
ECC approves 'Green Taxonomy' to support eco-project funding

In a major step towards environmental reform, the Economic Coordination Committee (ECC) approved Pakistan's Green Taxonomy, proposed by the Ministry of Climate Change and Environmental Coordination.
The finance minister lauded the move, calling it 'long overdue' and crucial for unlocking green financing.
According to a press release issued by the Ministry of Finance, the meeting—chaired by Finance Minister Muhammad Aurangzeb—deliberated on a wide range of agenda items related to industrial growth, environmental sustainability, skills development, housing finance, and telecommunications.
The ECC reviewed and endorsed a report by the Ministry of Commerce on enhancing industrial competitiveness and promoting export-led growth in the steel sector. The proposal aligns with the National Tariff Policy 2025–30 and seeks to reduce production costs and boost exports.

The ECC greenlit a markup subsidy and risk-sharing scheme to promote affordable housing finance, aiming to expand access to low-cost housing. It further directed the development of an integrated database of the housing sector, in consultation with federal and provincial stakeholders, to improve implementation.
The committee also approved a summary from the Ministry of Commerce to file an appeal in the Supreme Court against a Lahore High Court decision that granted gas/RLNG tariff concessions to Ghani Glass Ltd, noting that energy concessions for export sectors had already been withdrawn and were no longer in effect for any industry.
In skills development, the ECC approved a Rs1 billion government guarantee for the Pakistan Skill Impact Bond (PSIB) to support outcomes-based vocational training programmes. The committee advised the ministry to transition towards public-private partnerships and reduce reliance on sovereign guarantees.
The Ministry of Industries and Production briefed the ECC on trends in the vegetable ghee and oil market. Although national stocks are reportedly sufficient, the committee expressed concern over the slow pass-through of declining global prices to domestic consumers.

It urged close coordination with the Competition Commission of Pakistan, National Price Monitoring Committee (NPMC), and provincial authorities to prevent potential cartelization.
In the telecom sector, the ECC approved a proposal by the Ministry of IT and Telecommunication to revise charges for Radio-Based Services (RBS). It directed regular revisions of these charges every three to five years in line with economic shifts and technological advancements.
The meeting, which was also attended by Power Minister Sardar Awais Leghari, Petroleum Minister Ali Pervaiz Malik, and Commerce Minister Jam Kamal Khan, also approved a revised advisory committee for the release of IMT spectrum, critical for improving broadband access.
Finally, the ECC approved the formal recognition of shipbreaking and recycling as an industry, as proposed by the Ministry of Maritime Affairs. The committee instructed the ministry to share sector power consumption data with the Power Division to assess the impact of applying industrial instead of commercial power tariffs.

Analysts see major economic gains in Pakistan's trade deal with US
In a key development on the economic front, Pakistan and the United States have finalised a landmark agreement that not only promises to reduce tariffs on Pakistani exports but also paves the way for the development of Pakistan's untapped oil reserves. The move, being hailed by analysts as a strategic win for Islamabad, is expected to unlock wide-ranging benefits across trade, energy, and technology sectors. 'We have just concluded a Deal with the Country of Pakistan, whereby Pakistan and the United States will work together on developing their massive Oil Reserves,' US President Donald Trump wrote on social media on Wednesday. 'We are in the process of choosing the Oil Company that will lead this Partnership.' Reacting to the development, Pakistan's Finance Minister Muhammad Aurangzeb, in a video message on Thursday, termed the trade deal a 'win-win' situation for both countries. 'We have come a long way in terms of our overall strategic partnership between Pakistan and the United States,' he said. The agreement arrives just weeks before the expiration of a 90-day suspension on a proposed 29% tariff Trump had announced in April, which threatened to dent Pakistan's export revenues. According to Sana Tawfik, Head of Research at Arif Habib Limited, the deal will slash the tariff rate to an expected range of 15-20%, significantly mitigating potential export losses. 'If the 29% tariff was imposed, Pakistan could have faced losses to the tune of $1.1-1.4 billion in export revenue annually,' Tawfik told Business Recorder, citing data from the Pakistan Institute of Development Economics (PIDE). 'The deal will help minimise this loss,' she said. US total goods trade with Pakistan was an estimated $7.3 billion in 2024, according to the website of the Office of the US Trade Representative, up from around $6.9 billion in 2023. The US goods trade deficit with Pakistan was $3 billion in 2024, a 5.2% increase over 2023. Meanwhile, experts have termed the agreement a strategic and economic milestone. 'Very good development, beneficial for the country and industry,' said Samiullah Tariq, Head of Research at Pak-Kuwait Investment. Saad Hanif, Head of Research at Ismail Iqbal Securities, praised the move as a bold diplomatic achievement. 'Pakistan has hit two birds with one stone, striking oil and securing trade relief in one bold diplomatic move,' he said. Terming the agreement a significant step forward in strengthening bilateral economic ties, Saad said that Pakistan is expected to benefit from reduced tariffs on its exports to the US, helping safeguard its market access and boosting trade competitiveness. 'A major highlight of the deal is the US commitment to assist in the development of Pakistan's oil reserves, signalling a strong vote of confidence in the country's energy potential,' he said. 'Both nations have agreed to enhance cooperation across key sectors such as IT, digital infrastructure, mining, and cryptocurrency, paving the way for increased investment and technological collaboration.' Saad said that the agreement not only reinforces Pakistan's strategic importance in the region but also reflects growing economic alignment with the US, especially at a time when Washington is reevaluating trade relations with other South Asian economies. 'We are expecting broader economic implications through this deal — especially in sectors like energy, minerals (including Reko Diq), and agriculture,' added Tawfik.

PSX surges 1,563 points as Trump announces trade deal with Pakistan
The Pakistan Stock Exchange (PSX) surged on Thursday following the announcement of a trade agreement between Pakistan and the United States, which includes joint development of Pakistan's oil reserves. The benchmark KSE-100 index gained 1,563.78 points, or 1.13%, during intra-day trading to reach 139,976.03, up from the previous close of 138,412.25. The total trading volume stood at 86.39 million shares, with a market value of Rs12.22 billion. The market opened on a bullish note and sustained strong momentum throughout the session, driven by optimism following the trade announcement. Earlier on Wednesday, PSX witnessed a mixed session as investors remained cautious ahead of the State Bank of Pakistan's (SBP) policy rate announcement. "The market ended on a positive note as banks rallied following the SBP's announcement to keep policy rate unchanged, contrary to market expectations of a reduction of 50 basis points," AKD Securities Director Research Mohammed Awais Ashraf told The Express Tribune. Arif Habib Limited (AHL) observed that the KSE-100 rose from the support zone to regain the 138k level. Some 41 shares rose while 59 fell with Systems Ltd (+6.9%), United Bank (+2.08%) and Habib Bank (+3.21%) contributing the most to index gains. On the contrary, Fauji Fertiliser (-0.7%), Lucky Cement (-1.51%) and Engro Holdings (-0.94%) were the biggest drags, it said. In corporate news, Engro Fertilisers announced 1HCY25 earnings per share (EPS) of Rs6.34 (+10% year-on-year) and a dividend of Rs6.50 per share. Overall trading volumes decreased to 425.8 million shares compared with Tuesday's tally of 606.3 million.

At 9:50am, the benchmark KSE-100 index was hovering at 139,657.99 level, an increase of 1,245.74 points or 0.90%. Across-the-board buying was observed in key sectors, including automobile, cement, commercial banks, fertilizer, oil and gas exploration companies, OMCs, refinery and power generation. Index-heavy stocks including HUBCO, PSO, SNGPL, MARI, OGDC, PPL, POL and SSGC traded in the green. Analysts attributed the buying spree to investor optimism after the US and Pakistan struck a deal that will result in lower tariffs for the South Asian nation, as well as an agreement in which Washington will help develop Islamabad's oil reserves.
