How Whanganui achieved the lowest property rates increase in New Zealand

In a survey by Local Democracy Reporting on average rates for 2025/26 throughout the country, Waitomo District Council had the next-lowest rates increase at 2.9%, and Bay of Plenty Regional Council was third-lowest at 3.0%.
Five councils – Upper Hutt City, Waipa District, Hamilton City, Hastings District and Clutha District – were looking at jumps of 15-17%.
The average rates hike is about 8.7%, compared with last year's 14%.
In his first tilt at local government in 2022, Tripe's successful campaign for the mayoralty included driving efficiencies to reduce the rates burden.
A six-point plan was developed early in the electoral term to reduce costs and ease council reliance on rates.
As well as improving efficiency, the plan looked at reducing services, finding alternative funding for projects, identifying non-rates sources of revenue, and raising the population so there were more households to pitch in with rates.
'The plan has taken a while to get some traction, however, the benefits of that approach are now starting to show,' Tripe said.
The savings drive led to works and services being deferred, scaled back or cut but Tripe said investment in infrastructure had been prioritised.
Variations to the Long-term Plan included Tripe's push to ditch a planned food scrap collection, reducing rates by $1 million or about 1.5%, he said.
Council restructuring saved $1.2m a year.
Deferrals
Deferrals included pushing out by a year a $1m grant for Whanganui Surf Lifesaving Service's rescue centre. The project was not at the stage where funding was needed, Tripe said.
An $8m of planned spending on an opera house upgrade was delayed to await a business case.
The Waitahinga Quarry development project was deferred while the council focused on other projects, and all council vehicle replacements have been deferred for the year.
A planned full review of the district plan has also been deferred, saving $700,000. Tripe said the council was no longer required to conduct a full review of the plan following central government's decision to make changes to the Resource Management Act.
Non-rates income was expected to increase by almost 20% in the year ahead.
'We are expecting higher fee revenue in some activities such as parking and aquatics.
'We have moderated our property renewals budget down for affordability and to ensure we can deliver the planned programme.'
Capital programmes for water services have been moderated to ensure that they are deliverable in the 2025/26 financial year, Tripe said.
The council had also made minor reductions to venues improvement budgets and optimised corporate budgets for items like IT hardware replacements.
It was committed to 'investing solidly' in core infrastructure, with more than 80% of capital spending earmarked over the next 10 years for the likes of footpaths, roading and stormwater.
There was also an 11% increase in infrastructure spending from 2024/25.
In addition, the council tightened spending on insurance cover by taking a risk-based approach on property and removing some assets from its insurance schedule.
Unbalanced budget
The council has forecast an unbalanced budget of $5.5m for 2025/26 due to increased depreciation costs from inflation and large new assets like the redeveloped Sarjeant Gallery and wastewater treatment plant.
'While we are repaying debt on these long-life assets, we believe it's not fair for current ratepayers to also fund future replacements. Running an unbalanced budget is prudent in the short term.'
Tripe said the council's balance sheet was strong, debt was under control and additional repayments were being made to loans.
Asked how these decisions would affect long-term planning, Tripe said the council was looking beyond the short term and planning for the future.
'We're creating a strategy for Whanganui with five goals: to grow, build for, protect, celebrate and activate Whanganui.'
This included plans to establish a standalone entity to improve housing stock and allocating an extra $590,000 toward debt repayment, on top of existing repayments.
Paying down debt more quickly would benefit future generations, Tripe said.
'This equates to 0.7% of the 2.2% average rates increase.'
Asked if he was confident the council was investing adequately in the district's future, Tripe said Whanganui was faring well in a difficult national economy.
'We should be excited about our future. Whanganui has a fantastic range of facilities for our community and the council is committed to maintaining these and ensuring that the infrastructure is in place for Whanganui to continue to be a great place to live, work and visit.'

Kāpiti Coast iwi Ātiawa ki Whakarongotai are devastated at the news the Government will halt all council plan changes until 2027, as they await the hearing of a local plan change to have a cemetery designated as waahi tapu. Kārewarewa urupā, located at Waikanae Beach, has a long and complex history, being utilised since 1839. It was sold by the Māori Trustee in 1968 to a private company under the impression it wasn't a cemetery, and lost its cemetery designation in 1970, despite local kaumātua objections. Half of the cemetery was developed into housing in the 1970s, creating a painful grievance for the local iwi. More recent attempts to develop the other half in 2000 resulted in the discovery of 11 buried individuals, and development has halted since. The most recent application to develop the remaining land was in 2019. Following an urgent report by the Waitangi Tribunal in 2020 into the urupā history, identifying the need to protect the urupā, the Kāpiti Coast District Council have worked on a plan change they've notified to designate the urupā as waahi tapu, providing protection from further development, and a means of ensuring residents don't find themselves in the uncomfortable position of purchasing housing on cemetery lands. However, Minister of Resource Management Reform Chris Bishop announced earlier this week that the Government would be halting all Council planning work in New Zealand, including plan changes, until the implementation of his new Resource Management Act in 2027. 'We echo the concerns of other communities across Aotearoa who are highlighting a wide range of troubling consequences this halt is creating, by stripping communities of the ability to manage their own affairs and ensure development happens in a manner that our own residents want' says iwi resource management expert Dr. Mahina-a-rangi Baker. Treaty of Waitangi claimant and local kaumatua Tutere Parata says 'As an iwi we've had to deal with the impacts of development that has historically happened against our wishes or without our input. We've had to support distressed residents who through no fault of their own discover they're living on a burial ground, sometimes encountering human remains. Halting this plan change only puts more people at risk. Regardless of what any future resource management law says, Waikanae residents won't want to live on a cemetery.' Chairperson of Ātiawa ki Whakarongotai Rawiri Tāwhai-Bodsworth says that the halt has serious implications for not only us as mana whenua, but all our community. 'By taking away the tools that we rely upon Council using to protect our taonga, such as urupā and waahi tapu, the Government is again breaching Te Tiriti o Waitangi, after a long painful history of successive breaches and ill treatment. We want the breaches of Te Tiriti to stop.' Dr. Baker says the announcement highlights what she says is a lack of understanding on the part of Ministers as to what communities and local government are dealing with on the ground. 'The issue isn't that Councils need to reign in spending, the issue is that we have a range of critical resource management responsibilities devolved to our Councils, with the lowest levels of tax devolution to local government in the OECD. The Government should be addressing the funding model for local government, not stripping the tools that enable us to develop and protect our communities.

ECan chair rebuffs Government's directive to stop planning

Photo: David Hill / North Canterbury News Councils have been urged "not to stop the planning" despite the government saying plan changes are a waste of ratepayers' money. Environment Canterbury (ECan) chairperson Craig Pauling said the work of local government still needs to continue. ''At ECan we've already been impacted by stops to planning and I am personally disappointed some good things in our Regional Policy Statement, which would have made a difference, can't happen.'' The policy statements provide an overview of resource management issues in a region. Resource Management Act (RMA) Reform Minister Chris Bishop this week announced the government would halt changes to district and regional plans. It comes ahead of a shake-up of the RMA, which is expected to come into effect in 2027. Pauling made his comments during a panel discussion at the Local Government NZ conference on Thursday, July 17. ''I would encourage you not to stop the planning. Don't stop thinking. You've got to do the analysis. ''Keep the thinking going, so when things do land you are in the best position.'' ECan voted in November to put its RPS on hold until January 2026, while it awaits more certainty with RMA reform. It has been unable to adopt a plan change to fix issues in the Canterbury Land and Water Regional Plan, following a Supreme Court decision on a water bottling plant in Christchurch in 2023. There has been speculation the RMA reform could lead to regional councils being scrapped, but both Bishop and Deputy Prime Minister David Seymour said no decision had been made. Bishop, who met with regional council chairs during the conference, indicated an announcement was likely by the end of the year. Pauling said it made sense to consider the shape of local government alongside the RMA reform, as regional councils came into being in 1989, in anticipation of the RMA, which was enacted in 1991. He admitted there were flaws with the present model, as local and regional councils didn't always work together. ''My personal view is separating land-use between city and regional councils was wrong. We've had so many occasions when land-use has been consented non-notified and then it needs water table allocations (from the regional council).'' LGNZ passed a remit at its annual general meeting calling for a review of local government functions and governance arrangements. Its chief executive Susan Freeman-Greene said local government needed to be proactive and lead the changes required. Under existing legislation there are only two alternatives for regional government - regional councils and unitary authorities. Speaking to Local Democracy Reporting, Pauling said more options were needed, as different regions had different challenges. Canterbury is much larger than other regions, has more braided rivers and catchments, a centrally located population and sparsely populated districts such as Kaikōura, Hurunui, Mackenzie and Waimate. ''We need to be having the conversation and asking the questions. Would Kaikōura and Waimate survive as unitary authorities?'' Splitting the region into three - North, Mid and South Canterbury has been mooted - but Pauling thinks it would be ''problematic''. South Canterbury would likely be the largest unitary authority in the country in terms of geography, but with a population of only 60,000. The Hurunui district alone is the same size as Taranaki and half the size of Auckland, but with a much smaller population. A Christchurch or Greater Christchurch unitary authority has also been mooted, but questions have been raised about whether the rest of Canterbury would have a sufficient ratepayer base to manage regional council functions. Pauling said he believed it would be ''unworkable''. Another option, which ECan councillors considered at a recent workshop, was a Canterbury or South Island Assembly. This was based on the Greater Manchester model, where the existing local councils could continue and the mayors or council representatives and Mana Whenua representatives could form an assembly to make regional decisions. Whatever is decided, Pauling said local communities need to be involved in the decision making ''or it wouldn't fly''. Local government confusion

As we head towards local government elections, prospective candidates might be wondering what they could be letting themselves in for. For the last year or more the government has been berating councils for being poor fiscal managers, insisting they need to refocus on core services and cut out wasteful spending. As well, there has been unhelpful and unfocused speculation about the future role of regional councils. To add to the messy mix, last week the government announced a confusing set of restrictions on councils' planning programmes to stop them doing work which will not align with the forthcoming laws replacing the existing Resource Management Act. Plan reviews and changes will be stopped through an Amendment Paper to the Resource Management (Consenting and Other System Changes) Amendment Bill, expected to become law next month. There will be mixed views about whether councils are irresponsible big spenders on vanity projects or whether the majority of rates rises are the result of them finally trying to catch up with years of underspending on infrastructure. What people believe is the truth may depend on the size of their rates increase and whether they take issue with some aspect of council spending they think is unnecessary. It is convenient for the government to point the finger at local government for the impact rates rises are having on the cost of living. It diverts attention from other living cost pressures, among them continuing food price rises. Despite its big talk about reining in the dominant supermarkets, nothing changes. The Regulatory Impact Statement on the Local Government (System Improvements) Amendment Bill which passed its first reading in Parliament late last week made the point cost pressures on councils were being driven by capital and operating cost escalation, flowing from supply chain upheaval and a tight labour market during the pandemic and "accelerated headline inflation since". "Infrastructure costs have long been a major cause of rate increases, with councils needing to upgrade infrastructure, especially for water and wastewater treatment plants, and invest in more infrastructure to meet growth demands. "Around two-thirds of capital expenditure for councils is applied to core infrastructure, not including libraries and other community facilities, or parks and reserves." What the government considers is OK for council spending and what is not has not always been clear, but the Bill attempts to shed some light on that. It defines the core services of a local authority as network infrastructure, public transport services, waste management, civil defence emergency management, libraries, museums, reserves and other recreational facilities. It has also tinkered with the definition of the purpose of local government to include supporting local economic growth and development. But the purpose also states it is to enable democratic local decision-making and action by and on behalf of communities. Councillors and wannabe councillors around the country might wonder what that means when it appears the central government is wanting much greater influence. Many will be feeling betrayed by the failure of the National Party to live up to its promises of devolution and localism. Local Government NZ president Sam Broughton summed up that feeling at the organisation's conference last week, saying it felt like "every party in opposition is a localist and then as soon as they're in power, they become a creature that draws all the more power to themselves." Local government minister Simon Watts is still talking up plans for a rates cap, saying the government is working at pace on a model for it, despite National not seeming to have the backing of its coalition partners. NZ First leader Winston Peters was scathing about it, quoted as saying "every other party is interfering in local government" and his party had never done this. He suggested central government could not preach to local government when it did not have its own spending under control. Whatever happens next, it is clear there is much to do to improve the relationship and trust between central and local government and to ensure the word local is not becoming a synonym for national. Further preaching and scolding will not achieve that.
