Legends in the NBA G League. 'The beauty of sports,' Pelt says, 'is that it transcends race, color, and creed. It's a great unifier. And as a media company, that belief has enabled us to look beyond those barriers and stand united.' But even with a strong vision and momentum, the path forward wasn't without friction. Pelt recalls the difficult early days, 'There were many hurdles along the way, and we often faced trouble connecting with people who couldn't see what we had to offer. But that wasn't going to stop me. I just needed a better way to reach out to them.' And quickly, everything began to shift when Pelt was introduced to Todd Brown. 'I didn't know him. Looked him up online, I spoke to him briefly, telling him about my visions, and almost immediately, he started finishing my sentences,' Pelt says. 'He was the first person I met who completely understood the problem and had the experience to help solve it. It was the perfect fit.' Much like Pelt, Brown also brings a formidable experience to the table. He was the former VP at a multinational media conglomerate, former Chairman of the American Diabetes Association, and co-creator of TheGrio, a news publication focusing on African American stories. With deep roots in television broadcasting and empowering black communities, Brown brought a layer of media strategy and infrastructure knowledge that matched Pelt's marketing and sales expertise. 'We complement each other,' says Pelt. 'I'm the facilitator, the one out there building relationships and knocking on doors. Todd's the counsel, I call him when I hit a wall, and he gives me the insight I need. That's why it works.' Together, they've built UEN into a thriving Black-owned streaming network in the country, delivering over 2,000 live and on-demand sporting events each year. And they're not stopping there. What began as a grassroots push for media equality in Black college athletics is on its way to becoming a global platform for underrepresented sports and stories. The company is now setting its sights on international expansion, starting with soccer in the Middle East. 'When I took the blinders off, I realized this isn't just about Black schools,' Pelt shares. 'It's about any athlete, any team, any community that's not being seen. That's the real market. That's where we're going.' Aside from offering sensational sports programming, UEN's model offers schools and conferences visibility with real economic return through advertising, branded content, and programmatic monetization. But its larger mission is just as vital, if not more. 'When you see UEN,' Pelt shares, 'I want you to see the best of a people, the best of a country, and hopefully the best that people can achieve. I want everyone, Black, white, whoever, to be proud of what two guys came together and built, and hopefully that motivates somebody to do what their vision is in life.'

Upwork is buying its way into corporate staffing beyond freelancers
Upwork, a platform that connects companies with freelancers, announced two acquisitions to help build out a new, standalone enterprise-focused business that could expand its market reach. The San Francisco-based company announced it has acquired Bubty, a workforce management platform, and has signed a definitive agreement to acquire Ascen, a global compliance and employer of record company, ahead of its second-quarter earnings call on August 6. Upwork will integrate these two companies into its existing enterprise business to create a standalone entity under the Upwork umbrella. The move is significant because it will allow Upwork to offer access to talent beyond the independent contractor workforce Upwork is known for — essentially enabling the company to compete in new areas of the corporate staffing market. The new entity will support contract types including: agent of record, employer of record, and staff augmentation. Upwork President and CEO Hayden Brown told TechCrunch that the timing was right to launch this new enterprise-focused business because Upwork's existing enterprise customers have been increasingly asking for access to these talent pools. 'Most of the providers that exist today force their customers to choose between flexibility and compliance, or speed and scale, or having a digital tool versus having something that's actually robust and for the enterprise,' Brown said. 'And with this new capability, we're refusing to compromise. We're giving our customers all of the benefits they've been looking for, and we've heard loud and clear that they want this singular solution.' Brown said that Upwork's existing enterprise business makes up about $100 million of the company's overall $750 million in yearly revenue. Keeping them separate allows for better external branding and better internal focus, Brown said. Upwork vetted more than 100 potential companies to acquire to build out this business, Brown said. The company landed on Bubty and Ascen not only for what they bring separately but also for how they worked together — Upwork piloted the companies both individually and together. 'We saw through the power of those pilots how impactful their technology was and how easy it was to basically snap together what each of them offers, along with our existing offering to deliver something very new and innovative in the market,' Brown added. Details on the branding and full offerings of the new standalone business are set to be unveiled later this year.
