Hope for Somerset House renewed as 'major construction' finally underway

Construction is underway to renew the derelict Somerset House, a historic building in Centretown that's sat empty for almost two decades, according to the local councillor.
This 129-year-old heritage building at the corner of Bank Street and Somerset Street W. partially collapsed in 2007.
The eastern half was demolished and the western half boarded up, remaining empty and largely untouched ever since.
In an interview with CBC on Sunday, Somerset Coun. Ariel Troster said she was "really excited" to see significant development work on Somerset House begin.
"There was a large concrete pour that happened on Friday ... and that was the first piece of major construction on this building for 17 years," Troster said.
"Frankly [it's] been a much derided eyesore in the centre of town."
3 different redevelopments approved
For Troster and others, the work is a relief — but also a symptom of the city's inability to act on a major "blight" affecting downtown Ottawa.
When Jack Hanna, chair of the heritage working group for the Centretown Community Association, heard about the renewed construction efforts, his excitement came with an asterisk.
"We have our fingers crossed that this time work proceeds through to completion," he said.
That cautious attitude has been years in the making.
Redevelopment plans put forward by the owner, TK Holdings, had been approved by the heritage committee three times: in 2013, in 2017 and again in 2023. A sign boasting the 2017 redevelopment plan is still on display on the Bank Street side of the building.
In the meantime, the city has allowed an unstable wall to come down, ordered repairs and declined the developer's plan for a different project until Somerset House was fixed.
"People look at it and they see what it was and what it could be again and it just irritates them," said Hanna. "It sits there year after year and nothing happens and it gets worse."
'Demolition by neglect'
Hanna and Troster both described the building as an example of "demolition by neglect" — a building that's allowed to become rundown because it's too expensive to repair.
The city should have more tools to compel owners to act before properties reach this state, Troster argued.
"[Demolition by neglect] leads to urban blight and ... a downturn in the urban core," she said, adding that it's "very hard to compel [owners] to take action."
Many landlords are letting properties sit empty or unrepaired until interest rates drop, Troster said. A vacant commercial property tax, she suggested, could encourage them to not leave properties empty.
Hanna agreed, noting the city currently "can only do so much."
"It needs more tools," he said. "It needs a tax to encourage developers to get on with building what they proposed to build."
It's an issue Troster said she'd investigate if she won a second term after the 2026 election, as her focus now is on a renovictions bylaw.
City staff worked hard to ensure construction began on Somerset House, Troster added, noting there was "a lot of hand-holding, a lot of faith" to re-establish a relationship with the owner.
She didn't have a specific construction timeline but said she hoped things would "move considerably over the summer."

Social Sharing The financially struggling Cape Breton Farmers' Market Co-operative has filed for bankruptcy a year after getting into a dispute with its former landlord in downtown Sydney, N.S. Last May, the co-operative's vendors were locked out of their space in the Old Triangle building after D. MacPhee Realty said it was owed $76,000 in back rent and property taxes. The market's manager at the time, Pauline Singer, told reporters it owed about $25,000 in property taxes it was supposed to pay to the landlord as part of the lease agreement. Last week, insolvency trustee Goldhar & Associates put an ad in the Cape Breton Post saying the market went bankrupt June 2. The president of the market's board of directors did not return calls from CBC News. The lawyer for the landlord said his client forgave the market's debt and is not a creditor in the bankruptcy. "The landlord was prepared in good faith to forgive the amounts that were outstanding," said lawyer Tony Mozvik. Mozvik said his client sympathizes with the vendors. "Not the individuals who were running the organization, but the vendors themselves," he said. "They were all good people, kind people who were certainly just trying to eke out a living, and the landlord certainly did not wish to cause them any further troubles." The market received nearly $1 million in federal money to renovate the space that formerly housed a bar called Smooth Herman's on Falmouth Street near the Esplanade. Mozvik said after an agreement was struck over the debt, the vendors were allowed to remove their market stalls, accessories, "and anything that the vendors themselves personally owned." "The landlord could have distrained for rent and seized those items, but it chose not to," said Mozvik. Cape Breton Regional Municipality has confirmed it is a creditor of the market. CBRM spokesperson Christina Lamey said the municipality is owed $3,540.46 for water consumption and arrears. It's not clear who else may be a creditor. After it was locked out last May, the market set up in a temporary location at the Pan Cape Breton Food Hub property on the Trans-Canada Highway in Bras d'Or. It then settled in at the Cape Breton Exhibition grounds in North Sydney. However, former vendor Mark Jantunen told CBC Radio's Information Morning Cape Breton that the Cape Breton Farmers' Market has not operated since December. Jantunen said there are a number of smaller markets in the Sydney area, but they all operate at the same time and none has a large clientele. "Unfortunately, my experience was customers weren't going to all four of them," said Jantunen, who now sells vegetables and preserves at the market in Mabou. "Having a draw that's centralized and bringing in as many customers as possible, that's really essential." The insolvency trustee said he can't comment on the market's bankruptcy. The first meeting of creditors is being held online and is scheduled for June 19.

A new analysis says first-time Canadian homebuyers could save up to $240 on their mortgage payments through Ottawa's plan to waive the sales tax on new builds. (AP Photo/Tony Gutierrez) OTTAWA — The Liberal plan to give first-time homebuyers a tax break on a newly built home could have substantial impacts on housing affordability — with a few caveats — a new analysis finds. The Liberal government introduced legislation on June 5 to eliminate the GST portion from new home sales of up to $1 million for first-time buyers, which works out to as much as $50,000 off the cost of a new build or a substantially renovated unit. For homes sold above $1 million, the GST relief is phased out as the price tag nears $1.5 million. Desjardins Economics said in a report released Monday that first-time Canadian homebuyers could save up to $240 on their monthly mortgage payments if they were to buy a new home with an all-in, tax-included price of $1 million. The required down payment would also be somewhat smaller. Some developers charge the sales tax upfront, so it's not rolled into the mortgage principal at the time of purchase. 'For these homes, eliminating the GST will help prospective buyers reduce upfront closing costs, helping them get their foot in the door sooner,' said the report, authored by Desjardins economist Kari Norman. She argued the impact on housing affordability will be 'particularly strong' for buyers in Canada's more expensive markets, like Toronto and Vancouver, where homes are routinely priced above the $1-million mark. The new policy takes a big step beyond the existing New Housing Rebate, which is open to more than just first-time buyers but has long been capped at homes priced up to $450,000. Norman estimates that nearly 85 per cent of new builds in Canada would quality for the full $50,000 GST relief in the new proposal. Roughly 92 per cent of new builds in Toronto are expected to qualify for full or partial tax relief for homes priced up to $1.5 million. Only 75 per cent of new units in Vancouver would qualify, however, as many top out of the qualifying price range. Desjardins recommends that the new policy index the price of qualifying homes to inflation to avoid future erosions in affordability. The federal government predicts the GST rebate will cost about $3.9 billion over five years, while the parliamentary budget officer estimates the price tag is closer to $2 billion over the same time frame. Desjardins said the discrepancy between the figures could indicate the federal government anticipates more new buyers taking advantage of the rebate, and a bigger boom in homebuying and construction as a result. It's possible that increased demand spurred by the policy also leads to a surge in new building in Canada, the report said. The rebate also comes at a time when the Canadian construction industry faces serious obstacles to getting shovels in the ground: high financing and construction costs, regulatory delays, an aging workforce and uncertainty among buyers and builders tied to Canada's trade war with the United States. The report also warns that some developers, foreseeing increased buying power, could raise their own costs for materials and labour in response to the policy, which would undermine any gains in affordability. Higher demand for housing tied to the GST break could, in the near-term, push up home prices if not coupled with other efforts to boost supply and the pace of construction, the report said. This might be the ideal time to introduce a policy that stokes demand for new builds, however, as Desjardins noted a particularly soft condo market in cities such as Toronto could benefit from an increase in buyer appetite. Parliament has yet to pass the legislation, which would apply to homes bought between May 27 through to 2031. Construction on qualifying homes would need to start before 2031 and finish by 2036. The measure, one of a suite of proposals included in the Liberal platform during the spring federal election, is packaged in the same legislation as the promised income tax cut, which is set to take effect July 1. The bureau said in a statement it found that consumers were unable to purchase food and other items at the advertised price on DoorDash's websites and mobile applications due to the addition of mandatory fees at checkout. The bureau said it was suing to stop DoorDash from what it called deceptive price and discount advertising. It is seeking a penalty from the companies and wants them to offer restitution to affected consumers. In response, DoorDash said it did not hide fees from consumers or mislead consumers and said the bureau was wrong. 'We believe that this ... is an overly punitive attempt to make an example of an industry leader in local commerce,' it said in a statement.
