Lakhsadweep govt plans to takeover Bitra island for defence needs, meets local resistance
A government notification, issued on July 11, outlined the proposal for Lakshadweep's Department of Revenue to take over the entire land area of Bitra island and transfer it to relevant Central defense and strategic agencies, as per news agency PTI reported
With 271 residents, as per the Census 2011, Bitra is the least populated among the 10 inhabited islands in the Lakshadweep UT.
With this move, Bitra would become the third island in the archipelago with a defence establishment – two Indian naval bases in the archipelago are INS Dweeprakshak in Kavaratti, the capital of the UT, and INS Jatayu in Minicoy, the southernmost island.
The notification by the UT administration stated that the initiative is driven by the strategic location of the island, its national security relevance, and the inherent logistical and administrative challenges posed by the civilian habitation, as per news agency PTI.
The administration said the steps will be taken in accordance with the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 which necessitates a Social Impact Assessment (SIA) for the affected area.
As per the order, District Collector Shivam Chandra said all stakeholders, including grama sabhas, would be consulted as part of the SIA, and the survey would be completed in two months.
Slamming the move, Lakshadweep MP Sayeed alleged the real objective behind the move was to displace the indigenous population. He pointed out that land in several islands have already been acquired for defense purposes.
The Congress leader also said targeting the island, which has housed a permanent population for decades, without considering any of these alternatives, is completely unacceptable.
Further, he criticised the administration for initiating the process, especially at a time when there are no functioning panchayats, saying that it undermines the democratic system and violates the constitutional rights guaranteed to citizens.
Sayeed vowed that he would explore all political and legal avenues to resist the move.

Manual scavenging: HC seeks report from local bodies to ensure they are equipped with necessary infrastructure
To ensure that all local bodies in Gujarat have the equipment and machineries, mandated by the government in a resolution to completely eradicate manual sewer cleaning and for strict compliance of the provisions of the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013 in the state, a division bench of the Gujarat High Court has directed the Commissioners of Municipalities to get a report from each of the local bodies. In this context, the court has also observed that it is incumbent that all local bodies are equipped with necessary infrastructure either on their own or by engaging a contractor who must be equipped with the necessary machines and equipment to be used by sanitation workers engaged by the local body or the contractor. The court passed an order in this regard on July 7, while acting on a public interest litigation (PIL), seeking strict implementation of the 2013 Act in Gujarat. The PIL was moved by an Ahmedabad-based voluntary organisation, Manav Garima, in 2016, seeking strict implementation of the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013, in the state. In the PIL, the petitioner had highlighted repeated incidents of death of people engaged in manual scavenging by contractors hired by the municipalities and municipal corporations as well as other local bodies across the state. Complying with an earlier order of the court, the Commissioner of Municipalities had filed an affidavit before the court, stating that a virtual meeting was convened with the Regional Commissioners of municipalities of six zones, the Mission Director, Swachchh Bharat Mission and Deputy Commissioner (Administration) on April 30 this year wherein they were directed to strictly adhere to the guidelines issued by the state government through its Urban Housing and Urban Development department to all local bodies by a government resolution, dated April 3, 2025. As recorded by the court in its latest order, the guidelines in the government resolution included procurement of 'certain machineries (equipment) for cleaning of drains so that the safety of safai karmi of the local bodies can be ensured.' In its order, the court noted, 'As there is a mandate for cleaning of drains and manholes in a particular manner, there is a requirement to equip the nagarpalika, municipal corporations and other local bodies with these equipment. There is a requirement to make an inquiry as to whether the local bodies in the state are equipped to carry out the mandate of the government resolution dated 03.04.2025…' The court order added, 'We say so, as according to us, payment of compensation, termination of contract, blacklisting of contractor and lodging of first information report against the contractor and erring officers are not a complete answer to the problem. The main issue is about absolute eradication of manual scavenging or manual sewer cleaning in the state of Gujarat by ensuring strict compliance of the provisions of the Act.' 'Once manual scavenging is completely banned, any engagement of a single person as manual scavenger is violation of the legislative prohibition. It is the duty of the executive to ensure strict implementation of the legislative provisions and in this direction, it is incumbent that all local bodies are equipped with necessary infrastructure either on their own or by engaging a contractor who must be equipped with the necessary machines and equipment to be used by safai karmi, engaged by the nagarpalika or the contractor.' It also stated: 'We, therefore, require the Commissioner of Municipalities (Administration), Gandhinagar, to get a specific report from each of the local bodies through the concerned officer…whomsoever is in direct supervision of the local bodies to ensure that all local bodies in the state are equipped with the equipment/machineries as mandated in the government resolution dated 03.04.2025.' The court said that after receiving reports from the officers concerned, the office of Commissioner of Municipalities has to 'compile the same and place it before the court'. 'Considering the seriousness of the issue', the court also said that the Advocate General of the State should be engaged to assist the court in the matter.

India does not need a national language, says KTR
Hyderabad: Amid the ongoing debate on the imposition of Hindi, Bharat Rashtra Samithi (BRS) working president KT Rama Rao said on Sunday that India has no national language, and it does not need one. He believes that with 22 official languages and over 300 unofficial ones, India's diversity is its strength. 'Language is not just a tool of communication - it's our cultural identity. I'm not enforcing Telugu on you, so why enforce Hindi on me?' he asked while participating in a discussion on 'The North-South Divide in Indian Politics' at the 9th edition of Talk Journalism in Jaipur on Sunday. Stating that India has carried on for more than 70 years without a national language, he said there was no need for a change now. KTR, as the BRS leader is popularly known, made a powerful case for protecting the federal structure of India, warning against the growing centralisation of power and resources in the Hindi heartland at the expense of southern states. He stressed that representation in Parliament must not be dictated purely by population numbers. He added that the southern states, which have implemented population control and contributed significantly to the nation's economy, should not be punished for their discipline. KTR cited data showing that while southern states like Kerala limited population growth to just 69 per cent since 1950, Uttar Pradesh witnessed a staggering 239 per cent rise. This demographic imbalance, he warned, is now set to translate into a political imbalance through the proposed delimitation exercise, which could see South India lose parliamentary seats even as North India gains. 'Population alone cannot be the basis for the redistribution of seats or delimitation. It will lead to the centralisation of policies and fiscal resources. The more political parties start feeling that the Hindi belt will decide who becomes the Prime Minister, the entire focus will be on making policies that suit the Hindi belt, and the rest of India will be left in the lurch,' KTR cautioned. Citing unfulfilled promises made by the BJP-led Union government, such as the increase in Assembly seats in Telangana and Andhra Pradesh under the AP Reorganisation Act, KTR questioned the Centre's credibility. 'They hurriedly increased seats in Jammu and Kashmir and Assam for political gains, but ignored South India. Why should we trust them now on delimitation?' he asked. The BRS leader also raised concerns over recent controversies around electoral roll revisions in Bihar. He noted allegations of nearly 5 lakh voters being struck off the rolls, warning that such practices undermine India's democratic foundations. 'This is deeply worrying. In the last Bihar elections, the losing margin was just 12,500 votes. What happens if voter suppression decides an election? Even one Indian being denied the right to vote is unacceptable in the world's largest democracy,' he said, calling on the Election Commission of India to act swiftly.

CPI(M) hits out at SNDP leader for remarks against minorities
Agency: PTI Thiruvananthapuram, Jul 20 (PTI) The ruling CPI(M) in Kerala urged people to remain vigilant against any attempts—by anyone—to 'undermine" the state's secular fabric. Without naming Sree Narayana Dharma Paripalana (SNDP) Yogam general secretary Vellappally Natesan, who had launched a scathing attack on minority communities for allegedly 'grabbing the opportunities meant for backward classes", a CPI(M) state secretariat statement said the Left Front government was committed to addressing the grievances of all sections of society. 'Social justice and secularism are the foundation of the government's policy," the statement added. Natesan's speeches—at Kottayam on Saturday and Kochi on Sunday—have drawn widespread criticism from various political parties. Speaking at a felicitation event in Kochi to mark his 30 years as SNDP general secretary, Natesan said he would continue to speak about social justice and 'the neglect of the backward Ezhava community", despite opposition from minority leaders. State Cooperation Minister V N Vasavan, who inaugurated the event, praised Natesan for his 'historic achievements" during his tenure. 'Only in a secular society can people of all faiths—and those with none—function democratically," it added. The LDF government's welfare programmes aim to address the challenges faced by the poorer sections across all communities, it further said. The Communist Party has drawn inspiration from Kerala's renaissance movements and has worked to ensure social justice, the statement added. The SNDP, founded by Sree Narayana Guru, upheld the principle that the essence of all religions is the same. 'The organisation should move forward in a manner that protects secularism. Anyone can raise the issues of a particular community, but not in a way that incites religious animosity," the statement stressed. Earlier in the day, Leader of Opposition V D Satheesan also strongly criticised Natesan's remarks, stating that any attempt to divide society must be opposed. Speaking in Kochi, Satheesan said Natesan's comments 'went against the very ideals upheld" by SNDP founder Sree Narayana Guru. 'Community leaders should avoid statements that create divisions among people," he claimed. Indian Union Muslim League (IUML) national general secretary P K Kunhalikutty also condemned Natesan's 'unwarranted" remarks against minorities. He urged the state government to examine Natesan's statements and take appropriate action.
